THE PLOT THICKENS

Much attention has been placed on subpoenas served by the FBI at Hartford City hall last week. For whatever reason, the Segarra Administration had apparently tried to avoid releasing the actual subpoena. Although it appears that City legal experts from the Corporation Counsel Office were apparently advised on Friday by FOI Commission employees that the subpoenas were public documents and had to be released. 

The dog and pony show continued, but earlier today, the City released the actual subpoenas. Those documents are below.

More interesting though are documents obtained through sources late this afternoon. The Hartford Public Schools were also served with the federal subpoenas for documents. The cover letter for the subpoena is also interesting in that it specifically states the subpoena is for "a Federal grand jury into the possible commission of a felony".

Although the subpoena's served on City Hall specifically identify Mayor Pedro Segarra, Treasurer Adam Cloud and former Finance Director Jose Molleda (Molleda's name is actually Julio) and requests for specific documents from the three, in addition to general legal wording for any and all related documents. The Hartford Schools subpoena is less specific and no individuals are named. According to sources, only Hybrid insurance's CEO Earl O'Garro has been notified that he is a "target" of the Grand Jury at this time.

  2. Wouldn't any grand jury investigation be for the purposes of investigating possible felonies?
    I think that is standard language.
    And of course it would be a felony, or several felonies, for Ogarra to run off with $700,000 in insurance payments from the City. The only questions are were Cloud or anyone else involved in this scheme or did he or anyone else steer the City's policies to his brokerage firm without proper vetting them?

  3. Isnt an illegal wire transfer a federal offense? The BOE can't wire money so that might explain why they got the lesser subpoena.

  5. Read in the courant that cloud family moving to evict ogarro for non payment of "October" rent. Does this mean while everyone else is not getting paid by this guy, that cloud was still receiving rent checks for July August and September ? Kevin, didnt you say cloud was out money like everyone else?

    typically a landlord doesn't begin eviction after one month missed rent. My understanding is that there were several months missed and about $14,000 owed to Chris Cloud for lobbying fees due

    The FBI should look into your relationship with the bobos and those who leak HPD info 2U. That maybe a crime.

  8. 14, 000 !!!!!!! Ok isn't that a motivating factor? Cloud supposedly orchestrated the transaction. Rules were broken and now money is missing. Someone needs to check to see if that $14, 000 was paid after the wure transfer occured.

So if im followin, this guy can't pay his mortgage, he can't pay his employees, he can't pay his state loan of around 4 grand per month, he can't pay the premiums he collected, but yet he still manages to pay the cloud family rent for the last 3 months around 8 grand a month? How is that possible??!!!! Kevin, what you think about all this?
