DESPICABLE, TRULY DESPICABLE

Usually I like to get stories out, but a couple weeks ago, I as made aware of a story, and the subject of the story asked not to have the information put out. Normally I go with stories once I am able to confirm them, but in this case I was asked to hold off. Due to the nature of the story, I reluctantly agreed. This will start making sense shortly as I go on.

Apparently, on or about December 10, 2014, Hartford Fire Department Acting Assistant Chief Terry Waller voiced his concerns to Chief Carlos Huertas that he had reason to believe that newly promoted District Chief James McLoughlin may be suicidal. Other sources claim that the accusations may have also initially come form the Hartford Fire Union an "anonymous" sources, no substantiation has been obtained to these claims. According to sources, it is unknown how Waller arrived at that conclusion. There apparently are no other witnesses other than Waller and there was apparently no suicidal behavior or threats by McLoughlin.

It is also important  to note that McLoughlin and Waller both may play a role in the investigation of the October death of Firefighter Kevin Bell and the injury of other HFD members. Waller was, according to sources, the highest ranking Hartford Fire officer at the fatal fire, even though he never took command of the scene. This could play a key role as to who was responsible for critical decision making during the fire and whether those decisions could have played a role in Bell's death Under normal  protocol's and the HFD chain of command, Waller would have been at the top of that chain once her arrived on scene.

That could potentially be to avoid putting responsibility on Waller, but rather shift the responsibility for decision making to Mcloughlin, HFD's most junior Chief, having been recently promoted to the District  Chief position.

Regardless, on the morning of December 10, McLoughlin was called into Fire Headquarters and Waller expressed his concerns.According to sources, Huertas, Waller and Union President Fusco were also in  that meeting No more action was taken and despite Waller's accusations of the suicidal behavior, McLoughlin was allowed to return to his position, commanding approximately 70 firefighters for at least another 10 hours before any action was taken. Apparently no possible concern for the firefighters under McLoughin's command, but there was a need to fill a shift so McLoughlin was sent  back out for the remainder of his shift. You can's make this stuff up.

A the end of the day when his shift was over, McLoughlin was once again called in, and after being allowed to work all day, he was now being told that he was being suspended on paid administrative leave pending a psychiatric  examination by a psychiatrist Saint Francis. Mcloughlin was forced into the exam based upon Waller's accusations.

I guess at that point the City has an obligation to look into the matter for the sake and well being of the City and its employees. No matter what Waller or any one's motivation might be. Right or wrong, once the accusation is made, for liability reasons it has to be dealt with one way or the other.

I am told that McLoughlin, during that time also requested to attend a retreat for Police and Fire Commanders who have had firefighters and police officers under their command die in the line of duty. Chief Huertas and the City of Hartford apparently rejected Mcloughlin's  request to attend. Mcloughlin apparently used his own time and paid his own expenses to attend the retreat.

To add insult to injury, this week McLoughlin didn't receive his regular payroll check, He called the City's payroll department and was told that they had received an e-mail from Chief Huertas changing McLoughlin's pay status from "Paid Administrative Suspension" to an "Unpaid Suspension", essentially meaning that McLoughlin is no longer a paid employee of the City of Hartford and not receiving any pay. This is at the same time that at least five others accused of criminal activity and wrongdoing and currently on paid suspension and  are still being paid by HFD. McLoughlin is not accused of any criminal  behavior nor any verified wrongdoing. Just Terry Waller's alleged fictitious rantings that are probably more about protecting himself and what he didn't do at a fatal fire scene than about anything else.

And just as a point of information Mcloughlin, did submit to the psychiatric  examination at the hospital and was apparently cleared of any potential concerns. Even after the psychiatrist advised Waller of their  findings, Waller still refused to allow McLoughlin to return to work, instead they eliminated his pay without  any due process or hearings. How is this legal?

I am confident SKB as the puppetmaster is pulling the strings behind the scenes to benefit her love interest Acting Assistant Chief and Part Time Psychiatrist Terry Waller. Can a similar exam for Waller be scheduled

There are so many conflicts of interest with this matter that SKB and Waller should be nowhere near this process. As with most things they are involved in, the result will be based on a strategy to benefit them and in the end cost the taxpayers of Hartford big time when settlements come about.

If the truth is, as Huertas himself has told   many people, that he(Chief Huertas) was forced by Segarra and Kee-Borges to take Terry Waller as his Assistantint  order to get the Chiefs job, that sure sounds like extortion and needs to be investigated fully by both the State and the Feds.

In the mean time it is time get Chief McLoughlin, an honorable and reputable man, back to work, Chief Huertas and his shameful leadership is the one  who needs to step aside. Threats of mental illness need to be taken seriously and dealt with swiftly, not used as a tool to remove your detractors

I brought credible details of drinking in a Firehouses to peoples attention and I was told unless I witnessed it they could not act on third party info or "Here say". different when they want to destroy someone,isn't it. And if Pres.760 was in the meeting, which side of the desk was he on, Seems he should have brought this to Chief Mac's attention before hand rather than be part of laying the railroad tracks to run him down.
    Vin better remember who he is working for.
    But then again we know who he works for, Vin.

The only one that issues here, and always has been is Terry, Terry has always been known to be a weasel and a snake....how dare he try to shift this onto Mac, but if anyone really things hard about this, this is the way Terry has always worked, think about the past when he was first placed up in Special Service, he blamed his incompetence on the men who have worked there many years before he was even thought of..but many of them left to either go back on the line or retired because they couldn't take his behavior anymore, and those where if anyone would look back on it, INSANE, but because Terry and Chief Teale were "sleeping" together, Teale kept him there on the 3rd floor against advisement from others, so on it goes, good people left Special Service, and that unit fell apart because of Terry Waller, Terry finally left and went back to the line, only because he and Teale had a fallen out...Terry bad mouthed Teale to the press..but the damage was done, no thanks to Terry and Teale. So people lets not forget about Terry's behavior from the pass, if anyone is insane around HFD it's Terry Waller.

  6. Annonymous ** Kevin was he offered treatment locally which was covered by his insurance and he refused. Because he felt the City should have to pay for his treatment out of state at the tax payers expense. Having to pay out of his pocket seems like his own decision. Also did he fill out the proper paperwork for time off as I know there is no way the he would be denied the time to heal had he completed the right paperwork. Kevin keep up the good work your on the right track.

  7. How can you put someone on "unpaid suspension" without letting them know? It is a crime! It's obvious how the union supports its firefighters. It's time for a change of union officers in addition to HFD management. A mayor that would support this type of stuff going on needs to go as well. Too many coverups to mention. People of Hartford, you need to demand better of your leaders!

  9. Mac. got pulled from the line midshift by the dynamic duo,or maybe the 3 stooges. He was subject to a pshyc eval. which he passed. So now the Dynamics put him off the line without cause. So Mac does a Houdini and can't be found, do you blame him. You say I'm not fit for duty then just bring me back , sorry our bad, probably without the sorry. Enough sarcasm.
    Our contract has a no lockout clause, when your told not to come to work with no merit and your pay is stripped it sounds like a lock out to me. Hey 760 jump in here any time. I know, "that is not a lockout" tell it the 5 yr men, us with more experience aren't buying it.
    In any event, Mac's credibility and reputation have been scarred, how do the line guys follow a guy that the Admin. has accused of being off the rocker. You will all be lucky if he doesn't slap you with a defamation suit.

    You guys, the rank and file, need to take control of that Union. Aren't you concerned that the same type of thing could happen to any one of you?

    Your union is MIA when people like McLoughlin need them the most but they can sure take care of themselves when they are looking to take care of their needs for overtime and TAC special training assignments. I guess it should be no surprise to anyone that the Union is ineffective when 2/3rds of the Executive Committee are out suspended for criminal acts and other wrongdoing.

    You deserve better for what you pay in Union dues

    It's certainly not good for the citizenry, and apparently not capable of providing a civil orderly work environment for professional firefighters.
    Union leadership is part of management, and isn't primarily interested in the "workers."

  13. Duffy works 25 hrs. a day, 8 days a week, he invented his own hours and his own calender.
    His compensation translates to $1,265 a day, every day, including every Saturday and Sunday during the entire year, every holiday that exists throughout the year.
    $461,726.00 can anyone explain this?

    But come elections this time, might be a different story, guys are pissed off and sick of the same old.
    If they like you you get to good figth, if they don't you get the minimum representation to keep them legal,many people here will tell you that.

  15. I looked into my crystal ball and saw Pedro flexing his muscles again or as a poster on this blog called them "jello muscles". Pedro's next fake Mayoral Act will be Painted Face Pedro announcing that after investigating the Bell incident, it has been determined that Tic Tac Toe Terry was negligent in his duty as command and is no longer AC and will not return to Deputy Chief. As a matter of fact he needs to spend "much needed time with his family".

    As you said Kevin; the start of the house of cards coming down has begun. It can't come down FAST ENOUGH!

    Hartford has to be the Big Bad Wolf and Huff and Puff and blow this house Down.

  17. The truth is coming out and Terry and SKB are exposed for what they really represent. Cheating and stealing from a very poor city is criminal. Hope we see some jail time for them.

    1. Asst. Chief Waller should thank his puppet master SKB for ruining his reputation or maybe sue her. SKB has made a mockery out of him by throwing him over board the sinking city ship and now she is bailing out and leaving him to drown and swim for his life. SKB is the one who should be investigated for all her trickery and wrong doing, during her poor leadership. She should be investigated for the short sale of her own property at 140 Terry Rd which was schedule for foreclosure Asst Chief Waller's promotion was obviously an exchange for the purchased of their home in which she cotinues to make it her legal residence. Has the Fed caught up with her yet? All of the suddenly she has decided to leave for some much needed time with her family. Very interesting for someone whos family is the one at City hall, she sure knows how to manipulate her best friends the Mayor Segarra as well as her fiancee Asst. Chief Waller whom she has been the major key player on their downfall. Stay tune for a contiuation to her next chapter.

  19. Anonymous*- said...I have to kind of disagree with the comment from 9/1 @ 6:52a.m. Terry had this reputation long before SKB, so she didn't ruin his reputation. Why do you think for so long on the Fire Department that Terry had the rep. of being called Napoleon.. and one that has worked with him or under him knows why..and they also know that he was this way long before SKB ever ever came into the picture, they just found each other at the right time, they both have the same egos.
