MAYOR -ELECT BRONIN ON "WE THE PEOPLE"

It took a while to finally get this formatted so that You Tube would accept this video. Luke Bronin took an hour out of his campaign schedule  to sit down with me for a  while on Monday.

HFD CALLS THIS AN INVESTIGATION?

I am still shaking my head after reading this "so called" investigation and the conclusions Chief Huertas came to in handing out suspensions..

The investigation by Acting Assistant Chief  Scott Brady should turn some heads as this proceeds most likely to the Labor Board and possibly Superior Court.  I guess there is a reason we leave investigations to trained investigators who know what they are doing and actually  know how to write a report.

By just about every account detailed, Lt. Michael Patterson was the aggressor. Even by his own admission , he started the incident, jumped out of his apparatus and approached Captain Dalton and used harsh words. Patterson also admits that two other firefighters had to "step in between us".

Another firefighter, Domingo Delgado details his observations claiming that Patterson "charged out of the Ladder 4 towards the Captain in an aggressive manner yelling obscenities" Delgado goes on to say "crew members from ladder 4 attempted to physically  restrain Lt. Patterson, who broke from their grasp". FF Delgado claims he "ran up to Captain Dalton and asked "Please ignore him (Patterson) and walk away".

Patterson was clearly the aggressor, yet Huertas only gave him a 2 week suspension but chose to give Dalton 89 days off. The 89 days is important, because after 90 days, Dalton would lose his health benefit coverage..

Keep the checkbook open, I have a feeling we will be paying on this one

HOW DOES THIS WORK?MORE QUESTIONS AT HFD

Hartford Fire Captain Thomas Dalton has been suspended for 89 days after he reported an alleged on duty assault in which he was the reported victim. The alleged aggressor, Lt Michael Patterson skated with just a 2 week suspension.

How does that work in a City that claims to have a "Zero Tolerance Policy" for workplace violence

In a letter sent from HFD Chief Carlos Huertas to Dalton  detailing the suspension, Huertas claims that he found Dalton's claim of the assault to be "inconsistent and not credible" .Huertas does not detail how he arrived at that conclusion. Apparently Huertas's view is much different than HPD, a State prosecutor and a Superior Court judge who all determined probable cause for Patterson's arrest after the incident.

The letter is below. I have FOI'd all of the documents as well as Huertas's internal investigations and the HPD investigations to see how Huertas arrived at his conclusion. . Much more on this to come.

IS THIS THE NEW CITY OF HARTFORD PARKING PERMIT?

In May, I posted about parking permits being issued by Hartford's Fire Chief that appeared to be granting immunity for anyone using one to park anywhere they wished. You can read that posting here http://wethepeoplehartford.blogspot.com/2015/05/under-whos-authority.html

Now, in this day and age of I-phones and video cameras catching shots of anything and everything, it seems that it can also be used to document the improprieties of Hartford's Fire Chief Carlos Huertas an his illegal parking antics.

The pictures below are of Huertas's illegal parking job Sunday afternoon in downtown Hartford. The pictures were taken and sent to me by a concerned citizen.  Huertas not only was parked improperly in his City vehicle, he was parked facing the wrong way on a one way street (Market Street) and to avoid a ticket, he apparently thought putting his fire Chief Uniform Cap on the dash would cover his stunt.

I always understood that "leaders" were supposed to l-e-a-d by example, maybe this explains a lot when it comes down to the "leadership" of Huertas and his beleaguered Hartford Fire Department. The sense of entitlement is appalling.

Maybe if that vehicle was clearly marked as a Fire Department vehicle it wouldn't need a white hat on the dash, because maybe it wouldn't be parked like that in the first place if the Chief chose to follow the rules to avoid embarrassment

Hopefully change is coming soon.
Chief  Huertas's City vehicle parked illegally with his white hat on the dash, I guess that makes it all OK

FROM HPD: OFFICER INVOLVED SHOOTING DETAILS

FROM DEPUTY CHIEF BRIAN FOLEY:

At the Hartford Police Department, we feel that the most critical time for us to communicate with our community and the media is during the immediate hours after a police involved shooting. Last night we again provided an on-scene media briefing and also communicated with key community members approximately an hour after the incident. The following is an update to that information:

Last night The Hartford Police Department (HPD) was contacted by the South Windsor Police Department regarding an Emotionally Disturbed Person (E.D.P.) who had just left his mother’s house in South Windsor. According to his mother, when her son (Christopher Reh, W/M/28 of Enfield CT)  left the house he was depressed,  previously suicidal, had a knife, and made verbal statements to her that he was going to “stab police officers”. The mother told police that Reh has previously tried to kill himself with self-inflicted slashing wounds.

This information was communicated to H.P.D. Public Safety Dispatchers via an official South Windsor police tele-type. South Windsor police also put out a Silver Alert on Reh. South Windsor police told HPD they had “Pinged” Reh’s phone in the Park Street area of Hartford. This information was relayed to HPD Patrol Officers.  HPD officers found Reh in his car on Park St. last night at 8:14pm.

As HPD officers approached his vehicle, Reh rammed three police cruisers, and also struck a uniformed Hartford police officer who was approaching on foot.  The officer (Andrew Nelson Jr. 3yrs at HPD) was struck and knocked to the ground. At this time Officer Nelson had fired his gun at the Reh multiple times. Reh was struck twice in the Right arm. A “10-0, Officer Down, Shots Fired” call was made by on-scene officers.

Reh then drove a short distance and crashed into a building at 577 Park St. Reh was taken to St. Francis Hospital with non-life threatening injuries. Medical staff listed him in stable condition with 2 gunshot wounds to the right arm.

Officer Nelson was taken to Hartford Hospital. Medical staff listed him in stable condition with a minor head injury, he was treated and released.

A second officer was also taken to Hartford Hospital for minor injury and evaluation. He had been operating his HPD cruiser when Reh rammed his vehicle head-on. He was also treated and released.

We continue to work cooperatively with the CT States Attorney’s Office through the investigation. This morning, Hartford Police Department Major Crimes Detectives obtained an arrest warrant for Christopher Reh. He is charged with Criminal Attempt to Commit Murder, 2 counts of Assault on Police, Reckless Driving, Operating a MV with Suspended License and Evading Responsibility. The warrant has a $1,000,000 bond. Reh is at St. Francis Hospital receiving treatment for his injuries. He is in HPD custody at the hospital awaiting his release and arrest.

The investigation of the complete incident is ongoing. As per protocol with the Connecticut States Attorney’s Office, the shooting is being investigated by an outside police agency. As with all HPD police involved shootings, there is also an internal investigation and review.
