On Tuesday, July 18, 2017, at approximately 12:43pm, Hartford Police Department Patrol Officers were dispatched to the area of Ashley Street and Sigourney Street in response to a report of a motor vehicle crash with injuries. Upon arrival, officers located an unresponsive female victim, Rosella Shuler, suffering from severe injuries. A damaged vehicle, later determined to have been stolen from West Hartford, CT, was also located at the scene. The occupants of the stolen vehicle fled the area on foot prior to police arrival. The victim was transported to ST Francis Hospital where she was immediately listed in critical condition. A crime scene was established by HPD patrol officers and an investigation was initiated. Accident Reconstruction Detectives from the Hartford Police Department Crime Scene Division were requested and responded to the incident. During the investigation, patrol officers, analysts from the Capitol City Crime Center (C4), and Crime Scene Division personnel obtained and reviewed surveillance footage which captured the incident in its entirety. The video evidence and witness information led to the identification of a person of interest who was later interviewed. Based on the information obtained and video reviewed, probable cause was established. HPD Detectives drafted an arrest warrant affidavit for the operator of the vehicle, which was reviewed and signed by a judge of the Superior Court. An arrest warrant was originally issued on July 28, 2017, charging Deykevious Russaw, DOB 7/18/1999, of 188 Sigourney Street, Apartment 6, Hartford, Connecticut, with Assault in the First Degree, Larceny in the Second Degree, Evading Responsibility, Reckless Driving and Operating Without a License. However, as a result of the injuries from the accident, on Saturday, July 29, 2017, the victim, Rosella Shuler, was pronounced deceased at Saint Francis Hospital. The Hartford State's Attorney's Office was notified and a review of applicable charges was conducted with the investigating Detectives. On August 1, 2017 HPD Detectives obtained an arrest warrant for Russaw with the following updated charges: Manslaughter 2nd Larceny 2nd Evading MVAx (2 counts) Reckless Driving Operating MV w/o License These charges come with a $1.5 Million Bond Russaw is already in custody on unrelated charges. The warrant is scheduled to be served on Tuesday August 8th, 2017 at GA 14, at Russaw's next court appearance.

I understand the second floor madness is in preseason mode due to the pending chief change. Judgement day is coming. Rovella was handed a sack of potatoes. He was good at the money matters but lacked buyak esk leadership. Most officers do their jobs. But the days of productivity is oveR.
Foley's a%# grabbing with the media is absolutely disgusting. The media, other than you Mr Brookman, is not our friend. Especially the courant. Foley has done a great job with his media sherades destroying morale. The media gets nothing from me.

ReplyDeleteI disagree. The city is broke. Mayor Bronin was not Mayor when the city mismanagement occurred. Remember Mayor Pedro, Mayor Eddie, Mayor Mike....go take a look at what they gave away. Roberts had no clue. A Bloomfield resident Roberts (formerly from Hartford) received his pension and perks. Chief Rovella would be a perfect fit in any city or town. He knows Hartford neighborhoods and it's residents. Rovella is aware of citywide thugs. There is no comparison. Remember Hartford citywide residents supported Rovella. But Pedro and Charlie paid $50,000 to have Hartford residents listen to people who said nonsense to be the next Hartford Police Chief. CRIME, GUNS AND DRUGS are out of control in the USA!!!
ReplyDelete@Anonymous 8:53PM: Bronin has been mayor for about 20 months now, and the city is still being mismanaged. He came into office having absolutely no clue as to how to govern Hartford. He had no platform other than the usual political palaver. He played the people of the north end in order to get their votes, and then discarded them after the election. He's like a spoiled child now, continuing to blame everything that's wrong on his predecessors; it's tiring and boring to keep hearing him say that none of this is his fault. If I thought he gave one teeny-tiny damn about the people and the city, I'd have a little compassion for him, but he doesn't--and I don't.
ReplyDeleteAnything HPD related Luke doesn't give a s*** about. Just look at what happened with the power outage because the city didn't pay its bills. It just shows how much contempt he has for HPD. And what ever happened to the academy class that Luke said would start right after this one graduates? He's been awfully silent on that issue as of late. Guys/Gals, I keep saying Hartford is a sinking ship and bankruptcy isn't gonna solve that. We got too many freeloaders who breed like rabbits on the taxpayers dime that the city essentially doesn't have a tax base unlike other towns.

ReplyDeleteSince the other parades such as the veterans parade and puerto rican parade were cancelled due to lack of money from thr city , how come the west indian parade and the festival are still happening this year? I hope the bankruptcy judge takes a look at the six figure price tag for the week. Since the police dept is down about 150 or so , most will be upper rank on overtime working the details. Its all good. I could care less but a struggling city on the verge of bankruptcy has to make better decisions. I seem to remember the west indian parade not paying bills from years past. I hope u get the real numbers and post them. Is this event really necessary ? Why not just have a festival like the puerto rican one on the capitol lawn.
And dont forget the extra details for upper main havoc all week long.

Zero care given by the Mayor, soft on crime approach to levels of crime, no eff's given by politicians and so called activists which equals to zero productivity by the cops. We are allowing these animals to frolick in their own filth and dictate the lawlessness that is occurring on the streets. Unfortunately the true victims here are the few innocent good people that still reside in Hartford and don't have the means to get out. Thank you Bronin and Malloy for allowing this to happen. We also need to thank the Hartford police chief for not sticking up for the good innocent people of the city and allowing this soft on crime approach to happen. Shame on you all! Its disgusting!

What about small Puerto Rican parades or festivals statewide in cities or towns? Dose that sound like a plan? Is Hartford the beautiful capitol of Connecticut? Why does Hartford have the largest Veterans Parade in Connecticut? Are War Veterans people who fought for the USA?

ReplyDeleteThe Chief, and the Police Department, operates at the will and direction of the Mayor. A total lack of leadership and a plan is what we are now seeing the results of under Mayor Bronin. I think we need to be thankful that Chief Rovella has actually been able to hold the Department together to even function minimally as they are under Bronin's terrible "leadership"
