Maybe there might just be a touch of insanity in the Segarra Administration.
After being widely criticized for 18 months of secret negotiations to lure the Rock Cat's away from New Britain. apparently the secrecy continues. Yesterday a "secret group" met out of the public eye to look at the proposals submitted for the develo0pment. According to the Hartford Courant, the public was not permitted to sit in on the meeting Thursday.
I have to ask why? If you as Mayor were widely criticized for the secrecy that was a major part of sinking the deal in the first place, wouldn't you want to go in a different direction if you wanted the public acceptance. The deadline for submissions has already passed, so nothing can change now. Reviewing the proposals in a public discussion will not cause any issues as far as confidentiality . The public does not need to speak or even be heard, but they do have the right to know that everything is being done aboveboard and be given the option to observe the process.
When it comes to trust in Segarra and his administration, that seems to be eroding every day. A little common sense might start turning that around and he needs to throw the windows open to every aspect of business at Hartford City Hall. The good , the bad and the ugly.
This is the public business and tax money and they have every right to know what's going on before it is too late. A group of bureaucrats making decisions behind closed doors will not move this project forward one inch and will not win any support from residents. And yes, with the exception of one business person on the panel, they are all bureaucrats .
The secret meetings may also be a violation of the FOI Laws as they apply to Executive Session or "meetings from which the public is not permitted"
Mr. Caviar just doesn't get it. Unless he knows that the 2 proposals are so miserable, that it's better to hide it and continue the process secretly. Mr. Caviar already decided that he wants a stadium with his skybox and a new city hall with his own private complex; now he only needs to manipulate us a little and get moving. After all, what's a little tax increase every year to pay for Caviar's fantasies in a city that already has the highest tax burden in the state.

A couple of weeks ago, Segarra was quoted as saying that when the RFPs were ready to be discussed, he was going to seek input from "the community". So this is his version of "the community": A hand-picked bunch of toadies who are securely in the city's pocket. There is no one on that so-called panel who is going to rock the mayor's boat. Some of them are there to feel important. Some of them are there with an eye to employment/appointment within city government. And some of them are probably there because they were told to be there. And as was stated, they will not be part of the decision-making process. I'm sure their think-tank sessions will be well-catered, courtesy of the city of Hartford. I'm feeling Shakespearean tonight thinking about this tragi-comedy, and I think Hamlet said it best: "It is a tale told by an idiot, full of sound and fury, signifying nothing".

Former Hartford Corporation Counsel Pedro E. Segarra is under investigation by the Statewide Grievance Committee for allegedly using, without permission, more than $72,000 belonging to a man who was both his client and companion.
The complaint against Segarra was filed in July by John Mendez of Hartford, with whom Segarra has had both a personal and professional relationship throughout much of the past 23 years. The two lived together until last year, traveled extensively together and invested in real estate together -- which complicates the case.
Segarra's attorney, Joseph G. Lynch, told an administrative panel of the Statewide Grievance Committee Thursday that Segarra and Mendez often signed each other's personal checks.
Lynch acknowledged that Segarra had no written authorization from Mendez to use the funds, but maintained that Mendez had given Segarra ``verbal, repeated and historic'' authorization to use his money.
Mendez vehemently disagreed, saying that at no time did he authorize Segarra to disburse the $73,213.13, which Mendez had netted from the sale of a property in Puerto Rico.
Mendez said he received a check from Segarra for $1,000 only. He said he did not authorize Segarra to disburse the funds to anyone else, including to several of Segarra's relatives. Segarra issued one check for $15,000 to his own sister, who then paid Mendez the $15,000. The balance of the money -- $57,213.13 -- remains unaccounted for.
Mendez testified Segarra suggested depositing the $73,213.13 into his law office account to shelter it from the IRS, which was pursuing Mendez for back taxes.
``I trusted Pedro,'' Mendez said this week. ``Everything I had, he would handle.''
Segarra declined to comment Thursday, saying Lynch advised him to say nothing. He recently opened his own law office at 80 Main St. in Hartford.
The dispute over the funds erupted in the waning months of Segarra's four-year tenure as top lawyer for the city of Hartford -- a post he resigned last spring amid criticism that he was frequently absent or difficult to locate. Segarra acknowledged then that he was having trouble balancing his public service and his private practice of law.
``Burnout was a real significant factor,'' Segarra said when he announced his resignation last March. ``I just can't keep juggling both jobs anymore.''
At the time, insiders at city hall said Segarra resigned in part because of personal problems with Mendez. But the extent of those problems was unknown to many.
Mendez filed his complaint with the local grievance panel for the Hartford-New Britain Judicial District in July 1996. It has since cleared two review panels, whose members have given credence to Mendez's claims.
The local panel referred the case and its findings to the Statewide Grievance Committee, which found enough merit in the complaint to hold Thursday's hearing. The hearing, held at Superior Court in Waterbury, marked the first time< the case has surfaced publicly. The file itself remains sealed.
M. Donald Cardwell, an atttorney for Mendez, asked the panel to recess the hearing until he could have experts examine photostats of checks contained in Segarra's reply brief because Mendez says his signature had been forged. ``This is a credibility case,'' Cardwell said.
The panel refused, saying Cardwell could file a new grievance on grounds of forgery later.
Lynch would not provide a copy of Segarra's 150-page response to the grievance complaint, adding, ``I don't want to talk about the grievance process outside the hearing. I don't think it's appropriate.''
While this took place years ago, and finally was dismissed against Pedro, we have the right to know who the real Pedro is.

HFD is following policy (which you have an issue with) to stage until the scene is safe for EMS. If you would like us to do your bargaining work, please lobby city hall to give us funds for training and equipment so that we don't have to wait for you to finish your paperwork before answering "A" calls. The only reason HFD is doing EMS is because HPD couldn't get it done. If you have been on the job more than a few weeks you would know that.

Such was the case not so long ago. A police officer with the Hartford Police Department was arrested Thursday in connection with a fatal motor vehicle accident in July. Taikwon Dudley was charged with negligent homicide with a motor vehicle, reckless driving, traveling too fast for conditions and failure to obey a traffic signal. or perhaps this one A Hartford police officer involved in a fatal crash early Sunday was driving with her lights and siren on, but went through a stop sign, and her car rammed into another car as the officer was on her way to assist in the chase of a stolen vehicle, police said Monday.
The crash killed a 4-year-old boy, Justin Quinones, and left his 2-year-old half-brother, Samuel Flores, in critical condition at Hartford Hospital Monday night.
Please, one more time for everyone who wasn’t paying attention, tell us how Hartford cops make so much more money than firefighters.
