WHERE TO BEGIN



One thing I have to admit I learned was a very important lesson from Chief, now Commissioner Rovella. When Rovella was Chief , early on we had a conversation and he told me I needed to learn to take a breath and calm down many times before I went to my keyboard for a blog post. He said the "venom" showed when I was upset and it detracted from the "fairness" people appreciated when they read the blog.

It has taken me a few days to let the "venom " subside after the resignation of Chief Rosado earlier this week. People were calling asking why I had not posted anything about the impending departure of Chief Rosado.

Well, maybe I was preparing for the announcement for at least the past month as the situation deteriorated, and I could see that almost daily. Many days I would call Chief Rosado with what I began to call his 'well being" checks, just to make sure he was still coming in to his office.

In the beginning, I was very concerned if I would be able to deal with Chief Rosado. We originally met one night a couple months before he actually took over. We did the basic introductions and I quickly felt that this was a guy I could deal with. I was impressed by his love for his family and the passion in his voice when he spoke about his children. Many nights when we were out, either at a community meeting or at someone's home,  he would make it clear that he was heading out because he had to get home to say good night to his kids.

I also respected the fact that he was always truthful and he also had a terrific memory for details and concern for other people. I remember specifically one such time when I was scheduled for some laser eye surgery. David Rosado was still the Lt Colonel for the Connecticut State Police and we had just come through a pretty severe snow storm that was borderline crippling to the highways and transportation.

 I am pretty sure the State Police had their hands full dealing with the weather and Lt. Colonel Rosado was the man at the top in charge of those operations. Imagine my surprise when the morning of my appointment, first thing early in the morning I received a text message from Rosado wishing me "good luck" on my appointment and telling me his thoughts and prayers were with me for a successful outcome.

He quite frequently remembered my doctor appointments better than I did, and to me it showed that he was actually concerned about people.

I only wish that others in the community had taken the time to get to know Chief Rosado , as I did. And gotten to know him before casting judgement on him.

Chief Rosado had more than his share of issues to deal with right out of the gate at HPD. I am sure that in many ways, it was culture shock for him to come from a regimented organization like the Connecticut State Police into the halls of HPD. He dealt very well with the staffing issues and has been able to see the results of an effort started by Chief Rovella to rebuild the staffing numbers and he has continued that effort.

He had labor issues and community issues, issues like the Barone  eventual termination, and I know how hard he worked to resolve that situation and arrive at a point to keep everyone in agreement on resolving the situation, only to see it fall apart in the final hour. A lot of work went into that behind the scenes, and unfortunately Chief Rosado could never lay out all the steps taken and show the community how much he had tried to resolve that.

The Kiddick situation definitely took a toll, and no Chief wants to have any of their officer's injured. I think he also learned very quickly that people who knew nothing about what actually goes on at HPD would present themselves as experts out in the Community dictating HPD policy.
I don't recall ever seeing Councilpeople at the Public Compstat sessions, except for one person, yet they are willing to control everything from body camera's, to taser's to drone policy. Maybe they might want to educate themselves so their decisions actually have some basis,( I wonder how many Hartford City Council members have actually gone on a ride along program to see what our Patrol Officer's face every day?) instead of letting the ACLU dictate HPD policy.

Sorry Chief Rovella, there goes that venom, time to step away from the keyboard for a minute.

I think one of the final straws that broke the camels back happened recently prior to the LGBTQ Commission meeting at City Hall.

After dealing with the Union and the Baerga complaint, Chief Rosado was at City Hall for a meeting in the Mayor's Office, which happened to precede a press conference by the LGBTQ Commission. From what I have been told by a credible source who was in the Mayor's Office. Chief Rosado was quickly ushered out of the Mayor's Office so that he would not be around during the press conference or the Commission meeting. This was apparently done at the direction of Mayor Bronin.

Once the LGBTQ Commission meeting began, an audience member asked Mayor Bronin why Chief Rosado was not in attendance. Instead of showing some integrity and telling the audience member  that he instructed the Chief not to be there, Bronin was on video saying "I don't know why he is not here". I think Chief Rosado still has tire marks on his back from where Bronin threw him under the bus.

This is not the way you treat a professional, or anyone for that matter. Maybe that is why Luke Bronin has had such a high turnover in his Administration.

I could go on with more examples, but it won't change the outcome. Chief Rosado has made his decision, and as disappointed as I am that we won't be able to see what progress he would make with another year or two, I have to support David's decision for the well being of his family.

 Chief Rosado, you made the right decision. I still support what you have done here in your unfortunately short tenure, but you did make a difference, I hope Chief Thody and Chief Medina can keep that progress moving

    50 j has power issues/ key fob issues
    Bookings doors work 50 percent of the time
    The floors in the officers report room are so filthy
    That they have turned from blue to white.
    Why are all the copy machines 10 yrs old and out of toner ?
    The list can go deeper......
    Rendock is responsible for all of this.
    I hope thody holds dusty responsible for basic problems .

  4. Does anyone remember someone posted a year ago that the honeymoon with Rosado will be over within a year? I do. He mentioned just ask the troopers that worked with Rosado, the police department that was glad to get rid of him and give him a favorable rating to the state police so CSP could inherit their problem child and get him out of the town. Great resume. Talk to any supervisor that had to supervise Rosado while he was at CSP. He couldn't get along with anyone. He realized, however, if he approached his 'fanbase' in Hartford and urged them to get him the HPD chief's job, he would have a good chance. Well, he sure did attend the community events and set everyone up hook,line, and sinker. Nice job Bronin, you couldn't see through the smokescreen. Suggestion to others: When doing a background, ask co-workers that were junior and senior to the candidate, say...., 10 years ago. That's how you peel back the onion and see what's really inside. Just sayin'.

  5. So, Rosado gets "thrown under the bus" a few weeks ago? THEN he puts in for the new job. That was a very quick background check!!!! Done in record time. My guess is that Rosado put in for this new job long before this "meeting", long before the Baegra complaint. Pretty sure his departure had little to do with "family" and more about the realization that his "way of doing things" was NOT going to work. Thody, while a pretty decent guy, has ZERO street time, which will not serve him well regardless of whether he is interim chief or gets the official job later on. Its been my experience that the troops will follow a leader, not necessarily a supervisor. One looks to need no further than Joe Buyak, who always led by example, never from behind a desk. I do hope Joe is chuckling about what has happened. Just 1 person's opinion??

  6. Wow, Bronin threw Rosado under the bus. Bronin is better than the last two empty suits but you wonder what his ultimate goals are. Luke is never going to be Governor. I took a walk at lunch last Thursday near the Civic Center/Pratt Street during the basketball games. Who did I see walking on Pratt Street but Mayor Bronin. He just looks unhappy. Like he is sucking on a lemon. In fact he looks like Lee Harvey Oswald did in the booking room of the Dallas police headquarters on the night of 11/22/63.

    I think you answered many of your own points. The LGBTQ meeting issue I think was what finally pushed Chief Rosado to decide that this wasn't for him. as far as when the UTC job came about, I don't believe it was a last minute thing. Any professional that has a good reputation is always being looked at by recruiters and receiving offers. It most likely was a case that an offer was made that allowed Chief Rosado to move on while still being able to provide stability for his family, And rest assured, UTC was not the only offer he received, And as far as Chief Buyak, you said it all in your statement that Buyak never led from behind a desk. There is the reality, modern day Police Chiefs are not "cops" although they still have Police powers , wear a uniform and carry a gun. They are administrators and have to be comfortable behind a desk dealing with budgets, personnel issues, staffing community issues and keeping the community "happy" The same as with the Fire Department, we don't need "firefighters to be Chief, we need Administrators with vision and management skills to keep the organizations moving forward.

    Bronin looks like he is sucking on a lemon ever since Donald Trump was elected. Luke and Sarah were counting on the move to Washington with President Hillary and those hopes were dashed on Election night and they had to unpack the moving van because their fate was sealed, they were stuck in Hartford. And then the Governor's race imploded for Little Luke because most people saw right through him and once again their delusions of grandeur were dashed

  9. good analysis Kevin. Buyak was a "cop's cop" but he was never an Administrator and would probably never been happy as one, the street was where he felt comfortable and had the most impact. He would have lasted a much shorter time than Chief Rosado has

  14. Chief Rosado did a great job and I'm sorry to see him leave. I agree... Family first. I don't blame his family for wanting him to move on. I mean honestly, getting attacked by ignorant no job holding community activists, no support from city hall n blaming him for every, being called names.. Fk that! Good for you Chief! 2025 can't come soon enough! Best of luck to you!

  17. Wow. The 1 percent of patrol came out from under your troll bridge to bash the capt. One of the most easy going guys. Approves days off, knit hats, new uniforms . Etc. i guess you are one of those fellas who wants gold bricks placed in your pigeon box in the patrol room.

      *I’ll give my close friends all the study materials for the LT and Captains test, then mention in front of people how even with your help they couldn’t secure the number one spot. This will all come out soon. HPD is really a sinking ship!

  20. Minorities get taken care of by the city! Period. Look at “sergeant” Thorpe! He lied to EVERYBODY including his bosses who bent over backwards to help him prepare for the Chiefs interview. Turns out, the turd knew the entire time that he FAILED THE SERGEANTS TEST. He should have been investigated and written up for conduct unbecoming. But no! Instead he was given a detectives badge and promoted! This is why I will work hard and invest correctly, so when I reach my retirement I can leave this place in the dust. It’s NEVER going to change when you have CRAP running city hall and obtaining seats on city council. This city is one giant mutt fest!! Bahahahahahaahah

    2. If your only problem with the PD is Thorpe getting made a Detective, then you are having a great career at HPD. What you said about Thorpe, we all know is true. He did lie or just got caught up in his own little lie. He told someone he passed and then because people can’t mind their own business, before he knew it, the lie was out of control. So because he lied and shamed/hurt only himself, you wanted him to get written up and ruin his career as a cop? I don’t understand that one. And let’s get another thing straight, the only reason Rovella made him a detective, is because he’s a great cop with lots of passion for his job and works his ass off! He didn’t get promoted because he is Black, and he will never use the “Race Card” and act like he deserves anything. I was upset when I heard about the lie, but then they partnered me up with him and I saw with my own eyes how great of a Cop/Detective he is. This guy lives and breaths HPD and would do anything to gain his fellow officers trust again. Thorpe dresses professional everyday and closes All Of His Cases With An Arrest! Nobody in this world is perfect, and I don’t expect everyone to forgive and or forget what he did, but the man is a great cop and deserves at least that much respect. I know if one of my loved ones got hurt or murdered in Hartford, I would be very happy to see Thorpe pull up as the Lead Investigator.

      The only thing a cop has any more is his integrity! And it’s pieces of garbage like him, and you (since a cop having zero integrity doesn’t bother you) that gives the rest of law enforcement a bad reputation! If we can’t be counted on as trustworthy, how can we be counted on to take away citizens freedoms?? If thorpe could that easily make up a lie, and kept it up with the entire department when it didn’t even matter, then how easily would he lie to get a conviction? to close a case? to make himself look good?

Either you have it or you don’t. Damn newbies, never even investigated a crime and are quick to talk about someone lying and then working his ass off everyday since that lie. Others that got “taken care of” in the past would do nothing and just sit around being mad about everything. At least he works and works hard at that. Don’t be a hater, just wear your badge, keep trying out for ERT, and lying to your wife about the officers you’re trying to mess around with.

  25. Start cutting some of these house mouse made up spots. No need for a sgt to run pal and cadets. That can be done by the academy. There are 3 sgts there. What does Austin do besides put in some shady 40 hours of comp a week and hide in the pal gym ? (The kronos system does not lie)
    A serious audit must be completed by new chief thody. Some of these sgts have never completed a cruiser accident or can barely complete a UOR/ injury report. Start training supervisors to be real leaders.
