THE VACCARO ARREST REPORT


Here is the arrest report for Ticket Networks CEO Donald Vaccaro. The interesting part is that he was actually the one who called police to complain about being thrown out of the event by a "bouncer". I wonder if he is rethinking that phone call now.

UPDATE, 2:49PM: The original arrest report posted here was provided to me by the Superior Court and the address of the victim was redacted. In that report the name of the victim was still visible. After posting the report, Hartford Police spokesperson Nancy Mulroy contatced me and asked that the victims name also be reomoved and she provided me with a "redacted" version of the report, which is now posted here. Considering the fact that the charges involve a "hate crime" allegation, I agreed and posted the redacted version removing the victims name and addressRedactedVaccaroPoliceReport[1]

The following complaint arises out of allegations of absentee ballot fraud for the upcoming Democratic Town Committee elections coming up on March 6th.

More on this as information is developed, but the complaint and statement seem to be pretty clear in their alleged charges.

TICKET NETWORK CEO ISSUES ANOTHER STATEMENT AFTER ARREST



Statement from Don Vaccaro, CEO of TicketNetwork – Feb 28, 2012

I will be taking an indefinite leave of absence as CEO from TicketNetwork as I resolve this issue. TicketNetwork is a great company with wonderful employees and I do not want my personal actions to impact the company’s growth. In my absence, our long-time senior management team is more than ready for the task of running TicketNetwork without me. While I need to work through the legal process first, I hope to publicly discuss this issue more openly in the future. I am seeking personal counseling and treatment for alcohol abuse.

LOCAL ORGANIZER CHARGED WITH ASSAULT




Local organizer Janice Flemming was charged with assaulting a board member from the Blue Hills Civic Association Friday afternoon. Flemming was charged with Breach of Peace ,2nd degree and Assault,3rd degree by Hartford Police.

Flemming has been an organizer for several local organizations including H.A.R.T and the Blue Hills Civic Association as well as a founder of the "Voices of Women of Color".

CAN ANYONE TELL THE TRUTH?

I guess we should be used to it by now, but when will Hartford's voters wake up and start holding our elected officials accountable.

Does anyone else besides me find it interesting that last year before Hartford's elections for City Council, the incumbents let everyone know what a fine job they were doing with Hartford's budget. They were doing so well in fact that not only did the incumbents authorize not just one tax cut, but two tax cuts totalling a full one mill cut.

That amounted to next to nothing for most taxpayers in the city since they are already burdened with the highest mill rate in the State. A "mill" equals one dollar of taxes for every $1,000 taxed, so with a mill rate of 71.79 mills, Hartford's taxpayers are paying $71.79 dollars per every thousand of assessed value. ( A vehicle assessed at $10,000 would be taxed at $717.90 per year)

Well the incumbents were able to sell themselves as doing a great job with the budget, but as a candidate I was pretty comfortable saying it was election year posturing. Well, here we are 3 months after the election and it now seems that the incumbents were not doing the wonderful job they sold to the voters to get their votes.

Our projected deficit for this year keeps growing and will probably be much great than the $3.5 million dollars they are now projecting, the projected deficit for next year has already grown from $54 million to $56 million in about a week and I'm sure it will get much worse.

It might be nice to see elected officials that are willing to tell the truth and actually address the problems, no matter how unpleasant the truth is. The first step in that direction is to actually control and reduce spending. Hartford can not sustain its current budget and the taxpayers can not be asked to shoulder anymore of the burden. We already pay double what most other municipalities in the State pay.

But I am sure that by the time the next election cycle comes around, most voters will listen to the empty promises and not look back at the historical facts.

WFSB's Len Besthoff had a piece this week regarding the Hartford Shooting task Force that gave viewers an inside look at how the "STF" operates.

The two clips are worth the time to view and show a different angle to reducing Hartford's gun violence. The message seems to be more of preventing the violence before it happens rather than trying to react and solve the crimes after the damage has been done.

Hopefully sometime in the near future you will be able to learn more about the STF here as I am awaiting for the time to be scheduled to get an inside view of their operations myself.

In the meantime, since I can now post videos longer than 15 minutes on "you tube", I am posting a "ride along" myself and Stan McCauley did a couple years ago to get an inside look at HPD's Vice and Narcotics Division. The Commander has changed, but the piece is still interesting and something that we put a lot of work into. It was aired on Hartford Public Access Television at the time and seemed to be well received by Hartford residents that viewed it.

YOU WON'T SEE THIS ON "CSI"


Members of Hartford's version of "CSI" , the Hartford Police Evidentiary Services Division, found themselves in an unusual predicament today. The names of those involved are being withheld to protect the innocent, or more accurately to protect them from harsh jokes and criticism.

It seems that the ESD officers were called to the scene of an unfortunate incident that took place today at Hartford Hospital. Upon their arrival, they found it necessary to attempt to gather evidence from the rooftop of the parking garage at the hospital. Everything went well in their quest and they drove their SUV police vehicle to the roof top of the parking garage at 85 Seymour Street.

The ride up in the SUV was uneventful, they performed their tasks and began to leave. Then the problems began. Apparently the angles and the construction of the garage gave them clearance to get up, but the angle on the way down caused them to get stuck with the height of the lightbar and they could not exit the garage.

The lightbar was not easily detachable and requests for wrenches went unanswered. Finally someone creative figured to let air out of the vehicle's tires to lower the height of the SUV enough for the lightbar to clear. That worked and the ESD Officers were on their way.

My requests for pictures of the ESD Officer in question putting air back into the tires were respectfully refused.

The Nelton Court Project Team would like to inform you that an Informational Meeting for the Nelton Court Redevelopment Project (Hartford) on Wednesday (TODAY, February 15, 2012 from 6:00 – 8:00 pm at Parker Memorial Center, 2621 Main Street Hartford, Connecticut.

Tthe Housing and Urban Development Act of 1968 and its amendment by the Housing and Community Development Act of 1992 implemented by HUD CFR Part 135 requires a minimum of 30% local (Hartford) resident participation and is required of all contractors on this Project. Those individuals who perform work in the following trades are encouraged to attend:

· Carpentry;

· Electrical;

· Plumbing/Pipefitting;

Please note attendance shall in no way guarantee or assure any person that a job will be secured with this Project. Interested candidates must have OSHA 10 certification and training in the above referenced trades. This is an open shop (non union) Project.

ARE WE REALLY PAYING FOR THIS ?



According to the Hartford Courant, David Medina, the Hartford School's Director of No Information, is admitting that they made a mistake by banning the media from two recent meetings involving parents and the leadership of Hartford's Schools. You can read the Courant's article by clicking here

But before you start rejoicing and thinking that Medina has seen the light and is actually going to start earning his six figure salary by providing information to the public, think again.

Rather than word the apology that they made a mistake and would open meetings up to actually strive for transparency, the release seemed to say just the opposite. It should have just read, "Sorry. next time we will plan ahead and be even more devious so that we can safely skirt the FOI requirements and legally keep the public in the dark".


According to the Courant, "On Wednesday, the school system released a statement indicating that the "error" was a technicality and that its intent to bar reporters remained."

It's intent to bar reporters remained...are you kidding me? Does Medina realize we are still in the United States or do Hartford's schools not teach geography? Or history for that matter. Does Medina not realize that we live in a free and supposedly open Democracy where his and his colleagues salaries are paid by the public who has every right to know what is going on in these schools?

What does the Superintendent have to hide? I can see asking a reporter to leave if they are being disruptive but "its intent to bar reporters remained" ? Those are Medina's words, not mine.

How is this tolerated by the Board of Education, the Mayor , the City Council and right up the ladder to our legislators and even our Governor. Until Mr. Medina and Dr. Kishimoto begin funding our school system out of their own pockets, we are the ones footing the bill and we have every right to know what is going on, especially in our failing schools like Burns and Milner.

The memo below, obtained through alternative means, seems to show the premeditated nature of their actions. And isn't it shameful that we can spend taxpayers dollars finding ways to break the law without getting caught instead of realizing that they are public officials and why they actually have jobs? I find it hard to believe that parents, or even administrators, in any of our neighboring suburbs would tolerate these stunts.

MR. MAYOR, MORE LEADERSHIP IS NEEDED

Today I had the opportunity to speak somewhat privately with Mayor Segarra after the appointment of James Rovella as Hartford's acting Chief of Police. Mayor Segarra seemed somewhat stunned when I mad the comment to him that my confidence in him was building as I thought the appointment was a great step in restoring both morale and confidence in the Hartford Police Department.

Well Mr. Mayor, let's keep building that confidence, here is another perfect opportunity.

Last week I posted about Courant reporter Vanessa de la Torre being barred from what was essentially a public meeting held by Superintedent of Schools kishimoto at the troubled and under performing Burns School. Kishimoto's overpaid mouthpiece David Medina stated that Kishimoto wanted time with parents and felt the media would be a distraction.

Maybe the correct, and more honest version, would have been for Medina to state that the smaller the audience, the less chance of anyone hearing the facts so the media was not welcome.

Mr. Mayor, "transparency" needs to mean something, and not just as a catchphrase thrown around when politicians are trying to prove to people that they really are honest.

Well Mr. Mayor, it gets worse. Last night another meeting was held by Kishimoto and her mouthpiece and the same events were repeated once again. Here are two other bloggers posting their thoughts. Rather than rehashing the "legalese", read "The Real Hartford" for a detailed explanation of what happened and the State of Connecticut's legal requirements. Click her for "Real Hartford".

And here is another take on the matter by Matthew Kauffman, a reporter from the mouthpieces alma mater. Yes, for those unaware, David Medina was formerly an editor at the Hartford Courant. Unfortunately a six figure paycheck has a way of allowing someone to forget where they came from. Rather than Medina being a champion for the public's right to know, he now goes out of his way to make sure the door to the Kishimoto bunker remains tightly latched and closed to any public view.

Mayor Segarra, you are in a position to change this. I'm not saying your administration has been to most receptive to Freedom of Information requirements, but why not start convincing us you really are going to change this. At least one of your Corporation Counsel attorneys is playing loose with the FOI laws, and she knows better. Assistant Corporation Counsel Melinda Kauffman should not be advising on FOI laws if she doesn't know them, but I can almost assure you that she is purely providing cover for Medina and Kishimoto.

It might send a message if your own Corporation Counsel shows integrity by actually filing the proper FOI complaints against Medina and Kishimoto and request the maximum fines for their violations. (I can even help them to write the complaints if they are unsure, I have become pretty good at it.)

Transparency means transparency....period. It should mean something when you say it, and now you have the opportunity to show us that you mean it. Which way will the confidence rating go?

THE FOLLOWING RELEASE WAS RECEIVED TODAY FROM THE WEST END CIVIC ASSOCIATION AND I AM POSTING IT HERE FOR YOUR INFORMATION:

The West End Civic Association is excited to announce a new round of grants under its philanthropy effort to support projects that benefit the West End and its residents.

WECA will make grants in three categories and is seeking proposals at this time from individuals or organizations.

The categories are:

Social Services: Grants to provide social services to residents of the West End.

Youth Programs: Grants to provide programs or services for youth in the West End.

Community Building Activities: Grants for activities in the West End that bring the sectors and/or the neighborhood together.

The deadline to apply for a grant in this first round of funding is March 15. Preference will be given to applications submitted by the deadline; later applications throughout the year will be considered in order of receipt and only if funds remain available.

It is expected that the Executive Board of WECA will award grants at its April 3 meeting. Applicants will be notified of decisions following the meeting and recognized at the annual meeting of WECA on June 12.

Proposals must include:

Description of the program/service/event and category under which you are applying
How will it be organized? Who will manage it?
Who will be served? How many will be served?
Why is the program needed? - be specific in demonstrating the need
How will the program benefit the West End?
Contact person for follow-up questions including email and phone number.
A line-item income and expense budget.
A list of other income sources, if any.
State whether you are applying - or planning to use - matching grant(s). If so, please provide details.

Preference will be given to new initiatives to meet the needs of West End residents, all other considerations being equal.

We encourage you to include letters of reference.

We do not have a cap on the size of a grant request other than a guideline that grants likely will be under $2,000.

Grant recipients will be asked to submit a final report on the results of the project.

THIS WEEK'S "WE THE PEOPLE" PROGRAM

On this weeks program, aired on February 13th, our guest was City Councilperson Cynthia Jennings.

Councilwoman Jennings shares her thoughts and opinions with us on numerous issues facing Hartford.

The technical quality is less than what I hoped for, but we are still working on the equipment and lighting issues. Considering the state of affairs and the condition of the equipment under the current Executive Director and the Board of Director's at Hartford Public Access Television, we are lucky to be on the air at all, but that is a story for another day.

We are working on scheduling some interesting guests for the next few weeks, so keep watching and keep your suggestions coming.

SEGARRA NAMES ROVELLA HPD CHIEF, PRESS CONFERENCE VIDEO

As predicted here a couple months ago,on November 28th to be exact, Hartford Mayor Pedro Segarra today named James Rovella as Hartford's acting Police Chief. You can read the November posting here predicting Rovella's appointment.

As an almost 20 year veteran of HPD before his retirement, Rovella is very familiar with the operations of the HPD. He has spent the last several months in his capacity as Chief Inspector for the State's Attorney's Office setting up and running the Hartford Shooting Task Force along side Hartford Police Lieutenant Lance Sigersmith.

The task force has produced very noticeable results in reducing violent crime after 2011 started out with the potential to end as a record year for gun violence. The task force became operational in July of 2011.

If Chief Rovella's actions in producing results with the Task Force are any indication, it may be a very promising period for HPD under his guidance.

LOCAL ATTORNEY/POLITICIAN ARRESTED FOR DUI

According to arrest records from the Hartford Police Department, local attorney and politician John Kennelly was arrested last night on Asylum Avenue for Driving Under the Influence of Alcohol or Drugs (DUI).

Kennelly was stopped shortly before midnight in the area of 1380 Asylum Avenue by Hartford Police and subsequently charged with DUI. Kennelly was also charged with multiple counts of failure to drive in the proper lane. According to police sources, Kennelly's blood alcohol content was nearly double the legal limit.

Kennelly recently represented Mayor Pedro Segarra in legal issues raised during the Mayoral election. Kennelly is also currently the spokesperson for the 1st District Democratic Town Committee and is running for re-election.

A MOVE THAT MAKES SENSE

The Hartford Redevelopment Agency will meet today, Thursday, February 9th at 6:15 PM, in the Function Room at Hartford City Hall.

The agency's meetings had been held in a conference room at Constitution Plaza which was difficult for many to find and attend the meetings. The new location for the meetings in the Function Room at City Hall should make the meetings much more accessible to the general public.

The Redevelopment Agency Chairperson Sean Arena had pushed for the change to make it easier for members of the community to be able to attend

THE DEFINITION OF INSANITY

I'm paraphrasing here, but what is that saying ... "insanity is doing the same thing and expecting a different result" ?

It is interesting to see Hartford's Chief Operating Officer David Panagore "tweeting" that he is at the Market at Hartford 21 today working to reopen the market. Panagore tweeted "Just reviewed a proposed new lay out for a market at the #Hartford 21 space; looks promising & good, much smarter & efficient"

Didn't Mr. Panagore also review the first proposal before handing them $400,000 of taxpayers dollars for a failed market? Has Mr. Panagore suddenly taken classes in "grocery store 101" ?

His "tweets" also stated that he "In over at the market working the effort to re-open with the folks from Northland, go #Hartford"

Is that the same Northland that forced the YMCA out of their building on Jewel Street with the promise of of a high rise "luxury" condo development? Is it the same Northland that shut down the Goodwin Hotel? Or is it the same Northland that is in the process of foreclosure on a few of their downtown office building for defaulting on the mortgages? Or maybe the Northland that forced many small businesses out of Pratt Street with drastic rent increases.

And while we are at it, Northland has been so successful with reestablishing retail in the XL Center mall, we should all quickly follow their plans. I know, I know, they are waiting for the "right" tenants.

Maybe we could get references from the previous Market at 21 operators and they can tell us how much fun it is to spend the taxpayers money.

I know I would love a trip to Hawaii this time of year, maybe pay off a home mortgage, even remodel a restaurant, all fun things to do with a loan from the City of Hartford, ....if the price is right.

WHAT DO THE HARTFORD SCHOOLS HAVE TO HIDE?


Apparently last night a meeting was held at Burns Elementary School in Hartford regarding the sudden removal of the principal there.

According to "tweets" from a Hartford Courant reporter, she stated that she was barred from the meeting. According to her "tweets" Vanessa de la Torre stated that Hartford Public Schools Director of No Information David Medina stated "press would be a "distraction" and Kishimoto wants private time with parents".

I can understand why the media is less than welcome though. They might just question the leadership of Superintendent Kishimoto who was responsible for the redesign of Burn's School. Under Dr. Kishimoto's leadership as the then "Assistant Superintendent of Redesign" in 2008 Kishimoto was responsible for the hiring of the Principal who she now just removed.

Maybe "transparency" has a differnt meaning in Medina's world. Hopefully the new Board Members can find a better use for that wasted salary and remove another Perez puppet. Does Medina really think barring the media will prevent information from getting out?

MORE HARTFORD DISPATCH CENTER WOES....WHO IS ANSWERING YOUR 911 EMERGENCY CALLS ?

There seems to be numerous issues that have been ongoing in the Hartford Dispatch Center. Until recently those complaints were mostly brought about by community people not being pleased with the professionalism of the way their calls for help have been handled. There have also been numerous issues with the way police and firefighters feel their calls are being handled since the dispatch center was taken out from under police and fire supervision and turned over to a civilian director.

But now the complaints against dispatch personnel, including supervisors, seems to be turning more to criminal complaints.

Earlier this week I posted the arrest warrant affidavit for one dispatcher,Kim Walton. listed by the City of Hartford as a supervisor. Although the accusations against her are troublesome and seem to show a lack of discretion and question her integrity, it gets even worse.

Another dispatcher, also listed by the City of Hartford as a supervisor, was recently arrested for criminal activity while she was actually working. The charges she was arrested on, violation of a protective order, apparently occurred while she was working on the morning of November 28, 2011. This wasn't her first arrest though, by the same Police Department she is dispatching for.

The arrest report is below, but violation of a protective order is a serious matter and not usually taken lightly by judges when someone flaunts their orders. It seems that Cassandra Davis has history of domestic violence with HPD which started with her first arrest on September 12, 2011 after a confrontation with her children's father at 80 Prospect Avenue in Hartford. That arrest was made by the Hartford Police for Breach of Peace 2nd degree and Assault 3rd degree. That arrest report is also below.

I know dispatchers are human beings with personal issues, and I do not want to paint all of our dispatchers with a wide brush because there are some very good ones serving the people and the emergency service workers in Hartford. I am seriously concerned though about someone that engages in criminal activity while they are working.

Can anyone say that Davis's actions while she engaged in her criminal behavior on November 28th violating her protective order endangered police and firefighters? I would think that the odds are pretty good that if she was willing to push the limit and violate a judges order, then her mind probably wasn't in the right place and yes, she jeopardized every one's public safety.

According to Connecticut Judicial records, Cassandra Davis was also arrested by Windsor PD on January 28, 2011 for operating under suspension. That case is pending in Enfield Court.

In the meantime, according to City of Hartford records, both Walton and Davis are still employed by the City of Hartford and receiving their full pay.

And for anyone that paid attention to the Director of the Public Safety Communications Center, Andrew Jaffe recently at a MARG meeting, it raises two issues. Jaffe either lied to the audience or is out of touch with what goes on in the area he supervises. One of the complaints by a resident at that meeting was that dispatchers seemed to be on their cell phones and not paying attention to callers when they were calling 911.

Jaffe stated emphatically to the group that no dispatchers were allowed to have their cell phones with them while they were working. If that is the case, how was Cassandra Davis texting the "protectee" from her cellphone as the arrest report states?

There comes a time when the City Administration may actually have to say they made the wrong choice. Supervising 3 or 4 employees as a police Sergeant when you are responsible for handing out cellphones and pagers doesn't necessarily make someone qualified to run a twenty-four hour a day operation that is one of the most critical links between the public, police fire and EMS personnel. Throw into that the 311 operation also, as was done recently when it was jettisoned from the Mayor's Office, and it puts even more of a burden on a mismanaged operation.

It is time for a serious look at the Office of Emergency Telecommunications before someone gets seriously hurt or worse.The lives of our Police Officers and Firefighters depend on their efficiency and I think many would agree that they aren't comfortable with that level of efficiency at this point.

MORE PROBLEMS AT HARTFORD'S DISPATCH CENTER

The Hartford Emergency Dispatch Center continues to be the focus of internal problems. The Dispatch Center was severed from the Police Department several years ago by an act of the Hartford City Council and the separate "Department of Emergency Telecommunications" was formed. Another department created in a cash strapped City, complete with its own Director at a $100,000 plus annual salary and a City car to take home at night.

Where that home is also continues to be a large question as the Director, retired Hartford police sergeant Andrew Jaffe had promised both Mayor segarra and the previous Hartford City Council that he would establish residency in Hartford after accepting the position. Jaffe did purchase a condominium at 30 Woodland Street last year, but I would challenge anyone to find his City vehicle with the "HFD" municipal parked there at night. I have tried on numerous occasions and have not seen it there once yet.

So back to the most recent problem. It seems that one of Jaffee's dispatchers had loaned her personal vehicle, registered to her, to her fiancee and her brother apparently. That vehicle was then apparently used in some sort of criminal or questionable activity in Manchester. Manchester PD contacted the Hartford Dispatch Center in an attempt to locate the car and its occupants. Another dispatcher ran the plate given by Manchester PD and realized that it belonged to Dispatcher Kim Walton.

That eventually began a chain of events in which Walton was caught on video allegedly using the NCIC computer database to check on her fiancee and her brother, both of who had outstanding warrants.

The HPD arrest warrant application for Walton's arrest is below. After an investigation by HPD'sInternal Affairs Division, Walton was arrested and charged with Computer crimes 3rd degree and was arrested. Walton's arraignment was yesterday at GA14 at 101 Lafayette and was continued to February 14, 2012 according to a representative in the Clerk's Office at the Court.

No information was available on her current status as a City of Hartford employee although she is still listed as a Supervisor in the City's Emergency Telecommunications Dispatch Center according to City records.
