Because Prenzina is Rjo's mother and so very close to ABe Giles and Eddie Perez....and since Eddie Perez is Chief Robert's boss....it is becoming increasingly clear that Mayor Perez has told Chief Roberts not to arrest Prenzina.

I'll be sending this little tip to troop H. Based on Eddie's frequent visits to their booking area they will not be intimidated by Hartford politics.
