GROSS MISCONDUCT

That is how the Office of the Connecticut  Secretary of the State Denise Merrill referred to the debacle created election day by Hartford's Democratic Registrar of Voters  Olga Vazquez .I think there is plenty of gross misconduct to go around, starting with Mayor Segarra, Council President Shawn Wooden and possibly even Merrill herself. Was it a newsflash to any of them that Vazquez was a disaster waiting to happen?

All any of them had to do was open their eyes to the numerous Superior Court decisions or SEEC rulings to realize that Vazquez has very little regard, if any, for obeying election law or State Statutes. Didn't the fact that Vazquez has routinely over spent her approved budget by millions of dollars while regularly turning out some of the lowest voter participation in the State.

It was just a matter of time.

What is interesting is how Segarra and Wooden were able to quickly pull together a dog and pony show on the steps of City Hall to voice their apparent indignation. They never seemed to mention one interesting fact though. The only charter revision question approved by the voters over a year ago was authorizing the restructuring of the Registrars Office  to a professional  operation of one Registrar.

This move would  hopefully remove the political patronage of the three Registrars and establish one professional election administrator. City Hall has sat on this restructuring and it is no further along now than it was the day it was put on the ballot over a year ago

It would be interesting to hear Segarra and Wooden explain why they have ignored the will and the mandate of the people of Hartford who went to the polls last November to vote for Charter reform.

It is easy for Segarra and Wooden to jump on the bandstand and thump their chests what a travesty this was and how terrible it is that voters were disenfranchised, but look at the facts they disenfranchised those same voters when they refused to follow their will  and clean up the disaster that is and has been the Registrars Office under Vazquez

 Last Tuesday should have surprised no one, especially Segarra and Wooden who have had to deal directly with Vazquez's .Misconduct for several years now.

Dear Attorney Ahern:

 

I am writing to inform you of our intention to file a complaint with the State Elections Enforcement Commission regarding the gross misconduct of the Hartford Registrars of Voters during the election of November 4, 2014.  Based upon recent facts that have emerged regarding the conduct of the Hartford Registrars of Voters during Election Day and based upon the testimony presented in the matter of Dannel P. Malloy v. Olga Iris Vasquez, Sheila N. Hall, Urania Petit and Secretary of the State Denise Merrill, Superior Court, Hartford (November 4, 2014) it is our understanding that the following election law violations have occurred:  (1) failure to properly prepare the final registry list pursuant to Connecticut General Statutes Sec. 9-38; (2) failure to properly prepare and open the polls in violation of Connecticut General Statutes Sec. 9-174; (3) failure to properly mark the official registry list regarding absentee ballots in violation of Connecticut General Statutes Sec. 9-140c; (4) failure to properly implement and follow the voting process in violation of Connecticut General Statutes Sec. 9-261; failure to properly transmit the official registry list to the moderator of each polling location in violation of Connecticut General Statutes Sec. 9-259; and neglect of their official duties pursuant to Connecticut General Statutes Sec. 9-355.

 

We will certainly provide your agency with additional material and details as they become available.

  2. REALLY, I mean REALLY dude,
    "approved budget" and the submitted budget are dollars apart and the submitted one would have covered the costs for at least the November elections. The "approved budget" was significantly cut. Case in point the 2012-2013 budget was cut by 180,000 and that was a presidential election year. As for the Mayor and his court of clowns ganging up on the registrars office, yet again, this is their agenda and has been since Ms. Vazquez won the election against their opponent in 08. They want to control the office, but they can't. All they have been able to do is cut, cut and cut the budget and then complain because the office is over budget. As for the voted on questions on last years ballot, do you really think that half the voters actually understood the questions, they were crafted in such a way that NO ONE would understand what was being proposed. As far as implementing the the change, that will require a change to State Statutes, The pickle sucker and his band of bandits do not and hopefully will not have the ability to control voting.
    What should concern the citizens of Hartford is the cost of a vote. I would LOVE to know the cost of a vote for this years Primary and then the cost per vote for the actual election.
    Since the implementation of electronic voting, the cost per vote has skyrocketed and with unfunded mandates like same day registration the costs keep climbing and climbing. The office of the Registrars has also had to spend countless hours try to deal with the budget issues on top of trying to fulfill their duties as Registrars and with their budget constantly being questioned it becomes harder and harder and what happens, mistakes are made. Not because they the people in the office are not professional, because they do not have the budget, the money to conduct an election as dictated by state statutes. You, Provost, Courant reporters all should read and understand the election laws and then you should try and come up with a plausible way to do what they do, my bet is none of can and the tone of your reporting would drastically change. Maybe you and Carlesso and Provost should volunteer to be poll workers next election. Right, I'll probably see a pig fly before that happens. The city has three Registrars and that will not change till the statutes get changed. Till that happens just let them do their job and that means an end to countless budget meetings and long nights in chambers defending the right of the citizens of Hartford to vote. Let them do their job.

Thank god no one really votes en masse in Hartford...look at the election stats and numbers. If everybody really voted in Hartford the welfare comming in would be way above and beyond what exists now.

  11. When you see the incompetence in Hartford's elected officials ( Segarra, Cloud, Vasquez) it's easy to see why the appointed employees are just as incompetent. They are simply a reflection of their leaders....that's what you get for your residency requirement.

    Caviar doesn't appoint anyone from Hartford, he could give two shits about Hartford or it's residents, buusness', employees, even the loyal ones. Caviar is a pill popping criminal, with a dictator, Napoleon complex and control FREAK husband with a cabinent full of expired products (people).

    Empty out the Cabinent and fill it with fresh, new and good for Hartford people.

  20. News repirted this morning that an investigation into Hartford's election day's gross misconduct is underway. That's cool, however no disrespect to the state but the gross misconduct is that of this CRIMINAL MAYOR!

    The people have been calling for the state to investigate Caviar the pervert, he has blatantly. Disregarded the Charter, the Civil Service regulations, fiscal rules, Capital. Improvement laws, use of bonds, he has continuously done what he wants, different rules for everyone elsr except he and his cabinent.

    PLEASE, PLEASE, PLEASE help Hartford, INVESTIGATE CAVIAR'S CORRUPTIONS!!!!

  22. Anonymous 3:04 doesn't know all the facts. The pension board election was cancelled bc the entire Hartford Public Schools was never notified of the election. There's almost 1,000 employees that were disenfranchised. It had nothing to do with any of the candidates. I hope the HPD officer wins, but it needs to be a fair election.

Just for clarification, the Office of the Chief Medical Examiner's Office advised me today that the final autopsy report has NOT been completed a of today.The manner and cause of death for Firefighter Bell has not been determined yet.
