Cotto's proposed Gratuitous, Pointless, Politically Correct Hand-cuffing-the-Cops Ordinance (Item 18) remains a bad idea (or set of them). However, his proposed prohibition on political contributions by entities doing business with the city has some appeal. (Item 12) Mind, I haven't read the ordinance language, nor do I even know if the municipal guys have this sort of regulatory power over the electoral process. So, it may be a bad idea, but at least it addresses an issue pertinent to recent municipal government operations; i.e., corruption. I'm certainly not surprised that consideration of the "item has been postponed several times."
