Some things just defy logic, and this is definitely one of them. This incident reconfirms my belief in karma though.
Early this morning my phone began ringing asking if I was aware of the latest antics of Mayor Segarra's former Chief of Staff, Jared Kupiec.It is one of those things I would have a hard time believing that someone was so stupid if I didn't have the utmost confidence in the source that was calling me.
Well here goes a crazy story. A Hartford police officer on routine patrol this morning observed several vehicles on Capitol Avenue near Main Street that had been broken into and windows smashed out. One of the vehicles was a 2010 Grey Ford Explorer, Ct registration 516XTU, which came back to the City of Hartford Police department, 50 Jennings Road, Hartford.
Neither the officer or HPD's fleet manager recognized the vehicle or the plate as one of their regular vehicles. Eventually another officer put two and two together and recognized the vehicle as the city car issued to Kupiec when he was Segarra's Chief of Staff..
Eventually Kupiec was apparently advised as to what was happening and he came out of the condo he rents , the same address where the vehicle was parked in front of. Kupiec apparently told the HPD officer that he had turned the vehicle in two weeks prior at City hall and he had no idea why it would be parked in front of his house.
Kupiec did volunteer to the officer that he did keep the spare key to the vehicle and had it in his possession.
Although Mayor Segarra , through his spokesperson, originally denied any knowledge of Kupiec's misuse of the car, Segarra later issued the following statement:""I was informed today that Jared Kupiec was using a City vehicle after the conclusion of his employment with the City of Hartford without authorization. I am deeply disturbed and disappointed by this news. We're getting all the facts and will act accordingly." Mayor Segarra.
HPD sources have confirmed that the arrest of Kupiec for taking the vehicle without the owners permission and interfering for lying to the officer is in process. Apparently the Hartford Police Department Internal Affairs Division is currently handling the matter.

Pedro and Juan Figueroa were very negligent here. When Jared was leaving and Juan was coming in,either Juan or Pedro or both should have monitored that the car and all other city assets were turned in when Jared was leaving on his last day. It is stupid negligence like not finalizing a "hand off" that causes folks to take advantage of the city in a negligent or criminal manner.They are to blame for giving Jared the opportunity to allegedly use the car when he was not authorized to use a car anymore.

ReplyDeleteI wrote a while back stating that people don't know all that is going on with this administration. People will now be exposed with COS departure well Jared has opened the gates. How can he be driving a city owned vehicle without the knowledge of DPW fleet manager or his supervisors. This is where the problem lies, DPW is asleep at the wheel or at the switch, or just a favor asked to cover their incompetence. Look deep into this and you will find out how this was all facilitated.
Where is the $7000.00 he still owes the city? The incompetance that this administration shows, is quite laughable.There is no level of respect for any of this Barnum and Bailey show! We need all new elected officials. Mayor, Council B.O.E., Registrar's.

This is one of the most egregious violations of the public trust that I have seen from this or any recent administration. While it is possible that the vehicle was stolen from the .city, it is far more likely that the mayor approved the use (abuse) of city property by a private citizen.
ReplyDeleteIn my humble opinion this is no different then the old stories of public works doing work on someone's house. I would recommend an independent investigation outside of Hartford leadership. Nothing against the HPD, who I believe are trustworthy, but the mayor is the boss, so why risk that influence.
This is pretty funny. This city operates like the muppet show. This is actually pretty enbarassing. But hey lets give mayor caviar some more made up mickey mouse awards for useless things like giving away city property for a dollar ... I would enjoy an arrest, but no way. Spell would use all of his power to prevent that after that new years bash.

We all know who this speciman is and how he is probably the first supervisor in the history of the dept to have ofcs refuse and give up details instead of working for him. Not to mention drive half of the c squad guys to other shifts. Please help this trainwreck before it gets any worse .

Perez was then able to run the city like his personal kingdom - P cards instead of Purchasing; removing contractual oversight; having a spokesperson, etc.

You misunderstand... The sentence is about voters that approved the Strong Mayor form of government, not tax payers.
