MORE SMOKE AND MIRRORS FROM CITY HALL

Why the residents and business people of Hartford are not up in arms over Hartford's fictitious budget is beyond me. At least one local reporter though is doing more of the digging to expose this work of fiction. The claims of the $45 million the State of Connecticut owes us, the $1 million dollars in union concessions were both being used to prop up the claim to balance Hartford's budget gap, but it seems those dollars may potentially be nonexistent.

Jeff Cohen at WNPR now is looking into the claims that mayor Segarra made that he has cut $1 million dollars from the Mayor's Office budget. "Cut" might have been the wrong term, shuffling and hiding is probably a more accurate description.

Read Jeff's story here to see how creative budgeting and accounting actually works at Hartford City Hall.

I think I need to put a disclaimer here though..."DO NOT TRY THIS AT HOME, THESE ARE TRAINED PROFESSIONALS. USING THE SAME TECHNIQUES  IMPLEMENTED BY THE SEGARRA ADMINISTRATION FOR YOUR OWN PERSONAL FINANCES MAY RESULT IN FORCED BANKRUPTCY, LOSS OF PERSONAL PROPERTY AND REAL ESTATE  AND MAY ACTUALLY BE HAZARDOUS TO YOUR HEALTH AND WELL BEING"

Good news for me Kevin. I just reduced my heating bill on my home to zero by moving it over to the line on my spread sheet that says "general housing costs". Yippee, no more heating bill!!! I'm so excited!

Good for you, see how easy that is. Just be sure to let the oil company that is why they aren't being paid, and if they are like Hartford's taxpayers and fall for it and don't question the reasoning, they will be so confused and fall for it you should be all set.

Since you seem to get the process, can you let everyone know which line those increased property taxes can be buried on?

It's all a big joke on the tax payers. The politicians do whatever they want and the sheep follow. Keep paying for dinners, "retreats", cars, expensive hotels, Coach bags for the "students". I'm glad I moved out.

I dont know what the problem with you all is. I dont mind having my property taxes increase perhaps 10% a year to pay for the food and drink, charge cards, trips, coach bags, excessive fringe benefits, dels for Segarra's friends. With all that increased activity of the city hall staff and the Mayor,it is bound to help get us more state money from Governor Dan,because Pedro has a wonderful relationship with him.

Poor Dan. I think he really believed he had balanced the State budget. Hard to believe after the largest tax increase in our history we have what Dan refers to as a "revenue problem."
Hartford should probably not count on as much financial help from the State in the coming years. Perhaps it could consider a smaller cadre of bureaucrats administering a smaller number of programs and departments. Once the State comes to its senses (not any time soon) perhaps it will relieve the municipalities of some of its mandates and limit collective bargaining by muni employees.
