Based on a continuing
investigation regarding the illegal activities at the Los Cubanitos Market (206
Park St.) Henry Depena was arrested again today after an arrest warrant was
obtained by the HPD Major Crimes Division. Investigators found significant
evidence that Depena was operating as a second hand dealer outside the scope of
Connecticut Pawn Shop laws. As a result, Depena was arrested and charged with
Operating as a Second hand Dealer without a License, sec. 21-47 (Class D
Felony). Depena was taken into custody by patrol without incident. He is being
held on a $25,000 bond.
What does it take to get a location like this shut down? This operation is negatively impacting the Quality of life in this neighborhood, attracting crime and drugs to the area

This individual asked the zoning board to convert his location (park and wadsworth) to a boarding house, and the city obliged. This location had zoning issues that were never inforced, over 188 complains were logged by HPD resulting in 33 arrests, the nuisance was bagged by the state for not paying sales taxs on cigarettes, the individual owes back taxs to the city. To top it off an opposition was formed by local individuals in which letters were written and no response was formulated from L&I. Thank god HPD bagged and tagged this trash that is leeching off our city, or we would of had another boarding house.
Nice arrest but what about the drug dealers that are selling right in front of the store in plain view every single day?
Why do they need to sell on the streets, it sounds like all they have to do is step inside to get whatever they want. prices cheaper outside because of less overhead?
if we are to believe what our Mayor is saying (50/50 chance of that)the store should be under increased scrutiny for the immediate future

The police are doing all they can to control the criminal activities in Hartford. They are arresting and charging these criminals but the court system has a revolving door on it allowing these low life’s back out in record time. The state has also a wonderful early release program to insure the criminals are back in business as soon as possible. The court system and the states prison system need to lock these perps up and keep them there. If there is no consequence for their actions what incentive is there obey the law?? If they are not held accountable for their actions why should the do anything differently??
If they are arrested and back on the street in 24 or 48 hours Whiskey Tango Foxtrot, it’s a game, a charade a dance they do to stay a low life. The judicial system needs to hold them accountable and responsible for behavior to change.
Reply to Anonymous 0830 am. Look at your surrounding Towns. They don't have drug activity as blatant as in Hartford. Some even use your Court system and all fall under the umbrella of State statutes. Drug activity can never be abolished but the fact that these dealers operate so openly says something about the attitudes and resolve displayed in Hartford. Classic broken windows theory.
I wish some of you fools who write on this blog do some research. The truth is more drugs are sold and done outside of the city of Hartford than inside. The majority of drug users in America are white!! The do not live in cities like Hartford. The drug business in America is a multi billion dollar industry. Understand poor people from urban America are not fueling this business people. Do'nt let the media fool you. Now the truth is more people of color are arresseted more because they are easy targets. Remember the so call "war on drugs". Urban police department received and still receive millions of federal dollars to purchase equipment to go after small street level dealers. What a joke!! You never see the real durg dealer who live outside the citites get arreseted and placed on TV. America the media got you fooled!!! such dummies!! Arrest the small guy let the big ones live. Everyone makes money lawyers,cops,judges,CO's hopitals,rehab outlets etc.Remember the large European bank that was caught landering drug money earlier this year. The system is a joke. New slavery!!! Hey I saw more drugs on my college campus than I saw in my ghetto!!I bet the cops will not arrest those kids. Their daddies and moms wo'nt have it. Check Glastonbury drug city.
Keep it real. Change your name please. Your delusional. I live in Htfd and work in the surrounding Towns. Night and day. Try setting up on any corner in any of the surrounding Towns and you last a blink of an eye.
You can find drug dealers in the suburbs and on school grounds.. Drugs are bought out in the suburbs too. I just think folks in the suburbs prefer to spend their time drinking.
