The Hartford Courant is reporting that shooting incidents are up over 33percent in Hartford this year. So now what the plan from our Mayor and Council and the City Hall brain trust. If the response is typical, it will be to cut police funding even more than they have over the last few years.
Friday night on the evening shift, 15 patrol cars were filled by officers on overtime, several of them sergeants. What does that do to the overtime budget? And are we getting the most effective policing when these officers have already worked 60 or 70 hours in the week already

I'm sure the plan is to give the chiefs favorite unit more overtime as he has be doing. This happens because the quality of life issues are not being addressed. Its obvious his policing method is not working. It's time to address the broken window theory. It's time to put a real chief in charge. But since he does as city hall tells him to do, he will be here for a while. God help Hartford and the police department.
Apparently, Segarra has no plan. That was apparent last night at the Promise Zone town meeting at 2550 Main Street, hosted by Senator Chris Murphy with a special appearance on the panel by the mayor. A packed house was in attendance, and about two dozen mostly north end residents fired questions at the panel regarding violence and policing, living wage jobs, affordable housing, minority contracting for development, homelessness, lack of communication with city hall, and more. This was a bunch of very unhappy campers, and they weren't drinking any Kool-aid. Halfway through the meeting, Murphy started to look very uncomfortable. Segarra responded with his usual empty political rhetoric, and a lukewarm (and not believable)lick-and-a-promise. The air was thick with skepticism and even anger.
In my opinion, what went on there was a true gauge as to just how Hartford residents view this administration's inaction on the issues that really matter. As far as the Promise Zone's potential for effecting any major change goes...don't hold your breath.
Here is the secret city hall plan that I got from a "confidential source"
First we re-run the press release with Obama saying our community policing program is super awesome. Then we run a press-release saying how much Mayor loves Obama.
Then we release a bunch of crime statistics and claim that they prove Hartford is the safest place in Connecticut. Nobody will bother to sort that out!
Then we blame all the other candidates running for Mayor. After all if they weren't running, the Mayor could devote his full attention to being Mayor which would free up another 5-10 minutes a day for important city business once the Mayor got done with all the receptions and parties and events this campaign has forced him to miss.
Then we say the real problem is jobs and once the stadium is built everyone will have a job so there won't be any more crime. Then the Mayor takes credit for the stadium in case anyone forgot it was his idea. While he is at it he takes credit for everything good going on downtown, even if it is all funded by CRDA. How many people will know he is full of bs?
Then we blame the state. If we got more money from the state, we'd have more jobs and less crime. Then we point out the problem is Malloy and that Bronin used to work for him so a vote for Bonin is really a vote for less state aid.
Then we circulate a bunch of footage of the Mayor visiting crime scenes, talking to officers, and looking concerned to show he is all over this.
Then we circulate a bunch of happy footage of the Mayor cutting ribbons, kissing babies, and shaking hands so people remember how great a Mayor he is and how everything in Hartford is getting much better thanks to him.
Then we all go to Salute for drinks and dinner, put it all on a P Card then laugh about how much smarter we are than the haters a/k/a anyone who disagrees with us and doesn't think we are totally awesome.

Easily solved: round up the shooters, who are most likely city residents, and employ them at HFD and HPD. Some of them are probably related to Hartford firefighters and they can provide their own HPD issued bullets.
The municipal government isn't especially culpable. If the chaos in our streets were a function of our local political "leaders" you wouldn't see the same situation in every town from Springfield, Ma. to St. Louis, Mo. The ghettos are creatures of the states.
The people who live here have to be managed. I prefer the attitude of Mayor Giuliani; attempt to put a lid on all the little stuff, shut down some of the big stuff by improving the general climate. I disapprove of the way the Baltimore pols put their cops out to have rocks thrown at them, and of the way they are destroying the lives of the cops who "killed" that black Gray guy. I'm not interested in letting more people out of jail more often and for longer periods as are Governor Mal-loy and his associate Attorney Bronin. It's a shame that any particular ethnic group might be especially affected by law enforcement. Of course, it's also a shame that any people have to put up with violent and, therefor, inhumane society.

How dare you sir. What peoples need management? Not my people. We are fine here in the city if the police would just mind their own business and leave us alone. We love it here. Food is free, apartments almost free, medicine is free, energy assistance, and a multitude of social relief agencies. All that and easy access to alcohol, lottery, drugs, sex, and the excitement of ever present violence. Its like living in a movie here in Hartford. Mr. Brush...just keep the checks coming.
Pedro Seggara has never had a plan. The man dose exactly what Charlie Ortiz tells him to do. We must not forget Charlie makes a lot more money than Pedro. Charlie's the BOSS. If Pedro really cared about summer jobs for Hartford youth he would find the means and ways. Here is an idea....let Linda Bayer work for free and put her salary toward some summer youth 2015 work.

At a recent mayoral debate show, I think, Judge Killian made the same point I did. People who have conservators are by definition in need of management.

According to Killian, 24% of conservatorships in the state are in Hartford. Another murder in my city. I live here. But in this morning paper the police said adding more police on the streets and making a lot of arrest is not the solution. Seriously? Did I miss something here? Someone else just got killed today on Barbour St and earlier another person was shot at a car wash!!!! But the police chief in the Courant does not want more officers out there. He must not live in Hartford. This is why we need police to be residents as well. It feels like they are out of touch with the problems in this beautiful city.
Hmmmm Head hunter why not ask the Police Chief what his plan is or are you afraid to piss off your inside connection. Ask the hard questions to the one paid to have the answer the MAyor put them in place for that very reason.

Kevin, The "original" plan was no plan at all, meaning let's wait until the September primary. Until then spread around some good, promising news about the city. Tell Hartford residents that we feel the "momentum". If we hear some bad news we'll call Maribel to the rescue, spin it, lie about it, just hold on until September. Not a big deal.
The problem is we were shocked when there were so many shootings, killings, huge increase in crime, so now we have to get a new plan with something. Anything.

I talked with a trusted Hartford police officer this afternoon, and asked him what he thought about Foley's statement that bringing back the beat cops wouldn't really solve anything. "Read between the lines", he told me, and then mentioned something about it being an election year...
Of course they would say that about the beat cops. When I was at Hpd I had a beat and it was very effective. This administration is just worried about themselves. No accountability. Both the Mayor and the chief should be called to the carpet and asked what long term plan they have? Not just a bandaid.
Anonymous 2:28 am. Of course they don't want more cops on the streets. That would mean less money for the chiefs shooting task force. That should be a question. Why is the chief having the entire department address the problems? Come July you will see arrest go up by then because that is who the chief supports. I've said it before and I'll say it again. That should be looked into, because he is monopolizing the money. He has no clue on how to run a department. The reason spoke in crime proves it. Its been boiling and this is just the tip of the iceberg.
I would rather change the subject for just a moment to wish Mike McGarry a speedy recovery from an accident he was in yesterday. He was riding a bike when a motorist hit him. He is currently in ICU and I am not sure which hospital. He has sustained serious injuries.

any updates would be appreciated. I was told last night he had a broken ankle but was then told today he was still in ICU. Also did the vehicle stop, if not any description? I don't always agree with Mike, but our thoughts and prayers are with him

I visited him and he was still in ICU. I think he told me that he would be out of that unit in a day or two. It is a serious accident. I think and I hope he lucked out. I don't know about the specifics. But it did bring back memories of my bike accident in 2008. In my case, I caused my own accident. I became spooked when I saw a kid gunning his three-wheeled motorbike and I though he would hit me so I slammed down on both calipers and went flying over my handlebars. I suppressed the flight but I sure remember the landing as I shattered one of my elbows.
My street bike trips are a thing of the past. Trails only. I have no trust in the behavior of drivers in general but in Hartford, fogetaboutit. I would sooner wrestle an alligator then ride on a Hartford street.

I concur about street riding. I still do it, but probably wouldn't if I'd broken bones that time circa 1986 up on Sigourney when that dummy pulled a u-turn in front of me. It's not less hazardous now than when everyone was younger. Bikes are slightly greater in theory than in practice.
McGarry's Berries, those raspberries he gave me once from his Nile St. plot, are going great guns up at Watkinson. Low risk, great reward, in theory and practice.
