On Saturday, June 4, 2016 Officers of the Hartford and West Hartford Police Departments and Connecticut State Police engaged in a motor vehicle pursuit that began in Hartford and ended with the arrest of the driver and his passenger in West Hartford. The pursuit began when a Hartford Police Officer determined that the car in question was stolen. When officers attempted to stop the car the driver sped away and led police on a chase through several residential streets in Hartford. When the pursuit reached West Hartford, and after the police deployed “stop sticks,” the stolen car was brought to a halt. In the course of arresting both occupants of the stolen vehicle, officers used force-including the use of a TASER-to affect the arrests. Both arrestees suffered visible facial injuries at some point.
Preliminary review of the incident and available evidence raised serious concerns of possible excessive force used by some of the officers. As a result, the Hartford Police Department launched an immediate internal investigation on Sunday June 5, 2016. Police cruiser video cameras captured footage of possible misconduct. Contact was made between HPD, the West Hartford Police Department, the Connecticut State Police and the Connecticut State’s Attorney’s office. This incident was investigated criminally by the Litchfield Connecticut State’s Attorney’s office to determine if criminal charges were warranted. Any questions related to the criminal investigation should be directed to the Litchfield Connecticut State’s Attorney’s Office.
In sensitive incidents related to police use of force it has been our practice to release as much information as possible as soon as it is available. We have already shared information and had community conversation about this incident on several occasions. The Hartford Police Department has previously (10/05/16) released all video evidence related to this incident to our community as well as the media. The Hartford Police Department administrative investigation has now been completed. The 68 page Internal Affairs investigation and findings are attached (The summary begins at the bottom of page 56). We have also attached a document that describes the discipline that was applied to many of the Officers involved.
We take great care to partner and dialogue with our community every day, and we appreciate our community's input and ideas. While this internal administrative investigation is complete, we will continue to share the information we gather and communicate it openly.

Nothing like smoking some PCP, doing some blow, drinking until you can barely stand up, then hopping into a stolen vehicle (with PR flags proudly displayed on both passenger windows) almost killing a cop with said stolen car, engaging in a 15 min two town pursuit, ramming 3 cruisers then resist arrest. DeleteI think it paints a pretty good picture on how out of control it is the night before the PR parade. People riding on top recklessly operating cars while prominently displaying the PR flag on the windows, hood, and by waiving in hand. Burnouts with bleach. Massive unruly crowds. Assaults. Police having to come in from other towns to control. Absolute chaos doesn't even describe it. The weekend cost for fire and police services astronomical. Exactly why other cities permanently canceled this event. The parade itself is not bad. It's the before and after effect that is ruined by people who do not know how to act. Last year was a prime example. I'm sure the car was stolen for the weekend events so they wouldn't destroy their own property.

ReplyDeleteFirst of all Sergeant Sean Spell was an outstanding police officer and supervisor. He kept the crooks at bay, did a lot of great investigations and put himself in harm's way to protect other officers and citizens alike. It is a shame that his career had to end because some thugs like Emilio (the changed Man)Diaz and that character Perez stole a car and careened through two towns endangering everyone in their path.
Looking at the discipline that was meted out, which I find offensive that it was publicized, all officers can learn a lesson on how to properly act document such an incident. Officers are held to a higher standard and should always act so. It's tough to do when confronted with violent crooks on a daily basis, an unforgiving public and a city government ready to hang police officers out to dry for mistakes. No officer should risk his job or security for mutts like Perez and Diaz--two human zeros who plague the community with their very presence.
Maybe the local politicians should have a required one week ride along with police to get a view of what officers go through.
The incident put a magnifying glass on police force and the use of force. While I have no sympathy for the two crooks I realize that discipline should have been meted out. Don't like it but realize that it is a cost of being a police officer in the Capitol City.
HPD is still the best Police Department in the State and its citizens should be thankful for the dedicated officers who do that job every day protecting them.

ReplyDeleteAccording to CSP's transmissions on the Hotline, it was all caught on the Highway cameras. Unless of course those recordings somehow got deleted. But HPD would still have the radio recordings of the conversation
Now we all know better than thou WHPD will never investigate themselves. They didn't even open any type of administrative investigation into their officers use of force and chasing when told not to. 4:45 PM is spot on, that would've been the best outcome.

After arriving off a boat on Ellis Island and moving in with relatives until they got situated with a job ,my Grandmother and Grandfather lived on Front St. please keep in mind that before they arrived in the states they started to learn the English language and continued to perfect it till the day they died. They were afforded no "FREE S#%T" whatsoever when they arrived in Hartford.On top of rent most tenants were responsible for some of the property upkeep (sweep hallways,cut grass,pickup garbage etc.) . My grandparents said they took pride in how nice their property was even though they had no stake in ownership. I guess we would refer to that as respect and common decency nowadays. Here's the part that pisses me off,the "majority" of the white,brown and black people continue to S#%T in their own nest and want "others" (suburbanites) to clean it up.Please take a beautiful page of the past when Hartfords residents were grateful to have a thimble of what they have now and paste it somewhere in your book of "How not to be civilized in a capital city". I truly believe that 5 bankruptcies couldn't fix Hartford ,let alone 1 . P.S. I was able to get the cannoli on Franklin Ave before the 3 people got shot. Gotta love "Little Italy" . The Muni government is not able to control who lives here. (Although, must it be so eager to participate in "public" housing?) The towns around us have much more significantly restrictive zoning and significantly less multi-family housing. Criminals who have done their time in Connecticut's penal facilities are halfway-housed in Hartford, not West Hartford.
A bankruptcy by the Municipality will obviously not affect the social degradation that would have justifiably offended your grandparents. All we can do is hope that eventually, in coming decades, the State may change its policies so destructive of all of its inner cities, and pray that people here may become more civilized; i.e., respectful of themselves, their fellow citizens and of societal norms.
Thanks to the police for the work they do.

ReplyDeleteObviously CSP completely F-ed the entire investigation. The CSP sergeant did not have the experience when it comes to in depth investigations such as this. HPD report completely blew CSP out of the water. CSP is extremely pissed!! At this point, after CSP quickly cleared Colon, they would never ever be able to item A him. Had this been a bad highway traffic accident, CSP woulda been on point. Colon is serving his time.

ReplyDeleteMy friend, I have visited the extraordinary beautiful island of Puerto Rico since the early 1990s. As a gringo, I felt right at home, being a resident of Hartford. But I always reflected on the major differences between the folks I met there some of whom became friends, and hometown homies. The educational, social and cultural differences are quite large. I was once profoundly elated at the culture of PR. Then I thought, what the hell is wrong with homies. Of course, the most economically distressed, socially distressed, the barrio thugs and cohorts all came to mainland for good reason. More services and for the thugs, greener pastures.
I have always liked PR culture and its people. But I'm not into broken glass, broken dreams, broken behavior and people who are just morally broke. Oki Doki smokie? Let's not fear calling things what they are. As to those who carry on with life in the barrios of Hartford, good fortunes to you. But don't call me a racist. Call me an economic or social snob if you want.
Foley gets the information out alright. He often gives out inaccurate information, too much information, and gives out information prematurely. Foley is all about Foley. He fancies himself a pseudo celebrity when all he really is is a clown who talks and tweets too much.
