ARREST MADE IN SHOOTING OF HARTFORD FIREFIGHTER-THE ARREST WARRANT APPLICATION

 
 
I have to say, this is not what I expected, but everyone is innocent until proven guilty and I think there is still a lot more to come out on this.

The following statement was issued by Hartford's Fire Chief Reginald Freeman this afternoon

Arresting Affidavit
 
Here is the official statement from Fire Chief Reginald Freeman regarding the today’s arraignment and released affidavit:
 
“I am conducting a thorough investigation into any improper conduct related to this incident in conjunction with other city agencies. The Hartford Fire Department expects all employees to live by the highest ethical and professional standards at all times.  There is absolutely zero tolerance for the kind of illegal activity depicted/alleged in the arresting affidavit.   By no means, should this incident be reflective of the hard work and sacrifice that is demonstrated on a daily basis by the men and women of the Hartford Fire Department. After the investigation is complete, if warranted, this administration will determine what disciplinary measures need to be taken.”

  1. It is time for mandatory, random, UNANNOUNCED drug testing for all City employees starting with the City Council and the Mayor on down. No excuses and no back talk from the Union's. It is about the safety of our City and the people working for us.

  2. What did we pay for the settlement for a line of duty death for a firefighter who was high? Prevent another one and that money will pay for plenty of tests, and hopefully prevent another LOD death

    The question is ,what is the City worth to you?

    For anybody else reading, the 'old' 5 panel substance test doesn't detect prescription abuse.The 7 panel or greater is necessary to cover the field. I've always thought it was necessary to undergo concurrent substance abus testing for any degree of employment within the spectrum of public service yet ,however Federally specified, it's not currently required, exercised or ENFORCED within this City.Therefore, until we figure out how our tax money is spent, we will get what we pay for... Sober employees are better....right? No Tolerance... are you kidding me?! We have to wait until somebody is injury, maimed or dies to figure this out? Our Sad City.

    The question is, what is the City worth? Shall we wait until somebody is injured, maimed or killed? What will that cost? Until we figure out how our tax money is better spent, we will get what we pay for...Your point is moot. I've always thought it necessary, for any employment within the spectrum of public service, to be subject to random substance testing. A sober workforce is safer.. right? Federally mandated substance testing is only concurrent with City employment; until that changes, business as usual... No tolerance my arse. If you don't look for it, how will you find it? More controversy to come.

  6. Kevin you are correct. There is more to this story. In true Hartford fashion, Bronin and Freeman are working on a joint press release to announce the dedication and renaming of the firehouse at Main and Park as the Jimmy Ngo Fire House. The invitations are at the printers and the plaque is being measured as we speak.

  7. Did I miss something? I only read that Ngo was selling narcotics, and to me, that doesn't translate to "He was high". Where's the proof of that? By the way, the police need to do a better job of redacting their reports--maybe a better black marker?--because Ngo's street address is visible through the black ink.

  9. Kev, Chief Freeman says there's an investigation underway? What a joke. Here's where he should start ,HUMAN RESOURCES ! Find out who let these criminals poison the department,who's related to who, who got passed over for the color of their skin (no,not black or brown skin,take another guess) ,does anyone remember when the idiots in Human Resources put the letters B,H ans W next to candidates names years for easier reference? I do. So HFD members sell drugs outta the firehouse (engine 8),use drugs in the firehouse (every firehouse at one time or another) ,overdose off duty (names? No I'm not going there), now they distribute like in an episode of Breaking Bad? I have some advice for Chief Freeman , I hear Chief Dobson is giving away the recliner in his living room,go get it , sit in it and relax . 3 Alarm fires??? No worries ,just keep a radio on the coffee table and get updates from the comfort of your home like he did. Kev, Why no drug issues with DPW ? Do they drug test on a regular basis?

Ask one of your friends at HPD how sober the common distributor in the Greater Hartford area is .   11. We all like to believe what's written in a police report / affidavit represents reality. Sometimes it does not, this is one of these cases. The attempted murder happened IMO because of animus or simply a robbery, nothing to do with drug.

    About two months ago I visited Ngo when he was discharged from the hospital, he told me that Perez and he were in the process of buying an autobody shop building. Each agreed to put half of money. Ngo hired a lawyer to create a legal contract. Ngo gave the lawyer his half. A few weeks went by, the lawyer contacted Ngo stating Perez never put up his portion. Ngo wanted to withdrawal from the business, that's when things got ugly, the night of the incident. Ngo said he got a call from Perez asking if they could hang out, and they did. Perez tried to kill Ngo when they were leaving.

    I visited Ngo again a few weeks after that. I remembered Ngo expressed his frustration with the police system. Apparently, they went to his house and seized his firearm while he was in the hospital. They impounded his car. The money he invested was frozen could not be released. Ngo said that Perez drove by his house. He freaked out and contacted Det. Meier. This detective said not to worry about it. Ngo asked Det. Meier how come Perez is still a free man. Det. Meier stated that it’s a he said she said at that moment. This detective then questioned of Ngo’s various Hartford’s “hot spots” visitations via his google phone location tracking service. Ngo told the detective he’s a firefighter and it’s his job to respond to these locations. Ngo told the detective to retrieve his working timecard if he wants to investigate. Ngo said that Det. Meier then lied by stating that he has a video of Ngo went to Perez house and the two lefts in two separate cars. Ngo didn’t believe that since it makes no sense, Ngo asked to see this video and Det. Meier could not answer. I was so disturbed and scared for Ngo’s safety, I advised him to contact Det. Meier’s supervisor since it is in my opinion this detective doesn’t know what’s he’s doing.

    Three months after the incident and we get to read this affidavit. I was disturbed reading the affidavit paragraph 16, so I drove straight to his house and talked to him. He told me he doesn't know why Det. Meier wrote that he admits dealing drug with Jesus Perez. I was shocked that Ngo’s huge invest amount were never mentioned as evidence. Instead Det. Meier depicted Ngo somehow admitted to being a drug dealer.

    I know Jimmy Ngo for a long time. He's not a criminal, not even close. This kid is hardworking person. He was a lifeguard for the city of hartford for 10 years before becoming part of the HFD in 2011. He graduated from UHART with degree in medical science. I remember he worked at bestbuy making $10 an hour while at HFD before all the available OT/private jobs.

    Ngo supposed to meet with HFD chiefs tomorrow 7/7/17. I hope they gave him a chance to clear up his name or fixing Det. Meier’s stupidity before firing him. Let’s not victimizing a victim by firing this poor kid.

    1. Jimmy can't be arrested and no prosecutor could win a case. With no drugs seized or located on scene, no evidence the drugs were real (because they can't be lab tested), no case. So from a member of LE, jimmy will not be arrested. Nobody else in his situation would be arrested either. Sorry guys.

    Are you for real? So you're telling us that Detective Meier has conjured up this entire story? Jimmy is an innocent bystander in this whole mess? He would never get involved in drugs? Your bullshit meter is way off the scale pal.
    How can a cop make up so much crap and still keep his job? The detective is investigating an attempted murder, he has to expect both sides to lie their asses off and blame each other. He should have no personal interest in the case, his job is to find and confirm details and facts of the crime. It's not his job to babysit poor Jimmy. Judges decide bail, not the cops. If the other shitbag is out it's because of a low bond set by someone besides the police.
    Face it, Jimmy screwed up, he got involved with the wrong people, involved in an illegal and dangerous drug business, and nearly lost his life for it.

  18. Jimmy isn't getting arrested because there is no drugs to charge with him in order for a possession charge to stick.

    I remember a year ago I was out on a call and I req HFD respond to an incident where a guy got injured fighting with us (HPD) I remember an Asian firefighter (Jimmy) and he seemed like a straight up dude. Hope he recovers.

    I am saying this detective is at least incompetent. Why are you so shock? Plenty of idiots in a given workforce, not just law enforcement. Look at Netflix's Making a Murderer and HBO's Lost Paradise. Those officers really screwed up interrogating their witnesses.

    Ngo was shot 5 times. Ngo was heavily medicated and none of the bullets were removed when they went to interview him. You do realize that intoxicated parties' senses are impaired right? Why didn't this detective interview Ngo again after he was discharged? Is there an audio of this interview from the hospital?

    Why wasn't the business transaction fund being tagged as evidence or mentioned in this affidavit? I would think it's extremely crucial since it's a contributing factor behind this whole mess.

    Reread the affidavit, it's terrible. I am surprised it's not written with crayons.

  24. If Ngo new that Perez was having financial problems, why would he want to establish a business with this individual? How many people look at property at that time of night when the area is deserted? Perez is obviously a liar, but Ngo's account that he told his friend doesn't appear truthful either.
