Tuesday's National Night Out showed that Hartford's Youth are able and willing to work with their Police Department.
After a Hartford Police Department Motorcycle Officer ended up with a dead battery, several youth stepped up to help attempt to pop start the Harley-Davidson motorcycle while pushing it. It did eventually require a jump start, but it was good to see young men willing to step up and help out.
I guess if we are talking about community policing and good relations between our residents and public safety personnel, we can still say "Hartford Has It"

Wow. I honestly and truthfully believed and still that Lt Allen is high speed and of the highest degree of integrity and moral forditude. That this rag tag outfit would ever be allowed. Rob respected Fallon. I respected Fallon. And anyone of the old timers will tell you, Fallon had the ego of the decade, but he would turn over in the ground about the representation of traffic officers. Even bustamonte had to wipe the crumbs off his uniform on the motor. Even that eric gaddy showed pride. Im not knocking the kid, i dont really know him that well. Whatever happened to the professional appearance of Hartford's motor officers? The spitpolished motor boots , a professional uniform representing their pride in HPD, with patches and a badge.This looks more like a training exercise rather than a community engagement.I guess times have changed, the new generation. Oh well. And kudos to the young men willing to help out.

Sgt Bremser is the reason the HPD Motor Unit is so well respected across Connecticut and actually throughout the Northeast. I am pretty sure this is not the appearance standard he sets for the officers.I am pretty sure Lt. Allan has set the bar much higher than this also,

He is on the clock. Just not in his area of the city. Usually working overtime at the meadows concerts with the unit he made look dumb.
He is not the only one. But a good start to wrestle in this larceny from the city. This is why the city is broke. Every cso should be required to work 40 hrs a week in their area. That would be a good start.

Hartford Fire has had a good 20yrs on you guys in relation to not being able to fill the boots of the brave and fine men before us. As long as Hartford is committed to residency requirements ,minority / gender quotas and politically influenced hires,,things will never go back to before. You can get away with this nonsense with Public Works but when it comes to Fire and Police, these decisions are risky and will get people hurt and killed. Not an opinion but a fact.

Kevin, I am appealing to your investigative side here. I appreciate your passion for Hartford and standing up for what's right. I am not asking you to throw your police friends under the bus. I am asking you on behalf of the community to do some research and meet with the police chief in order to re-evaluate the following officers assigned to central policing area.
-Officer Adam D., who is almost never working in downtown unless his road job is there. He has been a CSO for too long and does not respect the position anymore. God forbid you should pull his activity report for the past 10 years Kevin, I think you as a private citizen you have contributed more to public safety than Adam has.
-Officer, soon to be Sergeant, Chris C., who would rather be doing anything else but policing the 200 block of Farmington Avenue or South Marshal Street. Chris spends about 90% hiding the in police office on Farmington Avenue and the other 10% working traffic details, like he is today. I'm sure he will set a fantastic example for our patrol officers when he is hiding in the office all day. I think you may see Chris skipped over the sergeants list, until he can prove that he is mature enough to do the "job" he is assigned to (CSO).
-But don't blame the officers. They are only following the example set by their Supervisor, who allows this mediocre behavior, and a true benefactor of all the central/north hot spot overtime, Sergeant Dave M. Kevin, ask anyone in the community if they know him. I’ll save you the trouble, no one has ever heard of him. Why? Because he is simply not interested in the community, police work, supervision or any of the above. Just the overtime. He is nowhere to be found. I know the chief is big on supervision, so why Kevin, is this person allowed to supervise those officers entrusted with building relationships between the police and the community? It is time for a change. It is time to put Sergeant Dave M. in a place he has never seen before; Patrol. Kevin, wouldn’t it be “nice” if our CSOs had a supervisor who inspired them? Led them? How about giving one of those new sergeant’s a chance?
Kevin, after you post this comment, these folks will scramble to be visible. They will rush around to be seen and heard by all, so it appears that they are doing something. Then after a couple of weeks, when this post is old, they will go back to being lazy and unproductive. But whatever, its Hartford Kevin. No one cares, no one knows. Please sit down with the chief and see what he has to say about these folks and keep up the good work.

Who do you think you are towing Former Chief Emory Hightowers personnel vehicle from the lot of 50 jennings rd? Dont you know that civilians like hightower are pretty important outside of HPD. Shame on you. I bet that central tow bill gets eaten by traffic !!!
3:28PM your points are are all very valid, as well as 100% accurate. But thre is a thing called "chain of command " for a reason. Why are we paying some pretty big salaries for so called "supervisors" if they aren't going to supervise. The Chief should not need to micromanage the activities of every officer when there are Sergeants, Lieutenants, Captains and Deputy Chiefs who should be supervising before it gets to the Chief; Instead, many of the people paid to be be supervisors don't want to supervise because it is more important to stay on the "buddy" lists of the officers they are supposed to be keeping in check. If a Sergeant sees an officer sitting in the office at 211 in sweatpants when he is supposed to be patrolling an area., the Sergeant needs to address the matter and take corrective action. If a Sergeant or a Lieutenant see an officer wearing an improper uniform or not following protocol, they are paid to "supervise" and address and correct the situation. Can you really tell me that a Deputy Chief doesn't question low productivity or no mileage being put on a vehicle by an officer who stays parked in a lot for the majority of his working hours? It is called supervision , or the lack thereof, and that is what I will bring to the Chief's attention, but there isn't too much he is not already aware of.

You got your information quickly, but quick doesn't equate to accurate. retired Chief Hightower's vehicle was not towed from the lot at 50 Jennings Road. It was towed from the street in front of 50 Jennings Road after an observant HPD officer saw the vehicle parked with the keys in the driver side door lock. The officer ran the registration as a suspected stolen vehicle and the registration came back as "status cancelled" "no information found". The officer then followed procedure and towed the vehicle as an unregistered suspected stolen vehicle. The HPD Traffic Division is probably one of the best run and most professional units at HPD and their operation shows that everyday, even when they tow a retired Chiefs unregistered vehicle for good reason.
Leave Dave alone. He plays the game. Its not his fault he has a bunch of charity case officers under his command. I kinda feel sorry for guys like adam. He does little, but does not cause 29s or liability on the city.

Kevin,How can you honestly say the HPD Traffic Division is one of the best of anything? For decades cars have parked illegally on city streets,,did you ever see Willard St in your own neighborhood ? Why bother spending money on even and odd side parking signs when your gonna let them park on both sides? What about all the reckless driving? Drivers running red lights,cruising thru stop signs,quads/dirt bikes ruleing the roost,babies and children not properly secured,unregistered/unlicensed vehicles routinely involved in accidents,low arrest stats related to DUI's. I've seen you at numerous accidents within walking distance of your residence which makes your support hard to believe. Everyone but you seems to know that it's like the Wild West when it comes to obeying traffic laws in Hartford. Personally I have not seen a traffic stop by a lone cruiser in years. Whatever that Chief Rovella is feeding you is bad stuff,,your gonna get sick from it one of these days.

I stand by my comments, although I find your assessment somewhat bizarre. How is the reckless behavior and moronic driving the responsibility of the Traffic Division. Why aren't you placing the blame where it belongs? On the drivers themselves who blatantly flaunt their disregard for our laws.Or are you saying the Traffic Division is encouraging people to drive like fools?
Maybe you should be placing the blame on the previous Administrations who have refused to hire new/replacement police officers resulting in a deficit of close to 150 officers in the ranks of HPD and reducing the Traffic Division to the minimal numbers they are at today.
And your numbers on the DUI stats are not accurate. Hartford's Traffic Division has some of the highest DUI enforcement numbers in Hartford County and probably statewide. They have been recognized by many groups, including MADD and the State of Connecticut for their efforts. Th Connecticut DOT recently awarded HPD a grant in excess of $300,000 for the design and purchase of a mobile DUI processing van to assist in their efforts, complete with 2 breathalyzer units and cells for holding DUI suspects, and every action is recorded on video.
And in this current climate, especially with the number of guns on Hartford's streets and moving around in vehicles, maybe Officer safety is the reason you don't see many "lone cruisers" making traffic stops. I want to see every one of our officers going home safely at the end of their shift, not making you happy by making risky traffic stops.
And whoever you are, you must also know I talk with Chief Rovella and I trust his word and I find him to be an honorable man who does care about Hartford, and I support him and his efforts 100%
Kevin, hold the phone there buddy. I once called the Lt in traffic to complain about drivers running red lights. His answer was, "tell us where and we will send out a crew." I respond that he didn't understand my complaint. I told him it drivers were flaunting the law everywhere because they know they can get away with it. I even run changing to red lights now because I know I can get away with it.
Kevin, this is out of control. It was never this bad. I almost broad-sided a car running a light a few months back. I didn't expect a fool to just race through at a major interaction. I told the LT that he should have teams out everywhere very day issuing summonses. Probably the oat we can hope for if the legal watch dogs don't fight it, is camera's that will automatically issue citations. Shit ya, we do need Big Brother watching.
Damn straight. But no, police can't be everywhere. But it's bad. You only need to drive down any street to observe the remains of an accident - everywhere. Take a pad and jot down every fence, pole break, brick wall. Every street sign knocked over. Not long ago, a woman head on crashed into another car at 7 AM. I was first on the scene. She was most likely having a good nod on some dope.

Kevin, Maybe you need to get out of Hartford and look around. Start with Hartford's closest neighboring police departments ,Wethersfield ,West Hartford and Newington . Any resident or regular visitor in those towns will tell you that if you drive like a jackass ,your gonna get pulled over. Most of their arrests are related to motor vehicle stops and they all read the same,,,jackass goes thru red light,speeds,drives without registration ,license,etc...officer finds drugs,open containers,knife,gun,warrants out for arrest ,stolen vehicle,etc...Guess where most of these jackasses are from??Thats right ,the same city you say should turn a blind eye for fear of confrontation,did you ever hear of calling for backup? Kevin,you know firefighters ,ask them how many field sobriety tests they've witnessed after an accident involving a obviously impaired driver. In over 20 yrs in the dept I have witnessed not 1 ! And please don't lead in a cheer about DUI checkpoints , I would at the very least expect them to catch a few. Kevin,you never address and justify the substations,there are upwards of 3 to 5 cars there for hours everyday. If HPD is that short in manpower on the street,why are they in there for so long?

West Hartford is getting more and more like the United Nations every year and most of these new residents are not lily white,,,,the BIG difference is ,they obey the law and respect the town they chose to reside in. Please go online and lookup the fact from the federal transportation department showing that minorities are less likely to use proper motor vehicle restraints on children. I guess my big mistake was that I thought this guy on the motorcycle was working for the city service and taking it to be fixed. Due to his inappropriate outfit. And who has children push him especially on National Night Out with all the media. Not a good impression!

The officer in the photo can't touch the ground. He can't place the full weight of the bike on one ankle due to a severe brake some time ago when the bike fell over on him crushing the ankle. Rather than getting it xrayed and set properly he chose instead to wrap it and continue riding. The broken bones never healed properly and is the reason he can't run or get into a foot chase or support a large motorcycle. He should be on light duty and should never be in patrol. That officer should hurry and seek the safety of a sergeants position and sit in crime studies or where your store records. They could offer him a Harley 883 Hugger.
