In 2010 and early 2011, the City of Hartford was plagued with gun violence, very similar to today's wave of violence
At the time , then Governor Dannel Malloy called his then Chief States Attorney Kevin Kane to the Capitol. During their meeting, Governor Malloy's instructions to Kane were simple. Malloy's instructions were "Do something about the crime in Hartford".
Kane's next move seemed to make a lot of sense. He moved his Chief Inspector from his office to organize and oversee the efforts, as instructed by the Governor.
Rovella quickly formed the "Shooting Task Force " and the results were almost instantaneous. Arrests were being made for shootings, and cases that were being left unsolved were suddenly resulting in arrests and violent criminals were being taken off the streets of the Capitol region.
I am probably over simplifying this, but Rovella's philosophy was simple. In order for Law Enforcement to be successful, they had to come out of their "silos" and share information and work together for a common goal, to combat gun violence.
This required communication and collaboration to get the results both the Governor and Rovella wanted.
Rovella's plan wasn't rocket science, but it definitely was creative and unusual for Law Enforcement. Rovella brought numerous agencies into his plan to all work together. HPD, surrounding suburban Police Agencies, Connecticut State Police, State's Attorney Inspectors, a Prosecutor from the Court to specifically follow prosecutions, State probation and Parole officers and numerous Federal partners such as DEA, ATF and FBI.
One of the biggest components of Rovella's plan was communication and accountability. If someone was lucky to get invited inside the Shooting Task Force offices it quickly became apparent why the operation was working. The data exchanged and "connecting the dots" to criminals and potential shooters was obvious. A back hallway connecting offices had dozens of pictures posted of persons suspected with volent gun crimes and how they were all connected together. Hartford is a relatively small City and most volent crime is committed by a very small percentage of persons. Tracking those persons and predicting their moves produced huge results
Rovella's plan was so productive, that his efforts were replicated in other Connecticut cities such as New Haven and New Britain with similar results.
The current administration doesn't seem to understand the problem or how too fix it. Rather , they seem to buy into the latest trend pushed by college academics with little or no results. One example is the "evidence based policing" which Thody and Bronin have seemed to buy into because someone's friend pushed it as plausible and landed a consulting contract in the process. Evidence based policing has been a failure in Hartford and the current crime stats show that.
People are being shot in Hartford, almost daily and at least 8 people have been murdered in the first few weeks of the new year. The ever dwindling numbers of Hartford Police Officers is going to make for a very difficult summer if things continue on as is.
It is long overdue for the time for Mayor Bronin to show some leadership and institute plans to bring accountability and solutions to Hartford's violent crime problem. If Bronin is incapable of making the tough decisions. it might just be time for Governor Lamont to have the conversation with his Public Safety Commissioner , James Rovella to "do something about the crime in Hartford". It worked in 2011 and the time is right to give it a shot again under Rovella

Before buckshot cleans the complex , another 30-40 officers will be wheels up. How do you replace over 100 officers ? Logically you can’t. You drain the front line troops. Maybe it is time to bring back the Pal officers from their camping trips and trim the CSO core a bit. Most work pjs and then take it nice and easy for their regulars. For example , the downtown cso has been bleeding the system dry for years. Works pjs each day and then wines about childcare anytime his hours are changed. This unfortunate example is one of many reasons why the dept has allowed the inmates to run the asylum. You cant expect a new officer to be forced to work doubles everyday, when Avon and East Hartford PD actually offer lifestyles.
Another house cleaning item would be to make the light duty officers take some shifts in booking and teleserve answering phones. I remember years ago when rovella asked for feed back concerning ways to lighten the load of patrol. One smart Captain suggested taking the 30-40 light duty officers and placing them into the command center with a dispatcher and the 30 phones and desks to take the lesser urgent calls for service. Critical times are approaching. Instead of allowing these lite duty officers to knit and sit in rocking chairs in crime analysis, put them to work. Someone is going to get seriously hurt with these types of staffing levels.
Can someone please put in a good word with another west hartford high school to get renduck another crack at a spot. Someone has to have a little bit of juice left .

I hear that federal trial is going down next month. Wonder if the city will even bother defending pauly with all that juicy audio being played for a jury ? Will be fun to watch all the mcd guys give the ole “ I don’t recall” answer as to why they lied on their supplements . That giglio list is going to get plump and post might be pulling certs if this gets hairy. Better hide that cobra pauly before sammy has it seized.

Another entertaining tidbit on the horizon will be the guzzle booking fiasco. I’m sure the city will love that sissyro and others involved attempted to muddy the investigation with internal bullying and other tactics in an attempt to place Blame elsewhere. Yes, guzzle did push the envelope, but the booking commander should have left his one bedroom flat and Drive the take home Tahoe into the station instead of having the paperwork slipped under his office door like a pizza menu. Another example of poor oversight and the good ole boys system hard at work. It would also be a shame for the email sent to the chief detailing how guzzle has some underlying issues made an appearance. We all know who typed that out to try and save his pal. Emails can be pulled from the computer to prove this. It’s really a sad state of affairs going on here. When that federal trial goes down in may, heads are gonna roll.
Sissy row. Time is ticking. Gonna be a long two or three week trial. Matlock or Saul can’t prevent what is about to happen. Hopefully everyone got the fop legal plan ready since the city is gonna flip you all and let stormin Norman tear you apart like warm bread. It won’t be pretty. It wont be fun when you all lie on the stand and they play all that juicy audio. All those notification text messages that went unanswered. What will be the excuses ? Uh oh ……
So to prepare for the value of entertainment that is going to occur at the federal trial in may I decided to do a little research. More of a collection of intel from city hall folks. The trail of the century is going down and the property leans and assets have been collected and laid out in paper in preparation for the main event. Pension attachments will be happening and bank accounts frozen pending. Will the city attorneys lay down and refuse to defend the defendants ? Will everyone turn on the ring leader ? Will cell phone records reveal notifications that were made and nothing done on the part of the then Iad commander ? Will the minority jury buy the excuses and “ I don’t recall” ? All a lot of interesting questions will soon be answered and maybe , just maybe the Justice dept will take a nibble.
How much will the jury award out ?
Will the city allow personnel judgements instead of paying out ?
Will pensions be attached ?
Will that cobra be repossessed as assets ?
Will coatsy play the tough guy routine in court and deny the evidence or audio ?
Will sissy call out sick or attempt to retire before the big bonanza ?
Will uncle Brendan shake and sweat through multiple Kmart suits on the stand ?
Will the booking commander ever wear his uniform work less then 4 pjs in a work week ?

What is going on with the repeat offender supervisor using the natzi remarks at a minority vigil in the northend ? Buckshot should have launched those size 7 boots from the second floor. Paid Admin leave does not last forever . Will be interesting to see what is done. It’s amazing how a dui coverup for a member of the command staff takes 48 hours, but a repeat offender get a paid vacation on the city dime. I guess the complex is indeed in fear of that supervisor. Different strokes for different folks.

I think the time has come to give everyone an early Easter present and allow the blog fans to listen to some of the audio for the upcoming main events in Federal Court. It’s going to be funny to listen to all the “ I don’t remember “ , “ I don’t recall” , and “ I got hit in the head with a racket ball” excuses at trial. I hope the supplements ( aka legally signed documents ) all match the audio tapes. Yes, Multiple. Hope that FOP legal plan is paid up and POST does not pull certs under the new accountability bill signed into law last year. That will be a shame.
The court is already looking at one person of interest who happens to be listed in numerous high profile incidents.

Hmmmmmm. I wonder who it could be. That is a heavy load of incidents to gather in a span of 5 years. Almost like a pattern began to form and no member of command staff did anything.
I just hope that the cobra gets a nice red racing stripe when the new license plate reading “ S Cruz 68 “ is plastered on the rear.
I do hope coatsey has a good explanation for his two days he is gonna spend on the stand in new haven. Maybe the text messages were lost or maybe the cell tower fell down in the hurricane. Seems a little like failure to act. I hope it does not conflict with the new accountability bill signed by the state. Would be a shame for the city to make an example out of some of these major contributors.

It’s amazing that the same person submits the same brown leather binder he bought from the staples luxury section each time det spots are posted. How many times total now mr MC maniac ? It’s a 18-0 no go each time and that special little leather packet gets tossed to the corner rather quickly. The map to the grail could be listed on your little 56/68 6 pager, but it will never happen. 25 years patrol is not that long of a haul after all. Lighten the pj greed and maybe work on the relations with the second floor before the next brown leather gold encrusted binder gets covered with more dust.

Isn't 60 the Traffic Lieutenants vehicle or is someone else using it? I guess that is not as bad as a LT hauling bags of mulch from Home Depot in his Tahoe. The amount of abuse of these vehicles as well as the wasted money spent on fuel just reflects on the poor management and lack of accountability by HPD management, There is a city policy that states
City vehicle use is for City business only. I think a Deputy Chief actually got rid of his personal vehicle and exclusively uses his Tahoe and even has a child seat in the car to haul his family around on the City's dime for gas.
If anyone has details regarding the upcoming Federal trial, I am more than interested. I do have an audio recording that I will be posting that will be introduced as evidence in the case and is very enlightening of the allegations.
The audio will show the type of environment that one person caused. The one person involved in how many major incidents in the last 3 years or so.
