HARTFORD'S ECONOMIC DEVELOPMENT DIRECTOR AND THE PRIVATE WOMEN'S SOCIAL CLUB


Sean Fitzpatrick

The Town and County Club, according to their website, is " a private women’s city club located in Hartford’s Asylum Hill neighborhood. The historic twenty-seven room mansion hosts member dining, events, socializing and networking".

No where on their website does it list apartments or private living quarters, yet Hartford's Economic Development Director lists it as his residence and even has 2 cars registered and taxed there.

Hartford Department heads are required by City Charter to reside in the City, and it most likely appears that Fitzpatrick is using the address to appear as though he is complying with the City code.

Fitzpatrick, according to sources maintains his primary residence in Simsbury. That residence is apparently a real house, not a social club where his wife, is apparently also the Vice President of Personnel according to the website.

The website also describes the Fitzpatrick's Hartford compliance residence as  "Situated on a semi-wooded lot with beautiful lawns and gardens, the house was designed by architects Melvin Hapgood and Edward Hapgood with stunning interiors that are beautifully maintained today with period furnishings. The various rooms include parlors, dining room, library, art gallery, conference rooms and ballroom.
Each venue offers a unique setting for member events such art shows, film groups, speaker series and culinary experiences as well as private events for members and guests.

The City of Hartford Assesors website lists the property as the following:This property contains 1.780 acres of land mainly classified as HALL - CLUB with a(n) SOCIAL HALL style building, built about 1895 , having Brick exterior and Asphalt roof cover, with unit(s), total room(s), total bedroom(s), total bath(s), 0 total half bath(s), 0 total 3/4 bath(s). 

It must be somewhat difficult for Fitzpatrick and his wife to get  good nights sleep at 22 Woodland since the property description  lists (0) total bedrooms

Maybe it is time to get Sara Bronin and her Zoning Enforcement officers to verify this residence and the buildings usage.

Another fraud perpetrated on the residents of Hartford for the sake of a salary by the Bronin Cast of Characters.

Calls to reach Sean Fitzpatrick for comment have been unsuccessful

      That is why Hartford Mayor Bronin does NOT send his kids to Hartford schools.

    The "leadership" (and I use that term loosely) in this City obviously feel that the rules don't apply to them, and believes that the City coffers exist for their friends and allies to plunder, with nary a thought to the poor citizens who elected them to office.

    It's impossible for Bronin not to know all about these shenanigans, yet he condones it all by his silence.

    I would think as an attorney you would do a better job gathering your facts. When it was said that it was Jessica,who I am not sure if she is still seeing you as she was when you both worked at City Hall . I am the one that corrected that and said it was Kristen

  14. If you want absolute proof that Fitzpatrick and wife are breaking Hartford city law -- you can look at the Assessor's property card for Simsbury. I think Luke should give them 60 days to comply with Hartford law or Sean should resign his position.

    1. If residency is a requirement for the city of Hartford position held by Fitzpatrick and he is misusing the Hartford address he should be fired. And sued. I'm waiting to hear Luke comment on this matter and take away Fitzpatricks leadership position. Luke is doing it to Thomas Clarke. So what is the difference between these two men? both abused their positions violated city trust. So what is the difference between the two men?

  16. This is amazing. One issue after another. It's unreal. I had hoped Bronin would be a breath of fresh air. Hell no. Why is it that politics frequently attracts the lowest, most conniving characters? Even council offices are unfriendly these days. I'm not surprised, though. I'm waiting to see how long it will be before they install a locking device on the entrance door.

    I've lost count of the underhanded activities in Hartford.

  17. If this is what has transpired not only should he be let go but also he should pay back all monies that he was given under the fraud and it should be run in the papers to deter others and incur closer oversight.
    They will no doubt come up with a contract to lease one of the B&B rooms for the year and claim they stay in town during the week and in Simsbury on weekends and holidays...city being what the city is will accept it.

  21. If he is a lawyer admitted in CT (HE IS), he is subject to Statewide Grievance Committee jurisdiction. May I suggest that an aggrieved citizen of the City of Hartford file a grievance based on his untrue sworn statement?

  23. Get your facts straight, he is collecting a City paycheck by false pretenses and violating Hartford's Charter which requires him to have a bona-fide Hartford residence. If he doesn't like the rules when he signed on he should resign. Nothing fake about that, where do you work for him?

  24. The difference is Thomas Clarke is an African American man who ran afoul of Bronin and Hartford's political establishment. Sean Fitzpatrick has the same benefit of white entitlement that Luke Bronin has, different standards for different people depending which side you are on. It's good to be a friend of Luke's

  25. If he and his wife were to have bought stuff on the city of Hartford P Cards you will not find the home furnishings, patio grill or hot tube on the P Card. Leigh Ann Ralls has the capability to delete or change the commodity codes within the online credit card statements. This can be done before you sheep are allowed to view the P card statements. Just accept that you sheep have no say in how tax dollars are abused by the ruling class. Accept it and continue asking only the questions you are told to ask, continue applauding at Luke's pep rallies.

  27. The have guest rooms there and let's hope he was paying rent. The club is a 501c3 organization and could lose their non profit status if he was living there and not paying the guest room rates. Their board of governors should also be looking into this as a possible fraud not only against the city but their very own non profit organization. his wife is a Vice President at the club and did she use her position to allow her husband to defraud both organizations for their personal benefit?

  28. Kevin, please pass this along to Mr Rubinstein. During the course of its investigation, city internal audit should review the IRS code that covers "inurement". Non profit organizations are subject to non distribution constraints. These constraints are embodied in the the prohibition against inurement. Inurement prohibition forbids the use of the income or assets of a tax exempt organization to directly or indirectly benefit an individual or other persons that has a close relationship with the organization. If Mrs Fitzpatrick used her position within the organization to rent a room to her husband below it's fair market value ( for what appears to be for the intent of circumventing city charter ) this violates the IRS inurement provisions and would subject the organization to revocation of their non profit status and payment of penalty/excise tax. Non profit organization are designed to serve the "public" for "public good". Assisting the Fitzpatrick's with a residency requirement does meet the "public good" definition. This should be reported to the IRS and the State regulatory body that governs charities and non profits. If the Board of Governors was complicit in this scheme, they should be removed as should all the officers within the organization. According to their website the lowest guest room rate is $95 per night, get copies of the cancelled checks.

  34. Sean Fitzpatrick has been renting a room at the Town and County for 16 months. At $125 per night, he should have paid $64,750. Instead, he paid $8,500. Do people really stay at the Town and County Club and pay $125 per night? If so, Sean Fitzpatrick owes them $56,250. Pay up, Sean, if you were really there.

    1. Fitzpatrick is on a low income, minimum wages, therefore he got a discount, $56k-$48=$8k. It's based on income for Simsbury residents.
