MEDINA INTERNAL AFFAIRS REPORT ON THODY CRASH

So the big question is did Thody end up at the PD and was he at a BLM meeting since that's where he said he was going in a hurry? If not it's another lie like his first report. Notice the IAD report never mentions what happened after he fled the accident scene.

It also never mentions, when we’re the pictures of the Tahoe at the scene of the damaged guardrail taken. That’s crucial. I’ll guarantee you those pictures were taken within the past few days, but definitely after Brookman broke the story. Pictures have a time stamp that he can release.......if he wants to be transparent. So rest assured, the time stamp will not be released.

Medina referenced that the vehicle had no AVL or MDT. Obvoiusly an effort to give the impression that the location and times given in the statement couldn't be verified using those devices. Being a former CSP defender of the guardrails, he knows that there are other ways to obtain this information. The cell phone that was documented to have been with Thody and in the vehicle at the time of the accident has a GPS and can be tracked using cell tower data with regard to time and location. This information is routinely used in police investigations to determine the whereabouts of subjects being surveilled. The fact that Medina did not include this info in his IA report is at best, sloppy investigative work. Medina doesn't strike me as the sloppy type of investigator. Cell phone records will answer many of the questions that were left unanswered by the IA report.

Isn't Lieutenant Bowsza the one who was investigated for posting racist statements on Facebook against people of Mexican heritage and president Obama. Let me guess the same two were responsible for overseeing the investigation and he was found innocent. Time to reopen that case

Taking a closer look at the guardrail pictures I can clearly see that there was a kink in one of the rails. No way to tell if it was there before the accident but saying that there was no damage to the guardrail is just not true. Look for yourself. Medina has more experience investigating one car vs. guardrail accidents than anyone else on the job. Can't believe he missed that!

Who cares small scratch on vehicle from one car MVA . Let it go already. Other important things to worry about in life!!!

8:25PM The A/C's signature may be on the report but I doubt very much he authored it. It was most likely composed by someone else who was in his office until at least 11:30PM Thursday night and whose car was parked on the upper deck

11:11pm, it's not about a small scratch. It's about a Chief of police filing a false report to cover up a possible DUI. Even if the DUI can't be proven, which likely it can't, or maybe he wasn't drunk, are we suppose to let the fact he lied in his first report go? A dishonest Chief of Police possibly involved in a cover up is acceptable to you?

Good thing I never accepted the HPD job offer 21 years ago. Not only do officers have to worry about getting recorded and sued by the public but also worry about a bunch of back stabbing officers who run to the media with information. That is crazy. For 50,0000$ A YEAR , NO THANKS!!!! Being a Police officer is like having enemies everywhere including the work place, so much for the so called Blue Brotherhood. Down south at least supervisors have your back and So do your fellow officers for the most part. Northeast of the nation are a bunch of back stabbing Hippocrates .

Time to sue. Let’s sue hpd

You spelled Hypocrite wrong. And the problem is its a good ole boy network. Promotions are based on who ya know who ass ya kiss and how connected you are, not hardwork and work ethic. HPD is a swamp with a long history of racism favoritism and Bull$hit.

Wow what half A$$ed investigation. Are we to trust Medina?? Seems like a RICO coverup to me

On 10/23/19 I was guarding a shooting scene on Main St. This dude drove right up to the scene and got out his car. He was slurring his words asking me questions. He was completely drunk. I later learned it was councilman Sanchez. Yes, my body camera was on and yes it recorded the councilman driving drunk. He made it known to me right away he was a councilman. Fast forward, Sanchez came to our roll calls and told us Thody and Medina were the best choices. I have never seen that before. I hope the investigators look into Sanchez.

Why in the world would the citizens of Hartford support a councilman who drives drunk and police chief who drives drunk? Well, maybe the chief didn't drive drunk. It's probably best to wait what the marina camera footage shows after the state's attorney acquires it.

So I guess after the initial blog post was posted on Thursday, Thody stayed in office until late. Like midnight or something. I'm sure the key fob logs/camera logs will have a better time. So if Thody wrote the entire SIR and gave it to Medina to sign it, wouldn't Medina be in trouble too? Wait, that means Bowsza would be in trouble too. Oh man. So that means any internal investigation directed or initiated by those three will ultimately be undone and reversed. I didn't realize until now how bad this could. If remember my history correctly, the state's attorney office usually gets involved only when there are serious allegations of misconduct at high or executive levels.....as in Eddie Perez. How much you want to bet either Bowsza or Medina taped Thody as an insurance policy. Poor Bowsza has the most to lose so I bet he will flip first.

"I mis-communicated" "I mis-remembered" hmmmmmmm.......

I dub thee: Scrape-Gate

A Middlebury or Middlefield cop was arrested a few years ago for the same thing. Google it.

Wow. These three have the combined investigative experience of about Inspector Gadget and it shows here. Anyone with true experience sees right through this. Without getting into all the applicable charges (there are several) what this certainly appears to be is what is called a criminal conspiracy and it's very serious stuff. Best advice to the other two is the first one to come forward and tell the truth always gets the best deal.

A very wise man once told me that if you always tell the truth you never have to remember the lies.

Real nice packet AC Medina. Regarding the photos, why was there no full picture of the side of the Tahoe? Was it because it would clearly show more than $1,000 in damage? Is there a reason only the back of the Tahoe is depicted with the guardrail damage? Is that because the Tahoe was fixed so quickly to cover up the damage is already gone? When we’re the photos taken of the guardrail damage? What was the final repair cost on the Tahoe? Or was the work done free as part of some type of shady deal?

There’s a certain investigation involving two lieutenants that was covered up and ultimately bribed one lieutenant to change the story about the other lieutenant.
There’s another very recent non investigation of another Lieutenant calling the residents of Hartford “Savages.” That was swept under the rug and he was given a nice low key spot inside the PD.
The Racist Cops get rewarded at HPD and it’s all coming out very soon.
The coverups in the PD are supported all the way up to the Mayors Office and everywhere in between.

If the states Attorney got involved that could also be their saving grace seeing how gail takes 10yrs to complete investigations. They're gonna skate. Stop wasting your time.

Nothing is going to happen. Everyone has dirt on each other. Thody has dirt on Rovella, B.J Fooley, and Medina. Thody has dirt on City Council members, Thea, and the Mayor. Poor Bowsza was dragged into this and is now being blamed by Thody and Medina for the whole mix up.
I love how Thody and Medina thought that if they used the BLM rally as their scapegoat, nobody would question it. Now that’s pathetic and that shows what these guys really think about the community and BLM, its all a photo opportunity and a chance to keep moving up the political ladder just like Rovella and B.J Fooley did.
Shame shame shame...........

12:02am,

follow the facts. This has nothing to do with Gail Hardy or the Hartford Court> This is Middlsex County and Michael Gailor is an extremely competent prosecutor

No matter how bad you people in HPD have it , at least you don’t have to depend on incompetent phonies who unethically and illegally get promoted to positions that will get co-workers and/or civilians hurt and/or killed. Here’s a quote from someone who works for the Hartford Fire department who will not be able to support with witnesses and/or official HFD incident report that this is factual,,,,, “I can share stories about running in to save people trapped in a burning building or barely making it out alive before a ceiling or roof collapse. I have had experiences over these past 20 years as a firefighter that people will only see on TV” ,,,,, these lies would be bad enough if this phonie was bullshitting rJo Winch at a cocktail party but these lies were presented to a class of mostly impressionable and gullible young females at (get this) a recruitment camp to become firefighters . So this same phonie who stood crying over a hydrant because they couldn’t get it open at a working fire is now facitating others to a career in firefighting. The City Of Hartford and HFD command staff skewed the testing and promotional process so this individual would advance over the right people for the job. They have no shame . Getting back to these recruitment camps this phony runs ,it’s the equivalent of a shitty sandwich maker at Subway running a culinary school !! Whether it’s undeserved promotions ,purchased bugles, manufactured certifications, accreditations ,recognitions, diplomas etc. ,,, there’s only one thing that matters in the Hartford Fire Department ,,,,, CAN YOU TAKE A HYDRANT ????

Anonymous said...

Hydrants !! LOL!!!! I remember going to one fire house on overtime when I first got on job 3 years ago. This Lieutenant would go out every morning to make sure all the new guys working with him during the shift would know how to take a hydrant. I'm glad he did because he taught me things training division never even mentioned. Many of my classmates did not even know how to start the process for taking a hydrant . Thats when I realized how incompetent our training division is.

Anonymous said...

10:44 AM ,,, How funny is the following fact,,,,The phony firefighter mentioned above who mentors future firefighters in a phony camp setting was assigned to the training division a couple of times to (*GULP*) educate firefighters! As much as these phonies try ,social media can not put out a fire.

If these high ranking people at the police department are under crime investigation why are they allowed to continue working???? They should be forced out on some sorta leave until its done. This hurts public trust and made it look they are bove the law

KEVIN BROOKMAN said...

6:14PM, you are correct, essentially they are above the law and that is allowed by the Mayor and the COO. Do you think a patrol officer that crashed a car and drove away and reported it a few days or weeks later would still be working? They would have been suspended immediately. Or maybe the officer could just blame it on black lives mater and all will be OK. It worked for Thody (so far)
