MORE PROBLEMS AT HARTFORD'S DISPATCH CENTER

The Hartford Emergency Dispatch Center continues to be the focus of internal problems. The Dispatch Center was severed from the Police Department several years ago by an act of the Hartford City Council and the separate "Department of Emergency Telecommunications" was formed. Another department created in a cash strapped City, complete with its own Director at a $100,000 plus annual salary and a City car to take home at night.

Where that home is also continues to be a large question as the Director, retired Hartford police sergeant Andrew Jaffe had promised both Mayor segarra and the previous Hartford City Council that he would establish residency in Hartford after accepting the position. Jaffe did purchase a condominium at 30 Woodland Street last year, but I would challenge anyone to find his City vehicle with the "HFD" municipal parked there at night. I have tried on numerous occasions and have not seen it there once yet.

So back to the most recent problem. It seems that one of Jaffee's dispatchers had loaned her personal vehicle, registered to her, to her fiancee and her brother apparently. That vehicle was then apparently used in some sort of criminal or questionable activity in Manchester. Manchester PD contacted the Hartford Dispatch Center in an attempt to locate the car and its occupants. Another dispatcher ran the plate given by Manchester PD and realized that it belonged to Dispatcher Kim Walton.

That eventually began a chain of events in which Walton was caught on video allegedly using the NCIC computer database to check on her fiancee and her brother, both of who had outstanding warrants.

The HPD arrest warrant application for Walton's arrest is below. After an investigation by HPD'sInternal Affairs Division, Walton was arrested and charged with Computer crimes 3rd degree and was arrested. Walton's arraignment was yesterday at GA14 at 101 Lafayette and was continued to February 14, 2012 according to a representative in the Clerk's Office at the Court.

No information was available on her current status as a City of Hartford employee although she is still listed as a Supervisor in the City's Emergency Telecommunications Dispatch Center according to City records.

  4. Nothing has changed. The dept morale has hit rock bottom. Now a large cloud of non- leadership is looming. To add to all the other problems including dis-trust and selective accountability.
    It is acually sad that citizens dont see the amount of money wasted and the disgust that officers have for their jobs. I love being a cop in this city, but lately I hang my head when I walk into police headquarters.... Its not rocket science everyone needs to get along, or settle it like men....enough of this ..

  5. The Warrant was extremely well written. i would hate to be the attorney to defend it. But im sure they will make some claim of emotional distress or momentary loss of muscular coordination, and she will be back in the pasture with the rest...

  8. City management seems to have little regard for the taxpayer, but lots for the employees. They are treated as if they are a constituency. I noticed Councilman Cotto was among a group with its knickers in a bunch over the racial profiling in East Haven. According to these guys we need more enforcement of anti-profiling laws. How about if City management doesn't like the job a Chief, or cop, or dispatcher is doing they get canned? Can't do that, though, apparently because of a thicket of union contracts and State labor laws. I notice, though, that the City has lost a stage in litigation it is defending along with the AG office. It wants to continue favoring labor unions in construction contracts despite the obvious added cost to taxpayers. Now that the Court has found the plaintiff electrical contractor has standing the City can continue to pay lawyers to fight the case at the trial court level for the next several months.

    The Connecticut Supreme Court has upheld a Hartford electrical contractor's challenge of the state's requirements that union workers be used on public construction projects, possibly hastening an end to such requirements, authorities say.
    Electrical Contractors Inc. successfully bid on two Hartford school construction projects, but the company challenged the inclusion of a project labor agreement (PLA) on each project, saying it should not be forced to use union labor on the jobs.
    In ruling on Electrical Contractors' lawsuit against PLAs, the lower court dismissed the case, saying the plaintiff lacked standing to challenge the city and state's union requirements.
    The company appealed to the state Supreme Court in 2009.
    In its Jan. 17 decision, the high court ruled 6-1 that Electrical Contractors could challenge, and ordered the case back to the lower court to determine whether the plaintiff and its workers should receive monetary awards for being subject to the PLA.

  9. The dispatchers need an officer in the center to assist with the 80 % of useless calls that are received each day. Instead officers are dispatched to civil complaints over clothing or a dispute between two cats.

  10. Dispatch needs a sergeant back in there like the old days. Hate him or like him Inho wouldn't tolerate any of the crap that goes on in there now. Now u have SC in there picking on folks who aren't Af/Am and she makes it very obvious, from her tone of voice when speaking to her body language. Jaffee was soft when he was a cop and now he's just as soft or softer now that he's a dept. head. Bring back the sgt.s I say and cut all those overpriced civilian do nothings!!! Then some order will be restored. No more door slamming, vacating of posts, preferential hiring and canceling of OT. Legitimacy (hiring&discipline) will be restored because the supervision won't come from within our own ranks. Background checks for prospective employees should be brought back as well so incidents like the one blogged about won't occur as much. Not hard to figure out, "if it aint broke, don't fix it".

The issue is the caliber of people that this department has allowed to be employed.And i agree with previous comment about the department making up some random excuse for Waltons blatant illegal use of NCIC , as it is that already they are trying to stir up a racial plot.RIDICULOUS. And to comment on the useless calls comment! well again the power of the citizen versus the softness of the department-everything now is CYA!Its not always the dispatchers.

  16. The quality of people hired to work in dispatch is pathetic. The dispatch employees are lazy, rude, condescending, uneducated, unprofessional and are truly an embarressment to not only the police dept but to the city in general. Its sad that a fast food restaurant employee assigned to the drive through window at any restaurant in America gives better service by actually speaking clear and precise english. It doesn't take a rocket scientist in the dispatcher hiring process to figure out that if you cant actually speak clearly on the radio that maybe your not qualified for the job....It is truly pathetic that the men and women who serve the city in the emergency services professions ( cops, firemen, emt's) are assisted on the job by the pathetic folks who work in the dispatch center...If someone in the mayors office reads this can someone....anyone.... request some kind of oversight investigation of that pathetic department....

  17. That so called director jaffee doesn't live in hartford and neither did the previous stango. Who is jaffee kidding, he only cares about himself. Surprisingly, Mr Mayor hasnt caught on to his shanaigans. Look how Jaffee is scared to address his employees,look at problem with personal hygeine. You have one smelly male that continues to wear shorts & the same filthy sweatshirt and flip flops, how about his main manager, hes been having an affair with a dispatche for years. How do you disipline either.. Oh thats right city hall has to get involved. Jaffees 3rd shift supervisor is a racist miserable employee, who needs to resign and work for millon man march. He allows 1st shift employees to show up late and sleep part of the shift away. Talks talk about officer safety. Lets not forget his third in command k odwyer, she reclassified her title to project training manager went from 50 something to 77 thousand. Yet, the dispatchers who work so hard cant gey a raise. Sadly, Odwyer doesn't know how to sit at a hpd cad and dispatch. Its Amazing that jafee has a job with as many internal problems. They should bring back Hpd sworn personal in the center, fire the psdc staff and watch the center improve. Sad that the center has gotten so bad.

  20. Jaffee was and is an excellent leader. He cares for his fellow employees and for citizens of the community. He also enjoys giving media interviews. Just like Lester McCoy, u can't fault him for making an honest bucket of cash from the city. At least he comes to work...

    I guess Capt Bernier is now sticking his nose into the training of probationary Officers by trying to undermine the hour of overtime that officers are compensated to train new officers. This is just another example of why morale is cancelled and there is more frustration among the boots on the streets. What is the purpose to attempt to do a dangerous job when our own leadership does not have a clue..

Guess what, now he is an over paid director of the disfunctional dispatch center. The whole department needs an updating. But judging how the department responded to an intoxicated death of one of its own, it doesn't surprise me its turning to shit.

  26. On a minor housekeeping note, will someone please tell Daryl he's not Chief of Police anymore and he has to obey the rules that he implemented. DARYL! All visitors MUST get a Visitor's Pass when going beyond the credit union (gym,included)! You are NOT to SNEAK around to the back and enter through the sworn officer's entrance. Do not continue your hypocritical ways in retirement. Denial is the first stage of realizing that you're not chief anymore. EAP may still be included in the King's ransom you robbed the city for. A psych eval may be in order. If you can't get over it, spend some of that money on an actual gym membership (may I suggest Cardio Express)or is it that your ego won't allow you to go anywhere where people won't call you by the title that you define yourself by, because it definitely can't be a $$$ thing.

    Anon 9:23am, the whole civilianizing of dispatch was to cutback on police ot but in actuality, the inflated salaries of Jaffee and his minions dwarfs the ot that was incurred by hiring sgts. We've seen the background investigations of prospective employees cease and the criminal activity by the ones hired increase. Domestics and computer crimes galore. Then you have O'Dwyer tainting new employees by slandering those that already work in the PSDC to them, thus creating a hostile work environment. DOES ANYONE AT CITY HALL READ THIS STUFF??? An intervention is needed!!!

    alone years ago. HPD have would have their Dispatch Center, and

    There were no problems then, but
    when they changed over to civi's
    that's when the problems happened.
    The majority of the civi's didn't
    even know what a Fire truck looked
    like, and ontop of that they didn't
    even know the streets of Hartford.
    So, I agree, bring back the uniforms of both departments, and
    all problems will be solved.

One persons actions should not define a whole department! no one department including fire, police, and dispatch should be scrutinized or badmouthed due to one persons actions. Judge THAT person not the department. people need to look at themselves and their perspective department before they speak. stop spitting in the wind.Also to comment on the bloggers comment about Jaffees managerial expertise? And so it continues : Hpd dispatch center sent four employees to a class to improve their skills and male elwood wears ripped jeans with pink boxers and his fat spuing out, 2nd day shows up with shorts bashing the city of htfd center. Elwood is just disgruntaled because no other town will hire him. He wears the same clothes all week, fellow employees refuse to sit down after him without lysol. Way to go jaffe, way to keep the moral up. Oh thats right highly over paid odwyer sent them.
    Hopefully the city does a better job hiring the next group, but then again if odwyer has her say they wont b any better.

    It also seems to me likely that Kevin and other commentators are right; the move to a separate dispatch center a bad play financially and organizationally.
    Whether or not Walton is convicted of a crime, it would be appropriate if she worked somewhere else. There is sufficient evidence to conclude she's not trustworthy.
    And, is it really necessary that a car be attached to that position?

  33. Disgruntled, not educated, and the bottom of the barrel picked over trash from fast food restaurants huh! That's hilarious! Just by reading most of the comments stated about dispatches, officers are the ones with the highest disregard for dispatchers. Well, are the officers now and who have just stepped out of the academy the top picks?! I think not. We have officers who were fired from their previous jobs because of shady business. Look at Brodie, the guy was fired from corrections, hire to work for HPD and then fired for choking out a kid. There's and officer on C squad who worked for department who held a gun to his head and again, now works for Hartford. Officers have had claims of rape, killing citizen in motor vehicle accidents, how many of them have had police called for domestics and were arrested, but these guys are the "pick of the crop".
    I'm mean seriously. Sit back and think before you speak. If people want dispatch to be combed through and cleaned out then that should stand true for that whole department.

  35. Dispatchers should be picked from the best crop. They are the first line and interaction with the public. Do you know how many times i get told by citizens that they are hung up on or was given completely improper information by a dispatcher. Thats why u need an actual cop in there. The diapatchers think they know the law. And why are there tvs on in there? I find it extremely odd and disturbing that the dispatchers get to watch tv during their shift. Should not their focus be on taking complaints and giving their undivided attention to customer service and officer safety ?? I walked in there the other day. They were all watching soap operas .. Must be nice ....

TVs even cell phones are minor comapred to the fact that cops have the whole city of hartford and sometimes beyond as their playgroud to do personal errands, get hair cuts , shop, appointments, etc...so really lets stop the bashing. oh and lets touch on the statemnet of incorrect information being given to citizens. With every officer, sargent, leiutenant operating of different rules every day its hard to be consistent when one hand doesnt know what the other is doing. Also being rude and not assisting the citizens ? Im sure if you ask any dispatcher they have taken more han one call with a citizen complaining of the officers not doing anything to help them (hence duplicate calls),telling them they cant take complaints due to this or that, being rude and unprofessional..so really should we look at all the police officers in the light that the citizens paint? the answer is NO. because bottom line is we all come to HPD to work and like it or not this is what it is.NO department is perfect AND EVERY department has its bad apples!! All this bashing just makes the department as a whole look incompetent and VERY ignorant. Its no wonder the citizens talk so much YOU give them the ammunition! Stop throwing stones when you live in a glass house.

    I also agree that the Dispatching
    jobs should go back to the uniforms.
    Get men or women in there that take
    pride in the job, people who know
    and understand the City.
    And what's with the TVs, since when....I must say, that you can
    walk into any other City Department, and you won't find other City employees watching the
    soaps...they are busy doing their
    jobs, and serving the public.
    Maybe the dispatchers need a reminder of who really pays their
    salary, and just because the Public isn't allowed to walk into
    the area they work in, it doesn't mean that the dispatchers should be watching TV, no one else does.
    Problem with them is that got too
    comfortable, and when you get too
    comfortable ....things screw up !

    First and most important is to serve the City of Hartford, that is what you are there for.
    And if they can't do that, then
    they don't belong there.

  40. Macho Man is correct. I walked in there the other day and watched one dispatcher talking on a cell phone and another was kniting a sweater. Both were not on break. They had head sets on and at stations. Another was watchin something on tv. News i think. But still. U cant compare a dispatcher to a field officer. We put our lives on the line each day. U come out here and wrestle with some crazy mental patient high on pcp and i will go in there and eat pringles ...

  41. Half the time the F3 dispatcher does not answer when called by an officer. And whats with dispatchers smoking cigarettes next to the booking doors. That is a horrible perception to the public.

    No dispatcher should be using any type of mobile electronic device while in dispatch near the sensative equipment. I am an electrical engineer so i know that certain cell phones interfere with various types of radio waves and could cause lost transmissions. That is in fact a major issue if kevin needs help . It sounds like a day care center in there. The city hall administration need to fix this before someone has their life put in jepardy.

But for each person to think they are better than the non sense they are writing about just shows that instead of helping someone when they are down. "let's just kick them down further".   51. I can say East Haven has had it's problems, but consider this it is now nipped in the but. This blog exposes some of the most childish and immature comments that has to be made by HPD staff. Once again I can still say East Haven is not the best but it's a whole lot better than HPD.

  58. Most of the comments posted here come down to one thing, Management, or should I say lack of Management.

    If the eating in the dispatch Center is an issue, then the "managers" need to establish a simple food policy and enforce it. No food or beverages in the Dispatch Area, end of story. Also, in a stressful position such as dispatching, a manager would know that it is also about the employee;s well being to get them out from behind their consoles to unwind for a few mintes taking their breaks.

    The problem with the slovenly employees unaware of hygiene issues is also simple. I believe there is already a dress code and uniform "polo" shirts that are distributed (Cassandra Davis was wearing hers in her arrest photo so I know they exist). Make the dispatchers aware of what is acceptable and what isn't. If it is the polo shirt and khaki pants, then that is what is expected to be worn, in a neat and professional manner, not shorts, not t-shirts, not raggy sneakers.

    If cell phones truly aren't allowed in the dispatch area as Jaffee told the community at the MARG meeting,then make that clear that they are not allowed, end of story.

    This nonsense would never happen in the private sector and the managers that allowed such things would be shown the door promptly.

    If you treat employees as professionals, they will respond as such, if they are allowed to behave like children then you will get that in return also.

    Does anyone have to tell the Mayor's staff not to wear shorts and to please shower regularly, I doubt it

    Quick fixes for dispatch. Bring back Sergeants as supervisors, eliminate the civilian personnel with not law enforcement experience/knowledge (including Jaffee), have set break times so the staff can eat like normal folks, not wolf their food down like animals while at their stations, punish the wrongdoers quickly and swiftly (and let's not forget evenly and consistently-no faves)and last but not least bring back the background investigations of prospective employees to eliminate some of the crap that has been creeping in (just don't let Gogins do the inv.'s).   61. @ anonymous Feb.5,2012.Get your "facts' straight before you try and paint a negative picture of someone. My classmate Brodie has nothing to do with the blog topic #1. #2 Brodie was "Never" a corrections officer brains.Yes he made mistake,if only he documented the situation that day.We know the same people and he worked about 20 yrs ago for private detention facility.You talk about background Brodie is not that bad. Twenty five years military, eight years federal goverment service, three tours of combat,voluteer high school track & field coach and teaches Army combatives (jui-jitsu). There are plenty of skeletons in quite a few officers on board with HPD that are out there. You got a beef with my classmate? All the officers on HPD and the shenanigans amongst some of the few and you drop his name,why not a current officer?

  64. @HPD 09-1. Listen KID and I use that word loosely with you. You haven't been on this job long enough to even think about making any comments. Learn to listen, follow directions, and finish watching the next episode of Dora and Diego before you get stepped on by the Hulkamaniacs!
