THE BAERGA INTERNAL AFFAIRS REPORT CONCLUSION

The Hartford Police Department today released its initial conclusions in the Officer Baerga Internal Affairs report to investigate claims of sexual harassment against her by her supervisors.. The conclusions pretty much lays out the claim and the validity of some of those claims.

 On a larger scale though it exposes a greater power struggle by Lieutenant West and his efforts to sway opinion in his efforts to become the next HPD Chief and the hidden agenda behind those efforts.

 It is also interesting to read the actual timelines and it appears as though Baerga was vocal about the delay in her complaint being investigated, much of that delay may have been her own doing in delaying the investigation and Lieutenant West having to be chased down repeatedly by investigators to obtain his testimony.

It is also interesting that the claims of HPD being "unsafe for women" and a toxic environment , to me, would seem questionable. I would have a hard time encouraging anyone I claimed to care about to go work in such an environment. Yet in the IAD report it states that Baerga's wife , or significant other, is currently in the HPD Academy. Would that be safe if the conditions were "toxic"?

It also seems deceptive that after  report was released, Officer Baerga released a statement regarding the investigation. The deceptive part is that it was e-mailed from Attorney Cynthia Jennings e-mail  account, no where does it state that Jennings is also representing Lieutenant Paul West, so she has a definite motive to discredit the IAD Report.. It might be nice if she was transparent enough to disclose that also.

At  the very least, both Lt Paul West and Sergeant Andrew Rodney, in my opinion,  do not deserve their positions of rank for the behaviors they admitted to in the interviews. NUMEROUS CHARGES WERE SUBSTABTIATED AGAINST BOTH WEST AND RODNEY BY IAD INVESTIGATORS

  2. West is back in Patrol, he was removed from Recruitment, but I think it was Deputy Chief Rendock who oversaw recruiting

  3. I guess buckshot was wrong to cover up the AR-15 incident where Rodney took it upon himself to violate state and federal firearms guidelines and purchase an automatic weapon from a Hartford citizen.

  4. What a group of "Zero's" Not one single one of them has accomplished anything at HPD. Baerga was put in the her spot based on her sexual orientation and not by any amount of Merit. West has been a blight on the PD since his arrival and will continue to discredit the fine officers of HPD till he is removed. Rodney - That guy needs a swift kick in the back side and a few years in a patrol car on mid-nights working side by side with an HR representative and someone to teach him some ethics.

    All you need to know about West can be found in the pages of Hartford's newspapers or his IAD file. How can anyone forget the Chastity West Case! and if you don't know about West's background and demotions run a quick google search.

    It is very frustrating that these clowns screw up time and time again and then a new chief arrives and they try to reinvent themselves only to remind us of what train wrecks they are. Paul West a D/C or a Chief - heck we had better luck with a detective that failed the sergeants test.

  7. The poop on the plate really sent this IAD file into a nose dive.
    No wonder sub par individuals have risen to high ranking spots.
    Where is the accountability and product management?
    Threats of race related retaliation against misconduct allegations
    Is beyond mild sub par marxism.
    The bigger question is why did civilian rodney( soon to be ) not just
    Keep his big mouth shut. In this day and age, you must think before
    You speak. Im sure cynthia jennings and her community college degree
    Will spin this into a race issue with the command staff.
    Civilian Rodney and ( soon to be ) First Sgt West created a disaster of epic
    Proportions. At least D/C Rendock performed at a high caliber level in
    Containing the incident.

    As a retired member of the department this entire mess is a disaster. People should concentrate on police work, answering calls for service and arresting violent offenders in the city. There are plenty of those characters to go around to keep everyone busy.

    This mess detracts from the daily outstanding work done by the great majority of the members of the Hartford Police Department and is a shame. I feel bad of the majority of the fine officers that have to bear the weight of this garbage.

    In the past several recent blog entries in this forum I found that the grievance memo's written by officers are outstanding. Maybe they should use that great report writing skill to do Case Incident Reports for the benefit of the citizens they are supposed to serve.

    And any police officer in the city with 3 or 4 arrests in a several month period regardless of assignment needs to find a new job. There are some officers who make that total in a day.

  9. I'm confused. What is a "protected class". Are we not all humans with the same equal rights. Why do we need to be divided into classes. Maybe that is the problem in itself. Should we not just follow the golden rule? Treat others as you would like to be treated? By dividing into classes based on race, religion or sexual orientation seems a lot like what ignorant individuals tried with Jim Crow laws. We are people..no better no worse than the next.
