yes it is true, it is right there in the e-mails. And I'm not a lawyer but I would venture to say no it is not legal. I would almost imagine that since OSHA's investigation involves a death, it might rise to some level of tampering with a witness

Did the chief really order DC Nolan not to contact OSHA? Is that even legal???

If Chief Huertas ordered not to contact OSHA -he must be prosecuted. Period.
