HARTFORD'S LATEST HOMICIDE

FROM HPD

"On 08/05/17, patrol units responded to the area of 62 Edgewood Street for the report of shots fired. Upon arrival, officers located a male victim seated in a vehicle suffering from multiple gunshot wounds. Medical aid was provided until the arrival of EMS and Fire. The victim was transported to Saint Francis Hospital where he succumbed to his injuries and was pronounced deceased at 0706. Detectives from the Major Crimes Division, Crime Scene Division and an Inspector from the Hartford Chief State's Attorney's Office responded and assumed the investigation. Detective DeMatteo was assigned as the lead investigator. The investigation is on-going.

The victim has been identified as Patrick Granville 08/08/88"

Hartford has already exceeded last years total homicide count with 5 months still left in the year.

The mayor is also missing in action. He is probably too busy writing his west indian parade speech to his north end residents.

I thought Luke promised to clean up Hartford and hire more police officers so we can reduce murders, etc? Isn't that what he ran on in the first place? I don't like how you've been very lenient on our current Mayor and so brutal on our former Mayor (I'm not a Segarra supporter either). When do we start holding Bronin's ass to the fire?

Hartford CT has consistently made the top 10 worst cities in the country to live in and top 10 most violent, and now top 10 most broke. This didn't happen all of a sudden, this goes back years. Nothing has changed then, nothing will change now. The only thing that will change this is drastic measures that have never been done before. That starts with backing police and supporting aggressive proactive policing. All these touchy feely criminal coddling, young minds aren't developed, second chance BS is NOT working. We've seen every possible program like prosperity etc etc etc tried.....what has the result been? More and more homicides. This city and state will never get it.

Luke Bronin is completely ignoring the commonly occurring homicides like nothing is going on, yet he was standing next to Danny Malloy regarding the recent press conference on criminal justice reform. Bronin is way beyond a complete failure. He ranks right with Malloy as the worst in the nation. At least he's accomplished something.

There is no minimum number of cars Check. Ask around to see the written policy ?? Buck shot rovella could put 15 cars if he desired. Those numbers are more like guide lines. Obviously u cant put 10 cars out there. The broken system has been here as long as my 17 yrs in patrol. Remeber car 7. Car 23. But i will say that the now filled 10-6 cars does help. Between 1300 and 1500 all the natives wake and wander the plains of the city. So im sure long or buyak on the 2nd came up with that logical idea.
work them pjs. One call at a time. Take that 30 min federal mandated lunch break every 8 hrs.

Does anyone here understand "no money?" We gots no money. And it wasn't his fault. The most important thing he can do is to stabilize income and expense. To that end, receivership is the only option. And reset the agreements and contracts.

As to the street violence, you can't stop the barios of PR from emptying and arriving here to enjoy easy pickings.

Its becoming very clear that HPD will continue to bleed cops. There is no plan to put through another class after this one wraps up and meanwhile the violence in Hartford continues to spiral out of control. I have said many times on this blog that the thugs have become emboldened that crimes are being conducted in public and during the daytime in plain view. The whole soft on crime has been a failure and I fear it will take a gruesome criminal act on some suburbanite leaving D&D park after a ball game before Bronin does anything with HPD.

Reality that crime is apparent across this country is not new. Federal government releases the funds. Public housing was established after World War ll. It is out of control in 2017. Owners love section 8. Owners purchase complexes. They rent to families with children who are exposed to daily crime and have food stamps, health care and on and on.... I disagree the Hartford Yard Goats had many sell out games. The new stadium is the best in the USA. Folks from the greater Hartford region and Hartford residents love baseball and the Hartford Yard Goats!!!! Developers promised many things to the North Zone. When is it going to start?

There are valid points in every post. You could have 47 cars on the street, doesn't mean you can prevent every senseless act of violence 24/7. Some people choose the lifestyle they live, so live by the sword, die by the sword. Maybe if the latest victim wasn't in a high crime neighborhood at 3am, and instead tried to live a productive life and become a normal member of society, then he would still be here. The community needs to take some responsibility for their streets, their children, and stop blaming others when senseless tragedies occur, which more often than not are caused by the victims own actions. If i was a Hartford tax paying resident, I would really ask myself why i still choose to live in a community with such high crime, taxes,and a community full of people who for the most part, don't contribute to society. I feel bad for the residents who like living there as they like the history and culture, but for some reason think the place will become Mayberry USA. Sorry folks, until you end welfare and free handouts, you are stuck with a group of people who will leech until nothing is left. So take my advice and choose a nice suburban town, one with no real violent crime, homicides, or with residents that leech who far outnumber those that contribute. That unbalanced number of leeches to contributors is how all city's fail. Wake up good people of Hartford, time to reevaluate your city.

Hartford is nowhere near the record for homicides in 1994 there were 58 homicides it was the height of the Los Solidos-Latin Kings- 20 Love gang war. Back then we had 41 patrol cars(37 regular units and 4 two man directed patrol units) 10 crime suppression cars (all 2 man) and about 25 walking beats. Not to mention the State Police and Feds working with the Gang task force. It was so blatant people were getting shot with a marked unit half a block away. The names of the kids being arrested now are the same as then. Kids of the old G's are following in their fathers footsteps. It was easier to police then because the crimes were concentrated in the housing projects and it was still totally out of control. There is no easy answer to reducing violence in Hartford. I worked for a dozen different administrations, the complaints from the officers are the same they have been for the past 30 years. "The administration doesn't know what they are doing." The only thing this shows is the lack of knowledge of what the administration does and what resources they have available to utilize. The PD cannot solve the societal ills of the City. The Chief works hard to try and get you guys what you need to do the job as best you can. I can also tell you that the other chiefs work just as hard doing the same thing. Now with only two captains it's even harder for them. I'm just giving my 2 cents and what the hell do I know I only spent 29.5 years there and only 20 of it on the street.

Lol, Karma, gee looks like you know what your talking about Chris wasn't even there, he just got stuck with the discharge report for the cylinder of a rimfire gun falling on the ground. Anyway Rendock handles CHRO, Labor Board, Law suits, Purchasing, Grants, The computer systems,
hiring and firing and about 100 other things that have to get done. The stuff that someone has to do to keep you guys getting paid and taking care of the things you need. It's a thankless job that he does without bitching about it. Some of you have no idea how hard the command staff works to get the things you need.

To all of the anonymous posters.

It is tough being a Hartford Police Officer. Non stop calls, crooks running all over the place in certain areas and having to confront spectators with cell phones questioning your every move yet not having the courage to step up and assist to make their own community a safer one.

Manpower is down and more officers need to be on the street. Visibility deters crime and that is a proven fact plus there needs to be an aggressive routing out of the violent criminal element as a benefit to the community and just as important for your officer safety.

The attacks on Chief Rovella are scurrilous. He does a fine job with the resources he has and that is about 125 police officers less than he needs. When I was active the department was staffed with six beat officers on Albany Avenue, five on Park Street, several downtown including a contingent of fixed post traffic officers plus foot beats, two shift coverage in Stowe Village, a B squad Bellevue Square two officer beat and directed patrol vehicles each with two officers. the 6 pm to 2 am shift had two dozen officers most nights and there was a lot of coverage and backup. And that does not include any investigative units which were fully staffed.

HPD officers are the best.

Trump needs to send the feds into Hartford just like how he sent them to Chicago. Secondly, all welfare, ebt, free healthcare and section 8 payments should be ceased if you get arrested and or if your a single unwed mom with children you cannot support. I guarantee if the state imposed these restrictions crime would drop to zero. We'd have the same call volume as Canton PD if we did what i suggest.

And you're also right about Chief Rovella. Folks need to lay off the relentless criticism. His tenure is probably nearing its end because Bronin/Mini-Me will need yet another scapegoat for his poor leadership and conduct.

Anyways, can anyone believe that after 10 years as Hartford State's Attorney's, Gail Hardy FINALLY got something right?? I couldn't believe it was her quotes in the Courant the other day, re: cause-and-effect of the Legislature's BIG error in raising the juvy offender age/rules. The joy-riding and stolen car epidemic that can quickly lead to more heinous crimes needs to end ASAP. Something could be done in the special budget session if city and state politicians got together and voted to fix the language. Here's some of that good analysis, long overdue:

"All these kids met up while they were in juvenile detention," Hardy said. "You have the law that requires them to be treated differently. When they go over to juvenile court, they can't be held on these cases and nothing serious happens to them so they continue their behavior."
"Juveniles accused of stealing cars are released to their parents, guardians or juvenile probation officers, she said. They could be detained before the change in the law . . .
Hardy said the legislature needs to revisit the new laws."
"We need to go back to the legislature and talk about how we deal with these kids who are arrested for what the legislature deems to be nonviolent offenses, Hardy said."

Rovella should come out of his office and tell the rank and file how good of a job he is doing. The guy hasn't bothered to address the men and women at roll call. Ever! His biggest flaw was never connecting with the uniformed personnel. Love him or hate him, DKR made it a point to know every officer's name.

Do not complain? Law enforcement is a tough job. In 2017 guns, drugs, robbery and abuse are prevalent everywhere. There is no running from crime. Hartford Police need everyone to be on board. A tip can save a life. HPD are the BEST!!!!

I agree with with your frustrations. Things have been alot more stressful for those of us rowing the ship. I can say that I have always been proud to wear this uniform and to call myself a Hartford Police Officer. If you honestly feel that way and your not just venting it may be time for you to seek employment elsewhere. These are difficult times for all of us. There could be a mass Exodus on the horizon equal to or great then the Fire Dept. Depending on the out come of arbitration. If you think things are bad now there's the potential for things to get a hole lot worse. You better start looking now.

But why should we have expected any less? After all his protégé is Dannel Malloy, top three of the worst governors in the nation.

All departments do not require a masters degree to be chief, that's misinformation. Chief Hawkins in EH does not have a masters degree, I believe he has a GED. However with the rest of your statement, I agree.

I believe what 11:33 is trying to convey is that most police department's across the nation require a Master's for the position of Chief of Police. Hawk and Rob Davis were hired as deputy chiefs with only HS diplomas, and only because Samson took care of them. Should they apply elsewhere for the position of Chief of Police they will not be considered upon review if their resume. Please educate yourself and do your due diligence before making assumptions. As for Foley, if indeed he doesn't even have a bachelors then he will not even be considered for the top spot anywhere unless he has political ties within the hiring town.

You are completely wrong 8:55 PM. In CT, a masters degree is NOT a POST requirement. It is the town or cities preference as far as a degree goes. For one example, DC James Barry to Trumbull then Manchester PD. Sorry to burst your bubble and offend you for disliking Foley, but he could be a chief anywhere. To much emphasis is placed on a college degree. Work history and performance are much better predictable factors. Town's like the degree for what it represents but at the end of the day it cannot prepare you like hands on street and management experience. You should educate yourself and do your due diligence before making false statements and assumptions. My post is factual.

Read my post again but only this time without your angry eyes. I never said it was a POST requirement. It is up to the individual towns to designate the type of requirements. You have obviously never applied for a Chief's position anywhere and most likely not even a supervisor. Go back to your pj and fatten your pension as much as you can because I am pretty sure you will not be marketable after retirement. Maybe Bernier can hire you at CCMC as a security guard.
