DPW EMPLOYEE ARRESTED ON THEFT CHARGES

During the month of March 2018, City of Hartford Department of Public Works Supervisors requested assistance from the Hartford Police Department Intelligence Division/C4 with a possible theft of city fuel by a Public Works employee. The employee, identified as Tyler Walker, had filled up a city owned portable refueling truck with close to 100 gallons of city gas on several occasions. The purpose of this vehicle is to refuel city vehicles in the field, but the amount drawn from the city pumps was inconsistent with current refueling needs. DPW supervisors who track fuel amounts noticed this issue, suspected possible theft, and brought it to HPD.
The city refueling truck (Truck #115) is equipped an Automatic Vehicle Location (AVL) and a retroactive search of the AVL data throughout March showed that it made several out of town trips and several trips to the secluded city owned rail lot behind the Xfinity Amphitheater on New Rd. The HPD Intelligence Division deployed a covert portable security camera in the area of the rail lot. On the night of March 31st the refueling truck was seen meeting up with a tractor trailer and appeared to refuel the privately owned (non-city) vehicle.

An operation was planned for the night of Tuesday April 3, 2018. HPD Detectives observed Walker towards the start of his shift (3pm-11pm) filling the refueling truck to capacity at the city gas pumps. Several hours later Walker was observed, through surveillance, traveling to East Hartford where he pulled into a garage bay at 91 Charles Street. Detectives then saw the refueling truck pull out of the garage and begin to refuel a privately owned flatbed (Gardner Transportation). A take down ensued and Walker, along with two co-conspirators, were safely taken into custody. DPW Supervisor were notified and responded. During a debrief of the accused suspects at 50 Jennings Road, Walker admitted to selling the gas at a price of $150.00 for 100 Gallons and stated he had done it "several" times since February at  several locations (East Hartford, and the Rail lot), all for personal profit. Walker and his co-conspirators were all arrested for Conspiracy to Commit Larceny in the Second Degree (Defrauding a Public Community), a Class C Felony.

The refueling truck was returned to 40 Jennings Road and the Gardner Transportation flatbed truck was towed incidental to the arrest.
Future arrest warrants pending for previous thefts and transactions.

  1. It is about time Mayor Luke Bronin hires a Fire Chief. A Fire Chief/Head of Public Works wearing of two hats is not a good measure. These jobs are full time. They need one hat to manage each position. Where dose the buck stop Mayor Bronin? How much are you paying Mr. Freeman to wear two hats?
    Working for Public Works is a tough job. Mr. Bronin you have cut their budget to the bone. Go run for Governor Luke and leave Hartford alone. You can be replaced. Great job Hartford Police! Hats off to the outstanding Public Works staff who serve Hartford well.

  4. Liar Luke is in another mess. Hartford needs a leader not a dictator. How can anyone forget he would not agree on a Police contract? Hartford Police and Fire Departments are the BEST in Connecticut. Wake up Luke! Hartford needs a Fire Chief that wears one hat.

  5. Back in the 90’s HFD fired a thug after he was arrested for shooting another thug .The fired thug is now a supervisor in Hartford’s DPW . So does this mean the fired DPW worker Tyler Walker may soon be a Captain in the Hartford Fire Department ??? Is Tyler Walker another example of the benefit to the brilliant idea of hiring ONLY HARTFORD RESIDENTS ? I give it about ten years before Hartford takes down every neighboring town that borders it. PLEASE TELL ME AGAIN WHY THIS WEST HARTFORD BOY WANTS REGIONALIZATION? MAYBE FOR DISCOUNTED FUEL? DRUGS? A RIDE ON YOUR STOLEN ATV?A RIDE IN YOUR STOLEN CAR?   11. If you want to catch some city employees stealing just set up a camera on the fire dept side at the public safety complex. That place is a ghost town every Friday. Not a chief to be found anywhere. Actually, now that I think about it that's not too different then any other day. Honestly someone should look into the hiring of the 2 new unqualified assistant chiefs and why Bronin insisted that they be city residents or maybe someone should look into why a captain who is the PIO was promoted to deputy chief to perform the exact same function. That is more then a 200.00 dollar a week raise. Did I mention that the line deputy position that he should be working is being filled by an overtime deputy at a cost of about 2300.00 a week. Imagine how much gas you could by with that money.

      "A veteran commander" if I'm Not mistaken he never saw the red car as a captain or a DC and unless I am mistaken never commanded a fire scene.Am I wrong? But of course that is the new accepted norm for fire chiefs.

  14. Liar Luke has cost the City of Hartford a lot of money. Bronin's cabinet comes and goes. It is a disgrace and a joke who he hires and then city residents protest and out they go. Let's move all members of his cabinet into the Town and County. Hartford dose need people to buy homes, shop,patronize dining ect. The Capitol City needs new residents. The towns are crying because taxes are rising. I used to live in Hartford.....well move back.

  15. Ok, What is Bronin fixing anyhow ? Nothing! Fundamentally, only half of of the land and property in the City is taxable. Until the Parks’ land is redeveloped, State and Federal property kicks in revenue, clergy property pays taxes and the City starts utilizing its brainpower and stops paying extreme rents to use buildings it doesn’t need, Hartford will lose.

  17. Theft is wide spread at City Hall. The salary of some employees is out of control especially in the Mayors office and Registra Office. In the Registra office no employee should be hired. There are to many elected and appointed positions. These positions are enough to run the office year round. In fact every elected and appointed positions salaries should be lowered.

  24. Leigh Ann Ralls recently was placed as Director of Finance. For over 10 years, She was apart of every city of Hartford government financial mess up, bonuses paid to city and school employees. She was a part of the credit card frauds. However, Liar Luke nominated her as director and an uninformed anemic city council confirmed.
