FROM HPD- 9/30/18

On 9/29/18 at approximately 2347 hours, officers were dispatched to 59-61 Henry Street on a report of a group disturbance in the driveway.



Upon arrival, officers located a male suffering from lacerations to his neck, chest and left arm. Ambulance personnel arrived on scene and provided the victim with medical attention. The wounds were determined to be superficial and non life threatening.



It was learned a dispute erupted over a parking space in the driveway of 59-61 Henry Street, which prompted the suspect to assault the victim. The suspect was located on scene and charged accordingly. MCD notified.



Arrested: Hector Delgado 01/13/82 of 61 Henry Street Hartford, Connecticut 



Charges: Assault 2nd, Carrying a dangerous weapon, and Breach of peace.

PUTTING THE "SERVE" IN PROTECT AND SERVE

It has been a difficult few weeks for Chief David Rosado and the Hartford Police Department, but life goes on and the good works of the men and women of the Hartford Police Department continues, unnoticed for the most part.I'm not talking about the numerous volume of guns seized on our streets everyday or the seizure of the deadly drugs, including fentanyl that seem to be rounded up from every corner of our City

No, I'm talking more about the acts of kindness exhibited day in and day out  unselfishly by our Police Officer's. I was the recipient of one of those acts today. I was almost reluctant to post this act because I know I will be accused of "white Privilege" or whatever some people choose to call it when you have a positive interaction with Police, but if I post the bad, I also need to be fair and acknowledge the good.

Last night I received a call from a Hartford Police Officer telling me about an event that was going to be held on October 27 for Hartford youth and kids in the PAL program. It is a "haunted" hayride on a suburban farm and a bonfire and Halloween events for the evening. Then it was off for coffee with Chief Rosado and other community members this morning at Sister's Restaurant.

Everything was going well until I pulled off the street to park.

Chief Rosado and Assistant Chief Medina were also pulling up at the same time. I heard a strange noise as I pulled off  and only after I parked did I realize(after Chief Medina pointed it out) that a piece of metal had sliced the sidewall of my tire and the tire quickly deflated.

I went inside and decided to worry about the tire after the coffee meeting with the Chief. I enjoy the meetings because it is a wide sampling of people that usually attend, and I like to hear first hand what people think of our officers and HPD. For the most part , the meetings are very constructive with a lot of positive interaction. I would encourage anyone interested in attending to either call the Chief''s Office to be put on the invite list or pay attention to HPD's social media announcements and show up. They are held monthly.

So anyway, back to the random acts of kindness.

I decided to get a cup of coffee and then I made a call to my MacGuyver type guy. This guy can fix anything with a coat hanger and a tube of superglue. He also happens to be a HPD Officer and he was off duty at the time, so I called him and explained my dilemma. He immediately volunteered to hit the road to come to my assistance. Sadly, the coat hanger and super glue can't do much to repair a sliced sidewall on a tire.

I was relieved a few minutes later when I received his text that he was on the way with a wrecker to get me repaired. Almost immediately after I read the text I felt a tap on my shoulder. It was Hartford's newest Assistant Police Chief Rafael Medina. Chief Medina was asking for my car keys. Usually that is a bad thing when a cop asks for your car keys and many times the next step is standing on one foot and touching your index finger to your nose.

It was too early in the morning for that, but I thin k that Chief Medina was well aware that after my stroke, the last thing I could do is change a flat tire alone.

He wanted the car keys because him and someone else were going to get my spare and take care of the flat. A sense of relief came across immediately, and I told him "MacGuyver"was on the way with a wrecker. Chief Medina told me to put "MacGuyver" on hold, they had it all under control

I'm calling him MacGuyver, but anyone familiar with HPD  probably has already figured out who he is, but he does things like this almost daily for people in a jam and I don't want to embarrass him, but he knows how grateful I am for his friendship

Chief Medina wouldn't take no for an answer, the tire was replaced in no time , and a crisis was averted , courtesy of a couple of great public servants who went way above and beyond to help a Hartford resident out of a jam. I also am pretty confident  that there are many more good officer's in our City, and for that matter working across our Country in law enforcement, who would step up and help someone regardless of whether his name was Kevin Brookman or Joe or Jane Smith

We are fortunate , despite what some at City Hall think or say or try to instigate. . We have a great group of public servants willing to the extra mile because they love our City and love its residents.

Whether that is Jimmy Barrett finding his niche dealing with Hartford's less fortunate population  and making sure they have decent footwear throughout the year or Teddy Sposito cooking hamburgers for the Barry Square Community Day, these acts go unnoticed for the most part.

I'm not saying to ignore the problems, but lets not focus on them exclusively  and forget to reward the good work that is being done also.

I just wish I had a picture of the tire changing, that would be something for a social media post

HPD MORNING REPORT FOR 9/23/2018

On Saturday, September 22, 2018, officers responded to 476 Wethersfield Avenue for a burglary complaint. The complainant reported that she entered the common hallway of her apartment building and discovered a Hispanic male holding stolen items from her apartment. The suspect dropped the items and fled the area when confronted by the complainant. 



The complainant's exterior apartment door showed signs of forced entry. Responding officers broadcasted a description of the suspect. The complaint stated that she could identify the suspect. Officers detained an individual matching the description of the suspect in the area of 554 Wethersfield Avenue. A show up identification was conducted and the suspect was positively identified.

On 9/22/18, Detectives from the Violent Crimes Unit observed a male suspect enter into confirmed stolen Jeep Cherokee in front of 98 Magnolia Street. The Detectives attempted to apprehend the suspect, who exited the vehicle and fled on foot. After a brief foot pursuit, the suspect was apprehended in the area of Mather Street at Magnolia Street. 

Upon fleeing from the stolen vehicle, the suspect left the vehicle in gear, which then came in contact with a unmarked city vehicle, causing minor damage.

DPW EMPLOYEE TAKES COUNCILWOMAN BERMUDEZ MARIJUANA GROW SEMINARS LITERALLY

 
 

At least one City of Hartford employee may be taking the recent seminars held by Councilwoman Wildalis Bermudez on starting your own Marijuana business a little too literally.

 Elon Trader, a City of Hartford DPW employee was arrested this afternoon after  his Main Street apartment was found on fire and  his marijuana grow operation ignited . The fire is believed to have been caused by electric grow lights and heaters used in the operation.

The investigation into the operation is ongoing by the Hartford Police Department, the Connecticut State Police and the DEA.

Hartford Fire Department members who battled the fire in the apartment were reported to be very relaxed for the rest of the evening and were indulging in large quantities of potato chips and other munchie type snacks. Any random drug testing scheduled has been put on hold temporarily

HPD ANNOUNCES PROMOTION CEREMONY

On Thursday, September 20th at 4:30pm, the Hartford Police Department will formally promote a number of individuals to the positions of Assistant Chief, Deputy Chief, Captain, Lieutenant, Sergeant and Detective in a ceremony to be held in the Auditorium at the AETNA INSURANCE COMPANY, 151 Farmington Avenue in Hartford.

 Complimentary parking will be provided in Aetna lots and security personnel will be on hand to provide assistance for those wishing to attend.

 The Hartford Police Department’s Traffic Division will also be on site to facilitate traffic control and parking related duties.

On 9/16/18 at 1027 hours, Officers were dispatched to the area of Sims Metal Management, 263 Locust Road, for a report of a person trespassing inside of a fenced area. There have been numerous burglaries and stolen car batteries in the area. While investigating the trespassing complaint Officers located an occupied suspicious vehicle in the rear parking lot of Burger King. 

Upon investigation it was determined that it was a vehicle that had been reported stolen from a burglary that occurred on 09/13/18 at 40 Airport Road, Equipment Services. The female occupant of the vehicle was immediately detained. She advised that her boyfriend, who had the keys to the stolen vehicle, had parked the vehicle and left. 

It was determined that he had been the suspect seen trespassing at Sims Metal Management. After a thorough search of the area the male suspect was located outside of CVS, 690 Wethersfield Avenue, and taken into custody. He admitted to trespassing on the property at Sims Metal, and he had the keys to the stolen vehicle in his possession.

Major Crimes Division Sergeant S. Michel was notified of the incident. MCD Detective C. May and Officer A. Flores later debriefed both suspects. Both suspects were appropriately charged and transported to the Hartford Police Booking Facility.
An excellent job was done by all officers involved.

On 9/16/18 at approximately 0339 hours, officers responded to 213 Capen Street on an active burglary complaint. Upon officers arrival three suspects immediately fled the scene. Officers were able to detain one male without incident. 

A back door to the business was found damaged where entry was made. A State Police K-9 officer arrived on scene and the cellar was checked for other suspects, and none were found. MCD was notified of the incident. The arrested male has 36 local arrests.

Charges: Burglary 3rd., Criminal Mischief 3rd., and Larceny 6th.

On Saturday 9/15/18, Detectives and Officers from the VIN Division were assigned to a proactive detail throughout the north district of Hartford. While participating in the detail, detectives from V&N received confidential information for a suspect illegally in possession of firearms. Detectives secured the suspect in the area of 2370 Main Street, while in possession of (2) firearms. 

On-scene information led detectives to 2387 Main Street (Apt-B1), where a third firearm was located, as well as 6 Nelson Street (2nd floor), where additional narcotics and ammunition was located. A check of the recovered firearms confirmed at least (1) was listed as stolen. In total (3) firearms were recovered. As a result of the investigation, (2) suspects were arrested on firearm and narcotics related charges. VCU Detectives responded.

IT IS TIME FOR CITY HALL AND THE HARTFORD CITY COUNCIL TO START LEADING BY EXAMPLE

It is relatively easy to run for an available television camera to make statements to further your agenda, and no one should doubt that there are specific agendas in play here. It is apparently more difficult to actually show some leadership qualities and work to bring about real change.

Instead of trying to look at the issues facing HPD it is much easier to go along with the "Anti cop" rhetoric which is very popular with the media, and that is a lot easier than  actually trying to set policy.

Does anyone really believe that Justin Torneiro was an "isolated incident" as the HPD Union wants us to believe?  I can quite confidently say right here right now, absolutely not, it is only a short matter of time before the other shoe drops.. But with that being said, where are the solutions or even an attempt at some solutions.,

 It is much easier for Council people to call "Emergency Community Meetings" and expand the divide between Police and Community, and while we are at it, lets thrown the racial exposure in there to split the community even further apart.. That is not leadership, or is probably more a result of inexperience and not sure what a leader actually does.

I received several  calls this week , probably half of them from Police Officers,  asking why there was no drug testing at HPD or HFD? The answer has nothing to do with HPD and rests squarely with City Hall.  Apparently the Mayor and the Council have refused to appropriate the funds and apparently cut the funding from previous budgets,

And after the Torneiro incident, I am told by a source familiar with the HPD budget that they could take the money out of another HPD budget item and apply that to drug testing. I think that is what they call robbing Peter to pay Paul.

If City Hall was serious about this problem, and hopefully preventing future problems, they would get on board and fund random drug testing for all City employees, HPD, HFD, and City Hall including Council employees. DPW already has a random drug testing program from what I am told.

And to show real leadership, every Council member should be at the front of the line to be tested, but we know that won't happen, it is easier to run for the TV cameras.

ONE OF THE "BARONE 4" ARRESTED FOR ASSAULT ON A PREGNANT PERSON AND OTHER CHARGES

Edwin Franqui, one of the people involved in the Barone "trigger happy" video has been arrested for several charges . The charges stem from a domestic incident where Franqui kicked and stomped his pregnant girlfriend.

Franqui was quoted as yelling that "if  you won't be with me, then you won't be with anybody" during the assault.Franqui also attempted to strangle his victim during the assault and actually choked her out to the point she lost consciousness during the assault . The girlfriend, according to the arrest report was hospitalized  but there did not  appear to be any apparent injuries to the unborn child.

Not surprisingly, no one recorded Franqui's assault on their I-phone.

Due to the fact  that this was a domestic violence issue, the victim is identified only as Jane Doe in the reports.

HPD MORNING UPDATE FOR 9/15/2018

On Friday, September 14, 2018, at approximately 2309 hours, officers were dispatched and responded to a domestic incident at an address within the City of Hartford. The victim stated that her ex-boyfriend came to her dwelling and forced his way inside. While doing so, he physically assaulted and strangled her. Prior to leaving, the suspect broke several personal items belonging to the victim. Officers developed information that later led to the apprehension of the suspect at his dwelling. He was arrested and charged accordingly. The victim's injury was non-life threatening. MCD notified.

Charges: Home Invasion, Strangulation in the Second Deg., Crim. Mischief in the First Deg., Assault in the Third Deg., Disorderly Conduct and Crim. Mischief in the Third Deg., (3 cnts).

On 9/14/18 @ 1745 hours, officers responded to 1870 Main Street on a report of a larceny complaint, that occurred a day prior. Officers were informed by Family Dollar security officers, that they believed the suspect who stole from the store was outside. The suspect was approached and identified as being Fredrick White 01/01/62. 

While speaking to officers, (A) White, without provocation fled on foot eastbound through the parking lot. Officers pursued (A) White and were able to catch him in the parking lot. (A) White then forcefully pushed the officer, causing him to fall on the pavement, injuring his knee.

A description of (A) White was broadcasted to all responding units. After a brief foot pursuit (A) White was apprehended inside the hallway of 2006 Main Street. The officer was treated at an area hospital. A Responder Alert Issued.

On 9/13/18, members of the Street Crimes Unit were on directed patrols in the south district of the city. During this patrol, they began an investigation into a suspicious vehicle parked and occupied in a residential parking lot. The lot has been a dumping ground for stolen vehicles in recent weeks. 


During the investigation of the unregistered vehicle, a male occupant inside the vehicle was found to be illegally in possession of a semi-automatic pistol and 5.5 ounces of marijuana. He was arrested and charged accordingly. Detectives from the Violent Crimes Unit debriefed the arrested party.

On September 13, 2018, at approximately 1106 hours, Community Service Officer was directing vehicular traffic at the intersection of Buckingham Street at Hudson Street. CSO observed a 2007 Honda CRV approaching his location that he immediately recognized as reported stolen out of East Hartford, CT. The vehicle had been reported stolen during a strong armed carjacking from Connecticut Boulevard on the same date.

A radio transmission was conducted by CSO requesting additional resources respond to assist. CSO utilized hand signals to stop the vehicle and requested the operator pull into a nearby parking lot

The operator, later identified as Isiah Quiles, originally complied, but then suddenly exited the vehicle and fled on foot in an attempt to elude apprehension. ATU Detective was able to quickly respond and engaged in a foot pursuit of the fleeing suspect with CSO. Quiles had initially gained significant distant, but was no match for the superior speed of Detective who was able to successfully place him into custody in the area of 60 Wadsworth Street. The East Hartford Police Department was notified of the vehicle recovery and patrol officers responded to the scene.

Isiah Quiles was placed under arrest and charged with Larceny 2nd Degree, Using Motor Vehicle without Owner's Permission, Criminal Trover 2nd Degree, and Interfering with Police. Quiles was transported to the Public Safety Complex, processed for the aforementioned charges, and held on a $50,000 bond.

ANOTHER HPD GUN ARREST

On Tuesday September 11, 2018, Detectives from Vice & Narcotics were conducting plainclothes surveillance operations within Hartford's south district. While conducting operations, detectives located an occupied stolen motor vehicle traveling in the area. Detectives radio broadcast for patrol officers to assist in conducting a motor vehicle stop in the area of Washington Street & New Britain Avenue. 


The vehicle stopped without incident, where the vehicle's occupants were taken into custody. Search incident to arrest revealed the passenger of the vehicle to be in possession of a firearm and narcotics. In total, two suspects were arrested for listed charges.

A1) Miguel Angel Garcia Dob: 10/31/79 Lka: 68 Fenwick St. Hartford, CT

Charged: Larceny 1st, Operating M/V With Susp. Lic., Misuse Reg/Stolen Reg, Traffic Light Violation. 

A2) Jose Luis Colon Dob: 9/19/77 Lka: 275 Franklin Ave. Hartford, CT

Weapons in Motor Vehicle, Possession Pistol W/O Permit, Possession Narcotics.

HPD SERGEANT TORNEIRO ARRESTED AGAIN

On December 11, 2017, Hartford Police Department (HPD) Internal Affairs Division (IAD) Investigators arrested HPD Sergeant Justin Torniero for violation of the following Connecticut General Statutes: 53a-119b(a)(1), Using a Motor Vehicle Without Permission (two counts); 53a-125b(a), Larceny in the Sixth Degree; and 53a-256(a), Computer Crime in the Fifth Degree.

Torniero was immediately suspended without pay, pending the adjudication of this case.

 On March 14, 2018, multiple law enforcement agencies executed a search warrant at 14 John Steele Drive in Farmington, Connecticut. The search warrant was in relation to illegal narcotics. John Butler (DOB 12/31/1965) was arrested by the Connecticut State Police and was found to be in possession of Hartford Police Department issued equipment. As a result, the Hartford Police Department Internal Affairs Division was immediately notified.

 Internal Affairs Investigators conducted an extensive investigation which revealed that Justin Torniero stole the police equipment and provided the stolen property to Butler. The equipment stolen included a police-issued ballistic vest and a police-issued mountain bicycle.

 Is was also discovered during the investigation that Torniero was utilizing cocaine and alcohol, while working in the capacity of a police sergeant for the City of Hartford.

Furthermore, Torniero would drive in a Hartford Police Department vehicle to Torniero’s residence in Farmington while in uniform to partake in cocaine and alcohol use. On September 10, 2018, Internal Affairs Investigators submitted an arrest warrant to Hartford Superior Court, charging Torniero with violating Connecticut General Statutes: 53a-122(a)(4), Larceny in the First Degree (one count) and 53a-123(a)(4), Larceny in the Second Degree (three counts). After review, the arrest warrant was approved, and the court set a $175,000.00 bond.

 On 09/11/18 at approximately 1815 hours, Torniero turned himself into IAD Investigators and the warrant was served. As of this writing, Torniero is currently being held on the judge-set bond of $175,000 with a scheduled court date of 09/12/18.

FROM HPD= ARREST IN ARSON AND INSURANCE FRAUD CASE

On March 8, 2017, at approximately 0437 hours, the Hartford Fire Department responded to the rear of 37 Nelson Street in response to a report of a vehicle fire. A 2002 Acura MDX was found engulfed in flames and the fire was extinguished by responded HFD personnel. The Hartford Fire Marshal's Office responded to the scene and conducted an Origin and Cause investigation resulting in the fire being deemed as incendiary. The incident was classified as arson therefore Major Crimes Division Detective Nelson responded and assumed the investigation. 



It was determined that the vehicle owner, Myron Henry, had reported the vehicle stolen on the same date of incident. Further investigation found that Henry later submitted a property claim with his motor vehicle insurance company in relation to the damage.



As the investigation proceeded probable cause was developed that Myron Henry had committed the criminal acts of Insurance Fraud, and Falsely Reporting the Theft of a Motor Vehicle. An arrest warrant was therefore drafted, submitted, and later approved by a Superior Court Judge for the aforementioned charges.

On the evening of September 8, 2018, VIN Detectives placed Myron Henry under arrest at 93 Enfield Street for narcotic sales related charges. MCD Detectives were notified of the arrest and Henry was transported to the Major Crimes Division to be debriefed. Henry was later escorted to the Detention Division to complete the needed booking and processing procedures where the active arrest warrant was served.
