An Internal Memo issued today by Hartford city Auditors painted a picture of very lax or nonexistent adherence to City Policy in the release of over $800,000 to the Hybrid Insurance Group. The wire transfer has most likely become the subject of a Federal Grand Jury Investigation.
In the memo, Internal Auditor Craig Trujillo states that numerous policies were either mot followed or were totally ignored. The memo, posted below, speaks for itself, but it seems to show that City Hall is a free for all with no regard to policy or using sound business principles for the operation of city government

Very disappointed in AC. He strong arms the retention of a huckster and then tries to claim it wasn't him and everyone else approved it. Then he initiates a payment to same huckster totally against any process and blames the finance director who is not there to defend himself. Bet you that when the finance director talks to the feds we find out he was duped by AC.
Cloud needs to man up. He did the dude a favor and it backfired on him. And no one would have ever known Cloud broke the rules and did the favor if the dude had paid the bill. Makes you wonder how many other times Cloud has broken the rules that we don't know about.
Is he still living large on the P-Card?
This doesn't look good for our heroes. Will they escape the web of their own spinning? Inquiring minds can hardly wait. Pass the popcorn. The plot thickens: there certainly was an appearance of a conflict of interest. You don't say?

The bad news is he would have to properly fill the form out. But it is easier than having your wife put false info into munis to get that money wired to your boy!
In his wildest dreams cloud never thought he'd be caught because he thinks he's above scrutiny. Makes you wonder what other things he's done that he hasn't been caught at......yet.
