THE SEXUAL PREDATOR ASSISTANT SCHOOL SUPERINTENDENT

I don't usually take my phone calls and blog postings to heart, but this is just one that is disgusting.

Let me start with the background first. On Monday of this week, April 4, 2016, I received a call from a community member who had a very troubling story about alleged predatory behavior by Hartford's Assistant Superintendent of Schools Eduardo Genao. The caller explained to me allegations of predatory sexual behavior of Genao  involving a 13 year old girl and was looking for advice on how to proceed.

I immediately put the caller in touch with Hartford Police Department's Deputy Chief Brian Foley. Foley is the Departments Public Information Officer but is also Commander of the Investigative Services Division, which handles detectives that investigate juvenile issues and abuse issues.
It should be noted that within minutes of Chief Foley being notified , HPD launched an investigation and moved quickly to protect a 13 year old from a predator.

Unfortunately, the Hartford Board of Education  and the Superintendent 's Office did not move as quickly  and seemed to turn a blind eye to the predatory allegations when they were notified on March 22, 2016, and apparently did nothing after that date either. Doctor Aaron Lewis , President of the Scribe Institute, began the notification process after being made aware of the allegations on or about March 22, 2016.

The Scribes Institute  strives to bolster the academic toolkit of young people and of disenfranchised adults around the world, focusing on reading and writing as the foundation to individual success, personal freedom and strong communities.

Doctor Lewis attempted to notify Hartford's Assistant Superintendent of Schools Dr, Gislaine Ngounou on March 22, 2016 of the allegations. In an interview this morning, Dr Lewis showed me the actual text messages on his phone between himself and Ngounou on March 22nd. .Dr. Lewis's texts outlined the allegations of a sexual nature against Eduardo Genao and  Ngounou replied back that she was busy. Here is a portion of the text from Dr. Lewis to Superintendent Ngounou  "It's an urgent matter concerning one of your directors with regard to inappropriate child contact. Just wanted to give you a chance to respond before going public. Thanks. Dr. Lewis. "

"Inappropriate child contact" you would think that those words alone would raise red flags and get someone entrusted to care for children to take action. But apparently not in the case of the top staff at the Hartford School System.

I am not quite sure what would take priority over getting to the bottom of allegations of sexual predatory behavior involving a child by an educator. Regardless, nothing moved forward  and Dr Lewis also has an e-mail trail to Hartford Board of Education Chairman Richard Wareing, apparently detailing the allegations. The e-mail is below
The Hartford Schools clearly dropped the ball on this one, even though they are mandated reporters required to notify authorities on any allegations of Child abuse or predatory sexual behavior by an adult .

As I said earlier, the Hartford Police Department should be recognized for their quick response when they were made aware of the allegations. , unlike the Hartford Schools.

Shortly after making HPD  aware of the allegations I received a call from an internal source from HPD. The source was requesting that I delay posting anything on the blog. Naturally I questioned the request . The source replied that the allegations appeared to be "legit" and HPD was applying for search warrants for Eduardo Genao's home , cell phone, computer harddrive's and related evidence. HPD felt that any advance notice would allow evidence to be destroyed. That was good enough for me to hold off if it meant protecting children from a predator

I readily agreed to hold off for a day or two until I was given the go ahead. On Tuesday April 5th at roughly 8:00PM , detectives from the Hartford Police Department hit Genao's house in Hamden and served the search warrants. The warrant has been sealed by the Court for 14 days, but sources are telling me that extensive evidence of abuse and predatory behavior has been recovered and is indicating the existence of other victims. At least one other potential  victim has come forward today alone.

The nature of the texts Genao had sent to the 13 year old included naked pictures of Genao's genitals  and very suggestive sexual comments to the child . Genao's texts asked her about  her sexual behavior and personal questions including levels of sexual arousal. Those texts and photographs  have apparently been recovered by Investigators and  are part of the investigation that should lead to arrest warrants being issued.

The investigation also continues into any role those in the Superintendent's Office or at Hartford Schools may have played in covering Genao's behavior  or failing to report the behavior to authorities..

Anyone complicit in the abuse or allowing for the abuse to continue through their silence or inactivity  should be tendering their resignation immediately. There is no wiggle room on this, abuse of a child is inexcusable especially by anyone in a position of authority or respect over children.

Despite repeated calls to the Board of Education spokesperson Pedro Zayas, no comment has been made available to me. Apparently Kelvin Roldan the Board's "Communications's Director" does not consider me a legitimate journalist, even though I reported the story first and despite requests has not provided me with any information, but as Roldan should know by now, I still get the story.

According to sources , this may not be the first incident for Genao and his exit from a New York School System was under a cloud. Genao was also found to have improperly obtained a job for his brother in the same school system he worked for. Genao was fined $1,000 for his involvement in that scheme. The city's Conflicts of Interest Board announced yesterday that a local instructional superintendent was fined $1,000 for helping his brother get a job.

The local instructional superintendent, Eduardo Genao, forwarded his brother's resume to all principals in his region, Region 2, last August, even though he oversaw 10 of the principals.
Mr. Genao's attempt to help his high-school-educated brother get a job as a school aide violated one of the chancellor's regulations, which prohibits Department of Education employees from hiring or supervising relatives.

Right away, one of the principals who received the message complained to Mr. Genao's supervisor about the e-mail, and Mr. Genao tried to recall the unread messages. Four days after the incident, Mr. Genao turned himself in to the Department of Education at the advice of his lawyers.

  1. Kelvin Roldan has always been a tool (an overpriced tool)even with a phony Harvard degree he will continue to be a tool. I can understand why he won't acknowledge you as legitimate though. I think you led the charge in reporting and uncovering his felonius boss Eddie Perez and also exposing his do- nothing counterpart at the Board , Dave Medina. Keep up the good work, you are about as legitimate as it gets in my eyes. (Oh, and far more info in your post than anything the Courant has reported)

  3. Wow. This is a very good example of the position you have carved out for the community, K vin. I am sure you are feeling a good deal of pride. No snark on this one, my man. This scum bucket is going to prison for 25 years. Better to be forced sterilized. As for Rodan, it's time for him to go. As for the Assistant Super, send him or get back to whatever banana republic he comes from.

    I guess I should be feeling pride, but I think it is more a sense of disgust and shame that a system , comprised of adults making over $170,000 a year each to supposedly protect children have failed a 13 year old victim that should have been protected, Hopefully Justice will prevail here and they will all be held accountable and never be allowed to fail our children again.

  8. Thanks Kevin for all you do. Kelvin Roldan Eddie's boy finally has to look for a real job. I could name many people at the Board of Education upper circle who never got eliminated by the present Superintendent of the Board of Education. She talks a good talk and walks a good walk. Yet, she has no clue. The mighty bucks come first not the education of the students.

  9. Dr. Lewis is a minister and therefore a mandated reporter. I wonder why he didn't immediately go to the police. A child's welfare was at stake. Forget about giving courtesy to staff you consider friends, you can give them the courtesy of letting them know the police have been notified.

  12. OMG - let's not forget the main point. The Chief of Staff who makes $200,000 and she couldn't call the minister back after he stated it was an urgent matter. At the very least the Chief of Staff could have had one of the 10 minions working for her to call him back. I know Wareing is your friend, however he needs to go to - what a lame excuse he didn't see the email. THat is BS and everyone knows it. He should be removed by the Mayor for that lame excuse. A child could have been seriously hurt and nothing changes everyone keep their jobs. Where is the accountability? And we wonder why Hartford is in the shape it is in? I plan on going to the next BOE and demand that they both be relieved of their duties. And for those who are trying to blame the Minister, he is the hero in all of this. Remember he did eventually go to the police after being ignored by Wareing and the Chief of Staff. Where is the Black Live Matter group now, this is when they should be seen and heard. Thank you Minister for getting one more demon out of our schools and having the courage not to stop when the idiots ignored you. Accept both of their resignations just like they accepted the pervert's resignation. I ask that you join me in calling out Wareing and the Chief of Staff at the next BOE meeting.

  14. I am sorry but Dr Lewis should have went straight to the police on March 22 with this information. He didn't need to go to Wareing, the Superintendent, or any BOE employee first or get permission. He is a mandatory reporter and he failed this child for over 2 weeks while holding onto information that a child was in danger while waiting for a phone call or returned email. As for the allegations against Mr Genao, I am shocked and disgusted.

  17. SMH – Kevin – a week ago you praised the Superintendent for cutting some of the top level administrators. I hope you are also going to call her and the Mayor out if they don’t get rid of these incompetent people. By the way great job giving the minister good advice and contacting the PD. It was also good to see you put the need of the investigation first by not printing the story until the PD was ready.

I told the Board of Education about this man 4 years ago when I first heard about it and they totally ignored me and treated me like I was a trouble maker.So they can't pretend like they didn't know. They cover each other's behinds and that is why these children continue to suffer. I'm willing to do what I can to help.

    Thank you for providing a space for commentary and open discussion. The Hartford Public Schools has become more secretive over the past years. As more layers of Portfolio Directors, their minions, the administration of the school district has become an anchor on achievement. The good people of Hartford need to be wary of the "Educational Industrial Complex" as the administration expense has little to no effect on the students in the classroom. The administration only grows as it points out the failure of the district. Instead of building up the teaching resources and the things that positively affect student achievement, Hartford adds layers of highly paid central office teams that circle the wagons and protect themselves and their positions.

    Don't be surprised at the wall of silence from Central Office as one of their own has been caught violating the trust of the public. It was surprising that he resigned - - you should find out if he is going to be paid for the rest of the year as other administrators have been this year.

    Geneo's belief that he can do what he wants is indicative of those at central office. We will all be watching to see how long his activities have been going on and how those at 960 Main Street will run for cover.

    With the budget crisis the way it is, if we let them all go and flatten out the organization, we can reduce the direct impact on the learning of our children.

    I'm certainly not surprised. It let the principal and reading specialist at Betances walk with their bonuses despite test score fraud. They weren't even publicly identified, let alone prosecuted.

In 2011, only 19 percent of third-graders at the pre-K-to-3 school achieved the state's reading goal, but in 2012, the number shot up to 74 percent, by far the most dramatic improvement by any Hartford school. Bonuses of up to $2,500 were awarded to teachers; school Principal Immacula Didier received a $10,000 bonus from the district, The Courant reported.

    I am trying to gather more info on the Bronx and his stint in NYC. Please contact me with any details you are willing to offer. I am pretty confident that criminal charges are imminent for "Eddie". I would have to research the statute, but I think if those criminal charges are because of his official capacity, that could draw his pension into jeopardy of revocation. We can only hope.

    But on the bright side, if the charges are as bad or as extensive as I am hearing, room and board and a pension for him should not be an issue for the remainder of his lifetime.

  27. Hopefully, he will not get his pension. However, Central Office never dose the right thing so he probably will get his pension. And of course some other district will hire him. It is just criminal.

  29. a first for Richard Wareing having anything to say. I am betting he will not be at the next BOE meeting. He probably will not see the event on his calendar. In November I was at a BOE meeting where an Asst. Supt. put stickers on students and Richard was the first to call for his resignation. Let's see if he will be tendering his resignation or insisting the Chief of Staff tender her resignation.

    Central office has ZERO to do with Mr Genao getting a pension. Mr Genao is certified and he get a pension through TRB which is the STATE of Connecticut pension for teachers and administrators. If you don't think he should get a pension, write your legislators as this has nothing to do with HPS or its staff to decide.

    Also, not sure the state pension rules in regards to misconduct. I would say they are light given the state is full of incompetence and misconduct and plenty of pension money is still flying around up there.
