3 ARRESTED FOR ASSAULT ON HARTFORD SCHOOLS SECURITY OFFICER

Hartford, CT (January 30th, 2019) Hartford Police arrest two adults and a juvenile, charged with assaulting school security guards.

 At approximately 10:16am, dispatch received a call from the Annie Fisher School at 280 Plainfield Street on a report of an assault involving a security guard. Upon patrol officer arrival, it was determined that an adult male and female had parked in an unauthorized area of the school property and were asked to park elsewhere. The male occupant allegedly became belligerent and punched one of the security guards on the head.

 The female joined in on the assault, as well as her fifteen-yearold son. During the altercation, a second security guard who responded to assist was also assaulted. One of the guards suffered a laceration to the head and was transported to St. Francis Hospital for treatment. The incident occurred on school property, but did not enter into the school. The fifteen year-old was not a student of the school, and at this time it is unknown as to why the male adult had attempted to enter the building.


The investigation into the matter continues. Both the arrested adults, Matthew Locke and Amber Mills, were transported and processed at the Hartford Police Department. Both will be arraigned at 10:00am at 101 Lafayette Street on Thursday, January 31st.

 The fifteen-year-old juvenile was issued a juvenile summons to appear at juvenile court at a later date. TRANSPARENCY: HPD RELEASES BODY WORN CAMERA POLICY FOR REVIEW



One of Hartford Police Chief David Rosado's primary goals when he took over as Hartford's Police Chief last year was to implement the use of body worn cameras by Hartford Police Officers.

Next Monday, February 4th is the one year anniversary of Rosado taking over at HPD and it is also the day that Hartford's officers will  begin wearing Axon digital body cameras.

The policy regulating the "BWC"'s will probably continue to be a work in progress for the relatively new technology for HPD as public input and input from Hartford officers becomes available. The seventeen page policy is relatively involved  and has been the subject of training over the last couple weeks as Hartford officers have been instructed in their use.

These cameras have been something that Hartford resident's have been asking for for some time as well as a national trend in law enforcement to document interaction  of police officers with both criminal's and citizen's alike.

As a resident that has sat in many community meetings where residents have pushed for these cameras, I think we owe a special thanks to several people, including Chief David Rosado for making the cameras a priority, Assistant Chief Jason Thody  for countless hours researching the best system to meet Hartford's needs today and for years into the future.. Thody was also crucial in negotiating an excellent contract between Axon and the City, with one of the major issues for many departments being the cost of the video storage. Hartford will be using a "cloud based" system with unlimited storage with video being uploaded to the cloud system regularly by officers as the BWC's are used daily.

A/C Thody also negotiated regular replacement of the BWC's  with newer equipment under the original purchase agreement as the need arises or equipment becomes outdated.

In addition, a special thanks to the HPD Officers and supervisors who went above and beyond developing this Policy for the use of the BWC's

18-30582: Fatal Motor Vehicle Crash Arrest

On Wednesday, October 10, 2018, at approximately 1525 hours, officers were dispatched to a report of a pedestrian struck by a motor vehicle in the area of 521 Wethersfield Avenue. Upon arrival, officers located a male pedestrian suffering from serious injuries in the roadway. The pedestrian, later identified as Stanislaw Gnatek, was transported via ambulance to Hartford Hospital where he was later pronounced deceased. The operator of the vehicle, Miguel Nazario DOB 10/30/1985, was transported from the scene by ambulance to Hartford Hospital for evaluation and cooperated with the investigation. Officer Lemke of the Crime Scene Division was assigned as the lead investigator.

Charges- Misconduct with a Motor Vehicle, 53a-57, Failure to Drive in Proper Lane, 14-236(1), and Failure to

19-01622: Narcotics Warrant Operation - Narcotics Arrest

Over a several months long investigation, Detectives from Vice & Narcotics and the Street Crimes Unit, received information for narcotics (Fentanyl/Heroin) being sold from the area of 110 George Street. The information was confirmed while conducting surveillance and controlled narcotics purchases. The investigation resulted in obtaining a search warrant for 110 George Street Apt-9. On January 24, 2019, a warrant operation was conducted with the assistance of Hartford ERT. Several suspects were taken into custody without incident. As a result of the operation, approximately 1100 bags of packaged Fentanyl, suspected Xanex pills and US Currency was seized. In total, (3) adults were arrested during the operation. (2) suspects were arrested for various unrelated charges while the third faced charges for narcotics possession and sales, along with an active warrant.

19-02566: Narcotics Warrant Operation - Narcotics Arrest

During the month of January, 2019, Detectives from the Hartford Vice & Narcotics Unit received information for narcotics (Heroin) being sold from the area of Wooster Street. Detectives confirmed the information, conducting surveillance and controlled narcotics purchases. The investigation led detectives to obtain a search warrant for 164 Wooster Street (1st Floor). On January 24, 2019, Detectives from V&N conducted the warrant operation where the suspect for the investigation was taken into custody without incident. In total, as a result of the operation, approximately 1700 bags of packaged Heroin, 2 ounces of Cocaine, and $1,000 in US Currency was seized. The suspect of the investigation was arrested on narcotics possession and sales related charges. As a result of the operation, a second suspect was arrested on scene for narcotics related charges.

HARTFORD POLICE PREPARING FOR BODY CAM USE

The Hartford Police Department is preparing for the use of Police Bodycams beginning Monday, February 4th. HPD will be rolling out the new Axon Bodycams  to patrol and other uniformed officers on the 4th. Although the actual policy governing the usage of the cameras is still being developed, it is expected to be completed in time  for the camera use.

The state of the art units from Axon will be the culmination of a long term process and one of the priorities of Chief David Rosado since he took office last year.

Dash cams for all Patrol vehicles will be phased in as Stage 2 of the process, as new vehicles are outfitted and equipped for the HPD Fleet. Phase 2 is expected to begin in April or May of 2019

The body cameras  will download recorded video once they are placed in the docking/charging stations at Police Headquarters and it is anticipated that cruiser cams will download their video once they park in the lot at Police Headquarters.

As new Tasers are replaced for Officers, they are also expected to be incorporated into the system to automatically begin recording on body cams and cruiser cams whenever they are unholstered, the recording will be triggered on any camera in a roughly 60 foot radius for numerous video angles.

The units will record and store both audio and video of incidents for storage
