WELCOME BACK CHIEF FREEMAN AND CHIEF COSTELLO


Tomorrow promises to begin the start of a new era of  management, accountability and professionalism for the Hartford Fire Department. The new beginning will include the new Chief of Department Reginald Freeman, appointed by Mayor Luke Bronin and the first permanent Assistant Chief appointed in several years, former Deputy Chief of Training Frank Costello.

Chief Freeman's first  day in office will be tomorrow, February 1, 2016, It will not be an easy road for Freeman to turn around a troubled department, but I think he has the management experience and more importantly the temperament to deal with the issues facing the Department.

One of Freeman's most important tasks will be to get the naysayers to put their individual agendas aside and commit to work together and rebuild the proud team that once was the Hartford Fire Department. It is a matter of leadership and think this team can provide that leadership

Chief Costello will also play a key role in that rebuilding, after being handpicked by Freeman. From everything I have heard and been told, Costello has an excellent reputation from his previous time with HFD, and is very knowledgeable and well equipped to handle his new role.

Again, welcome back Gentleman. And for those inclined to undermine the leadership of the new management team, please think twice. If you really care about your Department, and more importantly the nobility of your profession, put the agendas and personalities aside and make this work.

Too much depends on the future of HFD and the City of Hartford to play games with this.

UPDATE: 9:30PM- Frank Costello is apparently coming back for a 6 month period as  an acting Interim Assistant Chief.  This is apparently is the result of the  "Double Dipping" Ordinance that took effect January 1, 2016 limiting the time any retiree can return to City employment to 6 months and limits their salaries. The next Assistant Chiefs will have to come from current active members of the Department or be hired from outside to be considered permanent

FORMER HARTFORD TREASURER KATHLEEN PALM PASSES

MAYOR BRONIN & TREASURER CLOUD STATEMENTS ON PASSING OF FORMER TREASURER KATHLEEN PALM DEVINE

(Jan 30, 2016) Hartford Mayor Luke Bronin and Treasurer Adam Cloud issued the following statements regarding the passing of former City Treasurer Kathleen Palm Devine.

“Kathleen Palm Devine served Hartford with tremendous dedication for over a decade, carefully and skillfully managing our City’s financial assets,” Mayor Bronin said. “Kathleen was respected by colleagues and residents alike, and her passing is a loss for our City. Our thoughts and prayers are with her loved ones."

“Kathleen Palm Devine was and will always be one of the City’s greatest public servants,” Treasurer Cloud said. “She was a champion for Hartford and all of its residents. Her passing is particularly difficult for me as she was both my friend and my mentor. On behalf of my staff and the Pension Commission, I wish to express our deepest condolences to her family. She will truly be missed.”

ANOTHER DMV SOFTWARE SCREW-UP

The new DMV software implemented this past summer has been full of problems. Recently NBC Connecticut Troubleshooters  Len Besthoff exposed some of those issues, such as numerous registrations suspended over insurance coverage issues . This was a software mistake and most of the suspended registrations did actually have proper insurance.

The problems eventually led to the resignation of the DMV Commissioner.

Today another software glitch raised some its ugly DMV head.  A city of Hartford vehicle was involved in a traffic accident this morning. According to sources, as an HPD Officer was preparing the accident report, he ran the registration plate for the vehicle. The registration came back from DMV as suspended for unpaid taxes.

The only problem is that  the City of Hartford is tax exempt  and doesn't pay automobile taxes.

Wethersfield, we have a problem.

HPD and DMV worked together to identify the problem and Hartford's registrations for all City Vehicles apparently were quickly restored.

MORE GUNS AND DRUGS SEIZED BY STF

On January 29, 2016 at 1:30PM, members of the Shooting Task Force executed a court ordered Search & Seizure Warrant,at 74 Congress Street, room #7.

Upon execution the target of the investigation, Accused Valentin, was located and detained. Seized was a Kel-Tec .380 caliber Model P3AT Auto Pistol, s/n KGR77, with  magazine, containing five live .380 rounds of ammunition. The firearm was stolen out of New Britain, CT (one of fourteen stolen). Also seized was 2,694 wax paper envelopes each containing suspected heroin, a plastic bag containing 15.1 grams of raw heroin, $297.00 in United States currency, cellular phones, safe and gun cleaner.  was placed under arrest.

Accused; Valentin, David, M/Hispanic/36 (07/19/1979), of 74 Congress Street (#7), Hartford, CT.Charges; Criminal Possession of a Firearm, Theft of a Firearm, Possession Narcotics and PWITS Narcotics. arrest for the listed charges and transported to the PSC for booking procedures


HPD CAPTURES ROBBERY SUSPECT AFTER STRUGGLE

On January 28, 2016 at 4:26PM, members of the U.S. Marshal's Violent Fugitive Task Force, observed Accused Rushawn Carroll in the passenger seat of a vehicle on Chestnut Street. Carroll had an active felony arrest warrant for his part in the street robbery of a minister at 106 New Park Avenue occurring on October 10th, 2015. Charges include Robbery 1st Degree and Conspiracy / Robbery 1st Degree.

Detective Sherry and Perez radioed for assisting patrol units. As the vehicle turned east on Pliny Street, Unit 20 was respondingwest on Pliny Street. Upon observing the cruiser, Carroll bailed out of the vehicle at which point officers gave chase. As Carroll fled he discarded a pellet gun that closely resembled a real firearm . Deputy US Marshal Perreault apprehended Carroll in the area of 206 Mather Street.

As Deputy US Marshall  Perreault attempted to apprehend Carroll, Carroll struck  Perreault in the face with a closed fist. Detective Sherry and Officer Ragno assisted and Carroll was eventually handcuffed. Carroll was combative throughout the encounter and further spit at officers several times.
Marshall Perreault further suffered laceration to his hands while jumping fences which did require stitches.

Accused Carroll was additionally charged for Interfering w/ Police, two counts of Assault on Police and
Weapons in M/V, under case #16-03096

Great job by all officers involved..

HPD REPLENISHMENT TO BEGIN

It appears that the Bronin Administration is serious about tackling the drastic need for Police Officer's in Hartford.

Despite the lack of hiring by the Segarra/ Wooden regime for years, the new Sheriff  in town, Mayor Luke Bronin, apparently has authorized the training of 24 to 28 new officers starting February 8, 2016.(UPDATE 5:00PM , the real number is 15 Hartford Officers, see more detail below) That information was contained in a department e-mail received from sources this afternoon. The e-mail was distributed by Lt. Christine Mertes of the Hartford Police Academy.


Unfortunately, my high hopes for increased numbers of Hartford Police Officers on our streets was a little premature. What Lt. Mertes failed to mention were the real numbers. According to one HPD source familiar with the hiring, only 15 of those recruits will actually be Hartford Officers. The additional numbers will be from other agencies taking advantage of using Hartford's Academy for training purposes.

Despite my disappointment, 15 are much better than done, which is what w saw for most of the Segarra years

HPD's  numbers have been decimated for the last few years as a result of attrition, including retirements. y most estimates, the department is at least 100 officers under where they need to be to properly staff HPD.

Conditions Unit Officers and Faith Based Community Service Officers have all been told they are being returned to the ranks of the Patrol Division as of February 7, 2016. This is required to staff vital patrol positions and account for the attrition and lack of hiring by the City

NEVER TRY TO BUY A GUN WHILE DRUNK; ANOTHER ONE FROM THE "HARTFORD'S BRIGHTEST CRIMINAL FILE"

On Friday, January 1st, 2016, at approximately 1010am, a Hartford Police Patrol Officer was approached in the area of Hartford Hospital and informed that a male (later identified as Maldonado) arrived in the emergency room suffering from a non-life threatening gunshot wound to the left hand. Maldonado was dropped off via private vehicle.
During an investigatory interview by Patrol Officers, Maldonado admitted to shooting himself while he was attempting to purchase a firearm on Park Street earlier in the morning. Maldonado did not provide officers with an exact location of incident on Park Street, the identity of the person selling the firearm or the current location of the firearm.
On Friday, January 1, 2016, Shooting Task Force Detectives responded to Hartford Hospital and met with Maldonado. Maldonado reported to STF Detectives he was attempting to purchase a firearm while intoxicated and shot himself in the hand at approximately 1am. STF investigators assumed this case and prepared an arrest warrant for Martin Maldonado. On January 26th, 2016, a Judge at Superior Court GA14 granted the warrant, charging
Maldonado with the following charges: Carrying a Pistol without a Permit, Criminal Possession of a Firearm,
and Unlawful Discharge of a Firearm, with a Judge set bond of $50,000 cash / surety.
On Wednesday, January 27, 2016, members of the Hartford Police Shooting Task Force located and arrested
Martin Maldonado without incident at his home on Preston Street, Hartford, CT.


Arrest: Maldonado, Martin, 27 Preston Street, Hartford, CT. (10 previous arrests, convicted felon)
Charges:
1.       Possession of a Pistol without a Permit
2.       Criminal Possession of a Firearm
3.       Unlawful Discharge

MAYOR BRONIN ANNOUNCES DEPARTURE OF HUMAN RESOURCES DIRECTOR

 

Deputy Director Debra Carabillo to Serve as Interim Director

(Jan 27, 2016) Hartford Mayor Luke Bronin today announced that he has reluctantly accepted the resignation of Henry Burgos, Director of Human Resources and Labor Relations for the City of Hartford. Mr. Burgos, who began working for the city in 2013, will depart from his position effective January 27.

 

“I have been impressed with Henry’s dedication to the people of Hartford thorough his management of all aspects of the City’s Human Resources Department, and I’m sorry to see him leave City Hall,” Mayor Bronin said. “Under Henry’s tenure, the City saw drastic modernization of our onboarding and applicant tracking and testing services. He has been an advisor and an invaluable resource during this transition period, and his departure is a loss for City Hall.”

 

Mr. Burgos stated, “It was a pleasure to serve Connecticut’s Capital City. My tenure as director was the most rewarding experience of my career. I’m grateful for this opportunity to serve the citizens of Hartford and I look forward to pursuing personal and professional goals in the near future.”

 

As Director of Human Resources and Labor Relations, Mr. Burgos has been responsible for directing every aspect of the City’s Human Resources Department, including, but not limited to, labor relations, recruitment, employee relations, employee benefits and contract negations. As a member of the senior management team, Henry played a key role in the City’s budget development process and was a member of the Personnel and Finance Committee, where among other things, he engaged in the monitoring of the City’s budget. 

 

Mayor Bronin has appointed Debra Carabillo, Assistant Director of Human Resources, to serve as Acting Director of Human Resources while a search for a permanent replacement in underway.

IS BURGOS OUT?

According to several sources familiar with Hartford City Hall, embattled Human Resources Director Henry Burgos is expected to resign today.

No confirmation is readily available from the Bronin Administration, but standby for more details
.
Search the blog archives  for more information on Burgos's tenure. Despite Burgos's comments that he was "protected" and couldn't be let go, that apparently may not be the case

BRADY'S RUN ABOUT TO END ( AND I DON'T MEAN TOM BRADY)

According to sources, Hartford's Interim Fire Chief's tenure will probably be one of the shortest in Hartford history.

Scott Brady named acting interim Chief  took over the reigns approximately 2 weeks ago after former Chief Carlos Huertas was shown the door at the start of a new Mayoral term began.

Brady's appointment was somewhat unusual due to the fact that Brady, according to numerous sources within HFD, was campaigning heavily for the new Mayor's opponent Pedro Segarra.  Brady , again according to sources, was visiting firehouses and speaking with firefighters advising them not to support Bronin, that Segarra was much more favorable to their upcoming contract negotiations. Apparently supporting Segarra was to benefit the firefighters Union.

In the end, apparently, everything works out for the best . Brady is not on the short list to be named as Assistant Chief under the incoming new Chief Reginald Freeman. At least one of the Assistant spots has been filled by HFD retiree Frank Costello. Costello is reported to be starting next Monday as Assistant Chief , at the same time Freeman takes over. Costello retired as a Deputy Chief of Training  for the fire Department.

The only fly in the ointment is a Hartford Ordinance that took effect January1, 2016. Any new hire or new appointment  that is a retiree will have their salary capped at the amount of the annual base salary minus the amount of their pension benefit, provided however that the annual compensation shall not be less than 50% of the annual base salary.

So much for double dipping being profitable anymore.

GOOD NEWS FROM THE HARTFORD FIRE DEPARTMENT

Word today is that Jason Martinez, the Hartford Firefighter who received severe burns in a structure fire over a year ago, has recovered enough from his injuries to return to work.

Martinez is undergoing refresher training classes today and will report back to his firehouse for his shift at 5:00PM today .

Best of Luck Jason on your continued recovery and may you and all of Hartford's first responders stay safe.

FINALLY , A PASSING GRADE FOR HARTFORD'S PLOWING EFFORTS

Hartford has traditionally been a snowplowing disaster.. It was so bad that during a Mayoral debate last summer , former Mayor Pedro Segarra blamed Hartford's dismal efforts on our suburban neighbors coming into Hartford and sweeping snow off their cars, blocking Hartford's streets.

Now I know Saturday's storm was small by many standards, but there was  so much different in the DPW efforts to clear Hartford's streets. I usually drive around once the snow stops to see what is going on in the City. I was pleasantly surprised by the condition of every street I drove down Sunday.

One of the big barometers I gauge by is how the streets are open. Typically, the streets are rarely plowed "curb to curb" meaning that the right lanes are usually left with a pile of snow taking up half of the travel lane Farmington Avenue is usually choked down to one open lane in each direction, bringing rush hour traffic to an impassable mess. Sunday morning the street  was open wide and the curbs were visible on  each side

New Park Avenue and just about every other street I drove down was plowed well and passable. For the first time I can recall, I couldn't tell where Hartford ended and West Hartford began. Usually I can tell when I have crossed into west Hartford because the plowing of their streets are pristine

Therre just seemed to be a lot more co-ordination this time in the plowing efforts. It was comical though the numerous instructions being given to plow drivers over the DPW radio to plow Elm Street and be sure to put "plenty of material" down so that when the Mayor would look out the window of his home, he would see the results of their efforts. It might surprise them to know that I doubt the Mayor was sitting at home monitoring their efforts I think he was most likely out viewing their efforts first hand from every corner of the City. Its called management
 
I hope these efforts were not a one time occurrence and the next storm will show we do know how to do it right. We all have frequently bashed the DPW efforts over snow removal, but I think it is also important to let them know we appreciate it when they do it right.

LUKE'S LEMONADE STAND


It is often said that when life hands you lemons, you make lemonade. Luke Bronin ha been working tirelessly to make lemonade out of the truckload of lemons that Pedro Segarra left behind for him in the Mayor's Office when he took over January 1st..

It is unfortunate that in the first two weeks into his new term as Mayor, Luke Bronin had to focus on saving a team instead of building his own team. By most accounts, Luke tackled the problem head on  and brought the problem to a successful resolution, at least for the immediate future I know it took a lot of work and many people working together. If it shows anything at all, I think it shows that unlike his predecessor who was always right, (or at least Pedro thought so), Bronin listened to advice and came up with a workable solution.

Is it a solution that has satisfied everyone? Of course not. But what were the alternatives? Most likely  lengthy, prolonged and expensive litigation if any other course was taken. To those still challenging the Stadium, what would you propose as an alternative. And what  would the costs of those alternatives be just in attorney fees and potential legal settlements?Probably much more than the estimated $5million share for taxpayers now.  Litigation that would not be quick and would drag on for  years.

All that time , Hartford would still be shouldering the costs of the debt on the project. There was no way we could just walk away. It was a bad , poorly conceived plan from the start, but at this point we are stuck with it.

As Mayor Bronin clearly stated, twice, during his announcement, this was not a "Mission Accomplished" chest thumping moment for Hartford. This was making the best of a bad situation without making it worse. Despite the "Done Deal" announced by Pedro Segarra, this deal was and is far from done.

The stadium deal needs strong , professional supervision to keep this project on track . Supervision that actually understands large scale Construction management and people that are not afraid to ask questions and keep the public informed. Sitting behind a dais once a month and giving defensive sound bites to the media is not suitable management.  The taxpayers of Hartford need to be reassured that someone is watching their backs on this project.

That clearly has not happened to this point and to maintain the public trust and confidence it needs to happen now, and soon.If the Stadium Authority members will not voluntarily resign, the Council needs to move to rescind their appointments

In the meantime, hopefully Mayor Bronin can shut down the lemonade stand and start focusing on the necessary business at hand. Somehow, I think the lemons will keep coming as more of the Segarra years are unraveled.

PARKING BAN DECLARED FOR HARTFORD STREETS

SATURDAY AT 5:00 P.M.: MAYOR BRONIN DECLARES SNOW EMERGENCY PARKING BAN

— NEWS AND COMMUNITY STATEMENT—

(January 22, 2016) Hartford Mayor Luke Bronin has declared a snow emergency parking ban for the City of Hartford, beginning at 5:00 p.m. on Saturday, January 23, 2016 and ending at 9:00 a.m. on Sunday, January 24, 2016. All Hartford District Public Schools will be closed and lots will be available for parking, however, cars must be moved by noon on Sunday.

“Latest forecasts are predicting up to six inches of snow in the city, and your cooperation with the parking ban will allow our DPW team to get the streets clear and back to normal as quickly as possible," said Bronin.  "Once a storm reaches four inches of accumulation, it's important that our crews are able to plow to the curb and avoid any damage to cars.  I urge residents to take necessary steps to help us secure safe emergency access routes and get the streets cleared quickly."

During a snow emergency parking ban, all on-street parking is prohibited throughout the City of Hartford. Any vehicles not removed from City streets by the start of the parking ban will be ticketed and towed. Residents without access to off-street parking should move their vehicles to one of the following authorized parking areas before the start of the parking ban:

·         Dillon Stadium – Curcombe Street Lot     
·         Elizabeth Park – Asylum Street                  
·         Elizabeth Park – Prospect Avenue

A BREATH OF FRESH AIR: BRINGING COMMON SENSE, BUSINESS SENSE TO HARTFORD CITY HALL

We don't need any more politicians inside City Hall. I have said for a while now we need people with common sense and business experience from the private sector to get Hartford back on track. We also need people that don't require a learning curve to get  up to speed when they move to Hartford from another State. We need people that have a realistic understanding of sound business concepts. Realistic expectations of Customer Service goals. Someone that can look at overinflated salaries that are so far out of whack with the private sector.

I think Mayor Bronin has found that person right here in our midst.

MAYOR BRONIN ANNOUNCES NOMINATION OF CHIEF OPERATING OFFICER

— NEWS AND COMMUNITY STATEMENT—

(Jan 22, 2016) Today, Hartford Mayor Luke Bronin announced his intention to nominate Bonnie J. Malley as Chief Operating Officer for the City of Hartford.

Ms. Malley currently serves as Executive Vice President and Chief Financial Officer of The Phoenix Companies, Inc., where she is responsible for all financial management and oversight as well as investor relations.  

“I am thrilled to nominate Bonnie to serve as Chief Operating Officer,” Mayor Bronin said.  “Bonnie’s extensive leadership experience, including as Chief Financial Officer for a major Hartford-based public company, will be a huge asset to the City of Hartford.  As chair of my transition’s Financial Review and Audit Committee and as a member of the Personnel Committee, Bonnie has already been a critical member of my team.  She is a dedicated resident of Hartford, and she will be a tremendous addition to the team we’re building at City Hall.”

"I am honored to be nominated to serve in Mayor Bronin's Administration at such a critical time for Hartford,” Malley said. “If confirmed by Council, I will work tirelessly to help our city address the current challenges and realize our potential."

Before becoming Phoenix’s Chief Financial Officer, Ms. Malley served as the company’s Chief Administrative Officer and was responsible for Human Resources, IT and other administrative functions.  A proud resident of Hartford, Ms. Malley is a member of the Bushnell Center for Performing Arts’ board of trustees, and serves on the board of directors for the MetroHartford Alliance, the Connecticut Forum and the iQuilt Partnership, among others. She holds a bachelor’s degree in accounting from Western New England College.

Earlier this week, Mayor Bronin announced that the City has received financial commitments from both the team and the developer to help fund a significant portion of the $10.3 million shortfall in the construction of the new Dunkin’ Donuts Park.

The event is an opportunity for Mayor Bronin to answer any questions residents may have about the agreement.

Recently, I posted about the misinformation of a youtube video which was reported to depict a Hartford Police Officer, snorting cocaine in a hotel room with a transgender prostitute. Here is that original posting .http://wethepeoplehartford.blogspot.com/2016/01/the-video-was-fake.html

The individual has been identified and was arrested by HPD on July 15, 2016 for impersonating a police officer .

Luis DaChuna was identified as the impostor after another incident at Koji Restaurant where he identified himself as a Hartford Police Officer and flashed a badge during an altercation. During the investigation, DaChuna was identified as a State of Connecticut DCF employee and the badge he was flashing  was a DCF badge and was the same badge shown in the alleged prostitute video on YouTube. During an interview with HPD, DaChuna apparently admitted to the impersonation incident and his involvement in the alleged transvestite prostitution video

From HPD:
On 11/28/15 a party, later identified as Luis DaChuna, was being belligerent inside Koji Sushi Restaurant and Bar located at 17 Asylum. When DaChuna was asked to leave the establishment, he claimed he was a Police Officer and said that he would "Shut the place down!". As the owner
escorted DaChuna to the door, he flashed a badge (DCF) and once again stated he was a Police Officer and said "you don't know who you are messing with." Officer Tran, who was outside on an unrelated call, intervened and determined that DaChuna was indeed flashing a Department
of Children and Families badge and that DaChuna was not a Police Officer. The incident was documented under case # 15-39994. A follow up investigation was conducted by Detective Kashmanian, and an arrest warrant was granted for Dachuna on 1/15/16. Detective Kashmanian,
along with the assistance of the HPD Vice and Narcotics unit, and the Newington Police Department, took DaChuna into custody on the evening of 1/15/16 at 66 Kimberly Road in Newington, CT. DaChuna was transported to 50 Jennings where he made a verbal admission to the
incident, as well as identifying himself as the subject of a recent controversial YouTube video in which he was wrongfully depicted as a Hartford Police Officer.



LaChuna was arrested by HPD ( the real ones) and charged as follows:

Arrested: Luis DaChuna DOB 7/21/70 66 Kimberly Road, Newington CT
Charges: Impersonation of a Police Officer, and Breach of Peace 2nd Degree.

LaChuna's employment status with DCF is unclear at this time. It also is not clear if his position involved any direct contact with children under DCF care

FROM HPD: MORE GUNS AND A FELON ON PROBATION OFF THE STREET

On 1-21-16 Detectives from the Hartford Police Department Vice and Narcotics Unit received corroborated information that an individual was in possession of two firearms and was the passenger in a dark colored vehicle parked near 154 Mather Street. Information obtained further indicated that he was about to commit an armed robbery. The Detectives were able to establish surveillance and observed a vehicle parked in front of the store matching the description furnished. The Detectives observed a male suspect, later identified as David Van-Alstyne reaching in the back seat of the vehicle manipulating something. Detectives approached the vehicle and upon illuminating the interior of the vehicle observed a barrel of a firearm protruding from a bag which was on the rear seat. This investigation revealed that the bag containing two firearms, and a ski mask. David Van-Alstyne stated that he was at the location to purchase some "weed". It was determined that David Van-Alstyne was a convicted felon and on probation. The accused was placed under arrested for several firearm related charges and transported to booking.

FROM HPD: ANOTHER CONVICTED FELON WITH A GUN

On January 21, 2016, at 4:22pm, Hartford Police Department Patrol Officers responded to a ShotSpotter activation, as well as several 911calls for shots fired, in the area of 51 Ward Street. A description of the suspects was given via dispatchers. Upon Patrol Officers arrival, two spent .380 shell casings were located near 47- 49 Wolcott Street. Per protocol, a crime scene was established and secured. Moments later, HPD Patrol Officers observed a male closely matching the suspect's description walking on Lafayette Street. As officers approached a foot pursuit immediately ensued, resulting in the apprehension of the suspect. The suspect, a convicted felon out on Probation, was in possession of a firearm and 45 bags of heroin. An interview conducted by STF resulted in the suspect admitting to firing the shots.

MORE FROM HPD: A BUSY DAY, OR MORE LIKELY A TYPICAL DAY, PLENTY OF ACTIVITY




I guess there is good money in counterfeit knock-offs  and hallucinogenic bath salts. HPD  seizure  above and confiscated  cash from the suspected illegal activity at City Gas

On January 13, 2016 Detectives from the Hartford Police Department Vice and Narcotics Unit in conjunction with Agents from the State of Connecticut Department of Revenue Service executed two search and seizure warrants/ arrest warrants at two “City Gas” Stations (1510 Albany Avenue and 10 White Street). HPD Vice and Narcotics detectives had 2 search warrants for Intellectual Property violations, while the State of Connecticut Department of Revenue Services had several arrest warrants for individuals associated with the businesses. During the execution of these warrants several pieces of counterfeit clothing were seized. Detectives were able to recover a large amount of synthetic marijuana and bath salts which were located hidden in the ceiling tiles of the business. The Agents were able to seize a large amount of untaxed cigarettes. Three individuals working at the businesses were arrested by Hartford Police as well as by the Connecticut Department of Revenue Services agents.

Note: After the operation, the business was closed down and the doors were locked and secured. However, after police left the vicinity, the building was burglarized by forced entry. This burglary investigation is ongoing by HPD North District.

FROM HPD; ANOTHER GUN OFF THE STREETS

On Wednesday, January 13, 2016, at 1101 hours, Patrol Officers were dispatched to 52 Stonington Street in response to a report of a domestic dispute involving a threat involving a firearm. Upon arrival, Patrol Officers encountered the suspect Vehicle (a 2006 Honda Civic, 2 door, black, CT AB43940) leaving the property at a high rate of speed.

An Officer signaled the operator to stop but the operator did not comply and engaged the Officer in a pursuit. The suspect vehicle eventually entered Interstate 91 South at a high rate of speed. The pursuit was eventually terminated.

A passing motorist later advised Police that an item was thrown from the suspect vehicle on Interstate 91 North near exit 27. A blanket, rifle, and safe were located. The victim reported the suspect (her brother) demanded to know where his firearm was, left and returned stating, "I'm gonna kill you." "Where's my shit?" as he pointed a silver firearm to her head. The suspect entered the passenger front door of the suspect vehicle and left the property.

FROM HPD; CLEANING UP "NEEDLE PARK" AKA SOUTH GREEN PARK

On January 12, 2015, at 10:00 a.m., Detectives from the Hartford Police Department's Vice and Narcotics Unit, along with members of the South Conditions Unit conducted an undercover narcotics operation in the area of South Green Park and 33 Park Street.  This operation was conducted in response to numerous citizen complaints regarding open air street level narcotic sales in the Park.  Undercover Detectives conducted surveillance in the area and were able to identify prospective buyers and sellers of narcotics.  A total of (16) individuals, from in and around the Hartford region, were arrested and charged with various narcotics charges.
