SURPRISED BY THE POLL RESULTS

The numbers for the first few hours of the blog poll above seemed unusual to me. I did something I normally don't do. For security reasons, a tracking program is attached to the blog. The program is meant to actually be able to identify any "anonymous" comments that might be threatening or disturbing.

I went to the software program today for my own piece of mid to see what was going  on. As they say, nothing on the internet is ever really anonymous. Not surprisingly, the majority of the comments or pro votes for Bronin were coming from "hartford.gov" ip  addresses , quite a few were also coming from the State of Connecticut-judicial branch  and the University of Connecticut ip addresses.

If only the Broninites could organize an effort so quickly to save Riverfest as they did to throw off the poll numbers.

I guess the only poll I need to take regarding the Bronin Administration and their performance is the one that matters, when I talk to people on the streets of our City because they actually live here , unlike many of Luke's staff

And yes, I do have screen shots of the IP addresses to prove what I am saying, but I'll save that for today

And once City Hall closed for the day , after 4:30 PM the positive votes slowed down and the negative votes really increased.. The games people play when the truth hurts

THE TRUE COST OF GUN VIOLENCE

Here is an interstign report detailing the true cost of gun violence. I think we all realize the impact a shooting has on families, but this report goes even further to dig into the "hidden costs".

It is estimated that a shooting has almost $583,000 in costs attached to it and that is just a shooting, not a deadly shooting. The negative economic impact on our community as a result of gun violence  is huge

A NEW POLL, PLEASE VOTE.

The previous poll on the Stadium Authority poll reflected a pretty substantial vote of "no confidence" in the Hartford Stadium Authority, The final vote was 252 negative votes, 166 reflecting "absolutely no confidence " in the authority. 86 voting for their removal and only 16 votes in support of the Stadium Authority.

I. Charles Matthews and the other Authority must have been busy drumming up those 16 positive votes

Since that pooll, I have been asked by many readers to make a poll a regular item on the blog, so here you go:

If the November Mayoral election were held today, would you vote for Luke Bronin?  Simple answers, either YES or NO.

SOURCES; STADIUM AUTHORITY NEEDS TO TAKE OVER FIREWATCH


According to City sources , the required fire watch at Dunkin Donuts Park is putting a strain on staffing at the Hartford Fire Department.

 Apparently, the Hartford Stadium Authority is going to have to look at other options for staffing the fire watch, such as using a private security firm. The fire watch may be required for an indefinite period of time as the Stadium construction is stalled in limbo since Mayor Luke Bronin threw the contractor, Centerplan, off the project

 The Fire sprinkler system and the electronic fire alarm were not operational at the time of Bronin's decision, resulting in Hartford's Fire Marshall requiring the fire watch which has been staffed so far by 3 Hartford firefighters staffing the stadium around the clock 7 days a week.

The projected cost for those overtime services may possibly reach into roughly over $2,000 a day. The problem will most likely be compounded this weekend with the July 4th holiday, as the first priority for staffing is the City's firehouses over a fir watch at the Stadium.

So much for pre-planning by the Stadium Authority and Mayor Bronin's staff.

JUST A CRAZY THOUGHT

I know the Mayor has been critical of Hartford's employee Unions and has portrayed them as a big part of Hartford's financial problems.

The ongoing relationship ( if you can call it that) between mayor Bronin and the Police , Fire, DPW and other employee unions has not been the best.

I am not sure our finances are really as bad as they are being portrayed, and I am also not sure that the "scorched earth"  decision making by Bronin is warranted. Maybe , if it is a bluff, it is time to start playing real poker and call the Mayor's bluff.

I just wonder what would happen if Hartford's Unions went to Mayor Bronin and said they seriously want to be a part of the solution. If they told the mayor that they understand the damage that will be done to Hartford's small businesses as well as Hartford's reputation by the cancellation of Riverfest and they want to help.

What if the relevant Unions offered to donate their time for the four or six hours it would take to pull off Riverfest. What is the Mayor also made a couple phone calls to some of our multimillionaire earning CEO's of a couple of our corporations and ask if they could kick in some of their pocket change to keep a Hartford tradition alive. What if the Mayor dipped into his political PAC , which as of last report was funded at close to $100,000, and kicked in $10,000 or $20,000 to help fund Riverfest?

 What if the perpetual fundraiser Congressman John Larson kicked in  something to support two of the towns in his district that have supported him very well over a couple of decades. Heck, we would even be willing to claim it as a political event for Larson

Maybe the Hartford Courant who ran an article this morning with a plan to move Riverfest off the river would be willing to  put their money where their mouth is and help fund the event. We aren't talking millions , we are looking for roughly $100,000 between two cities

In 2012, the last year I could find on line, Mark Bertolini the CEO of Aetna received annual compensation, including salary and benefits of $13.2 million, I would guess a charitable donation for his home City would not be out of the question to continue history and tradition in Hartford. The CEO of Hartford hospital  also makes a sizable salary, , maybe we could ask him to step up.

If things are bad as Mayor Bronin claims, now is not the time to drive us off the cliff, it is time to find as many partners as possible to be part of the solution. Hartford's Unions could play a significant role in that and make a huge statement of their love for Hartford by stepping forward.

I think it might be time for a new marketing slogan for Hartford. "HARTFORD HAS IT"seems to be meaning less and less everyday. We had the Winterfest skating rink. The rink was very popular for the last several years. The rink was something positive that we could draw people into Hartford with,  to show that we really are a good place to enjoy. Gone under Mayor Bronin's budget cuts (there is an effort underway now to privately fund Winterfest, you can donate at https://www.crowdrise.com/winterfest-hartford-2016-2017) Hartford had it

Hartford used to have a Mounted Police Patrol Unit that was always very popular at the Winterfest Rink and other events throughout the City. Gone under the Bronin budget cuts. Hartford had it. 

Riverfest, the JULY 4th Independence Day celebration, which highlighted Hartford's years of cleaning up a dirty river through Riverfront Recapture and the MDC. An event that drew thousands of people into the City to celebrate so much of what Hartford has to offer. An event that had a huge economic impact on Hartford, filling restaurants and other venues for the night. An event that drew people far and beyond just the river. 

Spectators were enjoying Hartford from the lawn of the Capitol to the roofs of many parking garages throughout downtown , to the spacious lawns of Samuel and Elizabeth Colts back yard, now known as Colts Park, and just about every street and parking lot from Downtown Hartford to the riverfront. Once again, gone under Bronin's budget cuts. Hartford had it.

The Old State House...gone due to budget cuts.What is next ? Closing Elizabeth Park 's Rose gardens. Let's get rid of all of our positive attractions.

It just seems inconceivable to me that a mayoral candidate that could raise over a million dollars for his own campaign couldn't pick up the phone and raise $100,000 to save an event as beneficial to Hartford as Riverfest.

I don't know if it is all part of the effort to make it look like Hartford has finally hit rock bottom or that we are beyond hope without being able to bust our labor Unions. It just doesn't make sense to me

BRONIN'S STADIUM AUTHORITY MESSES UP AGAIN



Will it ever end?  The Hartford Stadium Authority, which is supposed to have been created to protect our interests with the Dunkin Donuts Stadium project has once again failed us.

And yes, at his point it is Bronin's Stadium Authority, he owns it, he can no longer blame it on the Segarra Administration. Mayor Bronin has refused to make any changes or hold the Hartford Stadium Authority or others at City Hall accountable. Even one of his catch words throughout the campaign was "accountability", which he promised to bring to City Hall if elected.

Last week the big issue was the lack of insurance on the property. Now it appears that insurance may actually be irrelevant for losses.

According to sources, there is no fire protection operating at the stadium. The sprinklers are not operational and there is no monitored fire alarm functioning for the property. Again, according to sources , there was no notification of this made to Traveler's Insurance and no rider was obtained to cover the City from the lack of fire protection .

The "builders risk policy "would have covered the City during construction, but once Mayor Bronin threw Centerplan and DONO,LLC off the project, that policy was no longer in effect  and the City had to scramble to obtain conventional property insurance.

Now you would think Darryl Hill, who is currently the City's Chief Operating Officer (COO) and also a member of the Stadium Authority would have set up a check list of things that needed to be done to protect the City's interests in this $63 million dollar plus project.

But, this being Hartford , and accountability in very low demand insurance and fire protection  were never thought of.

At least not thought of by the brain trust at City Hall and the HSA. But at least someone is thinking about protecting Hartford and its residents on this investment.

The Hartford Fire Department and the Hartford Fire Marshall has mandated that a "fire watch" be conducted 24/7 until the Life Safety Fire Alarm systems are operational and on line. This would be done to any private business owner or property owner required to have a fire alarm, so the City of Hartford and the HSA is not, and should not, be exempted.

The fire watch consists of three Hartford firefighters on overtime , a supervisor and two firefighters, around the clock at the Stadium. The cost of the coverage will rise into the thousands of dollars, and it is unclear at this point who will foot the bill. I would think it will eventually be the City of Hartford, since the fire watch was not required while Centerplan was actively involved in construction and the builders risk policy covered them. It was a result of the City's actions (Mayor Bronin's termination of Centerplan ) that created the issue.

Once again, it is inexcusable and unconscionable that such a body (the HSA)of failed members be allowed to remain in place and jeopardize this project even more. What else is there to still come out?

Despite assurances today from Mayor Bronin that he "has never even met and never spoken with Casanova", my sources stand by their information that Assistant Chief Casanova from New Haven will be transitioning to HPD soon.

IS IT TIME FOR AN INTERVENTION?

I don't normally use profanity, but a few choice words come to mind when reading this. Darryl Hill should be nowhere near Hartford's finances when you consider the mess he has already created. Dillon Stadium quickly comes to mind, and the Hartford Stadium Authority is a close second.

What is Luke, (or whoever is making these decisions) thinking?

And where in Hartford's City Charter does it say anything about a Chief Financial Officer? As a broke City, what are we going to pay for this newly created position? And how can we possibly go to the region and try to explain we are being fiscally responsible and ask for their help  while doing things like this.

MAYOR BRONIN: NOW IS NOT THE TIME FOR A CHANGE IN LEADERSHIP AT HPD

According to several sources both inside  HPD and at Hartford City Hall, a new Police Chief may be in the future plans for the Hartford Police Department.

Mayor Luke Bronin has had his fair share of blunders since taking office, but a change in Chief's at this time could potentially be his biggest to date, even bigger than the stadium mess.

Again, according to numerous sources, Assistant Chief Luiz Casanova from the New Haven police Department is potentially being tapped by Bronin to replace Chief James Rovella.

There probably is never an optimum time to change the top leadership of a police department, but now is definitely not the time for such a change. Many of the problems HPD is dealing with now have been of a political nature and to add in another decision driven by politics is wrong.

The largest problem facing HPD currently is driven by staffing deficits and budget issues. And even the budget issue, over $ 9.5 million in overtime costs this year, have been the direct result of the lack of attention to staffing and hiring, driven by our politicians.

For several years, Chief Rovella has put the Mayor and City Council on notice that HPD's attrition rates were unsustainable. No one paid attention until the staffing resulted in a crisis situation which began the dismantling of Hartford's nationally recognized Community Policing program.

No Police Chief is perfect,  but Chief Rovella has built strong ties to the community and is well respected and trusted for his efforts. Those ties have proven very beneficial for a manpower strapped Department as the community is called upon more and more to be responsible partners with HPD.

Innovative concepts by Chief Rovella , such as the creation of the Shooting Task Force several years ago have reaped huge results for Hartford in reducing the number of guns and violent crime on our streets. STF was such a success in Hartford, it was eventually used as a model for other cities , including New Haven.

Chief Rovella has been on the cutting edge of leading the way to "do more with less" as his resources continued to drop in numbers. And Hartford's crime numbers have continued to drop also. Now is not the time for change for the sake of a political change.


For the week ending May 28, 2016, the most recent crime stats available on the HPD website show a steady reduction in Crime for the City, year to date. That doesn't indicate a change is necessary to me to satisfy someones political agenda.

Homicides down 41.7%, rape down 12.5%, robberies down 20.3%, aggravated assault down 8.8%, burglary down 9.6%, larceny down 4.0%. The only reporting category that was up were auto thefts, 3.9%, and I think I can live with that overall.

We have just seen an uptick in shootings and homicides in the last two weeks, but up to that time the numbers had been pretty good, considering the lack of proper staffing on our streets, but even another  couple hundred cops on street corners probably wouldn't prevent the gang shootings and gun violence

Are there problems? Yes., but name any organization of the size of HPD that isn't going to have problems. It is how the administration deals with those problems and sets the tone fore the organization. Many of the problems that have gained media scrutiny have been brought to light by Chief Rovella because he hasn't been willing to sweep bad behavior under the rug to avoid embarrassment.

The next major problem for HPD is how they deal with reports and related video of possible Police brutality claims. Once again, a situation that was brought to light by Chief Rovella when he requested an IAD investigation into what he thought may have been the use of excessive force by a couple of his officers.

That investigation has the potential to be a powder keg for the City of Hartford and HPD. It is how we handle it that will determine the outcome and the community's reaction.

People trust Rovella. He has been alongside the community , shoulder to shoulder with them , facing difficult issues. It is that trust and those relationships that will take a newcomer from New Haven months, if not years to build, and a lot can happen to negatively impact our community and our Police Department in that time.

Word is that New Haven's Assistant Chief Casanova will be in attendance at tomorrow nights Public Compstat meeting at HPD, we need to show our support for our Chief,  Chief James Rovella at that meeting and let Mayor Bronin know we count on Chief Rovella's leadership to guide our Police Department and we don't want a change, especially for purely political reasons and to pander to one group or another to try to gain their support. We have too much riding on the future of our City and the future of HPD.

FROM HPD: ENFIELD STREET HOMICIDE

On 06/21/16 at 7:24pm, Hartford Police Department patrol officers and STF investigators
responded to 97-99 Enfield St. for a ShotSpotter activation with 4 rounds having been 
discharged in the driveway area. Upon arrival, officers located a female victim in the 
drive-way suffering from multiple gunshot wounds to the torso. The female victim was 
transported to St. Francis hospital where she was subsequently pronounced deceased. Officers 
located a second male victim in the rear yard of 98 Enfield Street, suffering from a gunshot
wound to the upper torso. The male victim was pronounced deceased on scene by EMS personnel.
A short time later a third male victim arrived at St. Francis hospital suffering from a 
single gunshot wound to the buttocks. MCD, CSD, OCME and an Inspector from the Chief State's
Attorneys office responded. The investigation is on going. Anyone with information on the
incident is asked to call the Hartford Police Department. Anonymous tips can be left at the
HPD website.

IS ANYONE HELD ACCOUNTABLE IN HARTFORD CITY GOVERNMENT ?



Is anyone held accountable in Hartford City government ?

No, that question wasn't meant as a joke, I'm serious. Is anyone held accountable at City Hall?

 We pay some very big salaries to people who are supposed to be "managers" of City government, yet we continue to see , day in and day out the continuous missteps, mistakes and "lack of oversight". Sadly , many of those City salaries are also way out of whack with comparable jobs in the private sector.

The other sad part is that we see many of the "mistakes " being made by the same people repeatedly with hardly any accountability or repercussions for their acts. Darryl Hill is one name that immediately comes to mind, yet he is still left in charge to move on to the next mistake, driving Hartford further off the cliff every day.

I won't rehash it here all over again, but the Stadium is just one more example of people put in charge of oversight for things they know nothing about

Briefly, I wrote ;"Typically on a construction project someone is monitoring, and enforcing all relevant requirements. Is your licensing up to date and current? Do they have copies of you current license? Is your liability insurance up to date and current? Do they have copies of your current insurance certificates? Is any required letter of credit or bond up to date? Do they have current copies?"

Where was the checklist. I would think that would be critical to any move, especially before throwing a contractor off a project as large as the Stadium. Did anyone ask our "owners rep" from Chicago what was the best way to proceed before taking the shut down actions? Isn't that what we are paying them for, to protect our interests. Or did we rely on a couple of people who have already shown they know nothing about crisis management and planning?

The names I. Charles Matthews and Darryl Hill keep coming to mind. Maybe they should be working for FEMA instead of the City of Hartford since they are so good at running into disasters. Unfortunately many of those disasters have been created by them. But also, Mayor Bronin is the Administrator who is responsible for keeping this mess in check, he can't continue to blame the "previous Administration" for the mistakes, especially when he is willing to give his PAC money to prop up that previous Administration.

With the stadium I just wonder what else they have overlooked, what is the next screw-up we will hear about? The lights and water have been shut off because no one transferred the bills from DONO when the Mayor threw them off the project? This stuff would also be comical if it wasn't the reality of the way the "Keystone Cops" brigade at City Hall operates.( No offense to our real cops who are doing a great job under difficult circumstances)

Maybe it is time to create a new position for Darryl Hill of Chief Financial Officer since he has done such a great job so far as COO ( hopefully that reign for Hill is about to come to an end with the arrival of Bonnie Malley now that the Phoenix merger is complete)

I can almost envision the day the Mayor, Darryl Hill and I . Charles Matthews  pull up in front of City Hall in the Shriner's little clown cars and laugh and tell us the last six months have all been  been a joke.

These aren't abstract concepts, much of it is called common sense, and that is what we are paying the big bucks to some people to protect our interests, not put a potentially $100,000,000 plus project in jeopardy by failing to carry insurance coverage. It is called "MANAGEMENT". And the same person who continually screws up has also been given more control as the "Acting Finance Director" for the City of Hartford? What could possibly go wrong there?

The Union issues, the Stadium problems, the lack of insurance the stunning failure of Senate Bill 464 have all been crash and burn moments for an administration that we all hoped was bringing in sweeping change January 1st. What happened?

PLEASE TAKE THE POLL

At the top of the blog, you will see a poll about the Hartford Stadium Authority, please take a moment to cast your vote.

The poll is by no means scientific, but I think it is a pretty good gauge of what people are thinking. As of the time that I am writing this, approximately 55 votes have been cast against continuing with the current members, and only 2 votes are supportive.  I think that could be called an overwhelming lack of confidence in I. Charles Matthews and the Hartford Stadium Authority.

I am not sure why Mayor Bronin has continued to support the leadership (or  lack of leadership) of I. Charles Matthews and the other members who appear to have been a complete failure. I am told by some insiders that it may involve election promises made to deliver votes during the recent mayoral  election. I don't think Mattherw has been correct on any of his public comments so far on completions or schedules. Matthews is a loose cannon, made worse by the presence of television cameras or microphones.

 In case Mayor Bronin doesn't realize it, this stadium mess has the potential to derail any future political aspirations, and continuing on the current path does not bring confidence to Bronin's management style or decision making skills. If he "stays the course", the last thing he will have to worry about will be any future votes or any greater political aspirations.

I think probably the only thing that could have eroded public confidence in the Hartford Stadium Authority more is if Bronin appointed Pedro Segarra to a vacancy on the Authority.

LUKE, THE TRUTH WILL SET YOU FREE AND SAVE US A FEW MILLION DOLLARS IN LEGAL FEES

Here are some of the Change Orders, err excuse me, the Construction Change Directives issued by the City for the Stadium. Take a look and see if you think they are realistic and timely for the completion. Was the addition of 70 some odd televisions necessary for the opening of the ballpark. Who designed the original plans that they didn't have the necessary "exit" signs. And was it really the developers fault to add them weeks before the completion date and then expect the project to be code compliant?

I think the City hired the architect and it was their responsibility to be code compliant. Now I know things happen, a vent in an elevator shaft additional electrical connections for signage, these things happen, but not weeks before a scheduled opening if your timetable makes sense.

Yet, the Hartford Stadium Authority continued to say they were on schedule and on time for a May 17, 2016 opening  , anyone looking at the extensive Construction Change Directives would have to realize that.

I think the City is going to have a hard time proving their "innocence" with the delays before this mess gets before a Judge and we will pay.

ONCE AGAIN, YOU HEARD IT HERE FIRST

UPDATE; MY APOLOGIES FOR THE DELAY TO ANYONE WHO TRIED TO VIEW THE WEBSITE, "FINISHTHEBALLPARK.COM"  MENTIONED BELOW, YESTERDAY, IT WAS APPARENTLY DELAYED, BUT AS OF 4:40pm TODAY IT IS UP AND RUNNING AND HAS SOME INTERESTING INFORMATION THERE

The Hartford Yardgoat's stadium mess is about to heat up more. But this time the mess is going to hopefully offer explanations and related , relevant documents.

Bob Landino, of Centerplan, the developer for the Stadium will be announcing the launching of a website this afternoon to present Centerplan's side of the story.


According to a source, the website will be launched shortly after 5:00PM at http://finishthe ballpark.com. The site is promised to furnish documents including correspondence between the City and Centerplan that might actually explain the delays and difficulties in the Construction of the Stadium

Hopefully it will provide some much needed answers as to who is telling the truth in this drama. Bob Landino has been relatively silent up to this point, but as charges regarding his business continue to be hurled, he seems to have come out swinging this week to defend his reputation.

 No one is going to come out ahead with prolonged litigation. We will have huge legal bills at the same time as we are paying the debt service for the next 25 years on an unfinished stadium until it is done.

Smarter heads need to prevail here. The entire Hartford Stadium Authority needs to be replaced  immediately and a competent group needs to be put in place to oversee the completion of thew ball park.

Centerplan, Bodb Landino, Luke Bronin and anyone else involved need to put the ego's aside and admit they screwed up.n  The completion dates and the construction schedule were not realistic and no one really knew what to expect in the timetable because they were never involved in a project of this scope.

I think most people will accept that the project has been a mess, but we also realize that it will be a beautiful facility when it is complete. Again, shut down the ego's, end the animosity and sniping at each other. Issue a statement that the City , Centerplan, and the Yardgoats are talking and regrouping to get the Stadium done. It will be completed and a realistic date of opening for the 2017 baseball season is the goal, and all parties will work together to get that goal met under the guidance and direction of a Stadium Authority that gets it.

The back and forth and a prolonged legal battle will benefit no one except the attorneys.

Smarten up, act like adults and get the ballpark done

Just when you thought you had heard the worst of the Dunkin Donuts Park stadium mess, it gets worse.

Apparently DONO,LLC, the developer of the Stadium that was thrown off the job last week had a "Builder Risk Policy " for insurance during the construction of the stadium. Apparently that policy remained in effect while the builder was operating on the site. A Builders Risk policy, according to sources, needs to be renewed annually and the policy terminates when construction is complete or the builder stops building.

Apparently when DONO and Centerplan were thrown off the stadium project, the Insurance policy lapsed. There is presently no Property and Casualty Insurance in effect on the property insurance. The liability insurance on the property is questionable as to whether that would be honored if a claim were to be made.

This the height of incompetence that no one on the Mayor's appointed Hartford Stadium Authority, not even Development Services or the Chief Operating Officer or the City's Risk Manager, or even the Mayor himself ever thought about letting the insurance coverage on a $65 million dollar project lapse. And before you say "what could happen at the stadium?", imagine the cost of a dirt bike or ATV getting inside and tearing up the field or a broken pipe flooding the locker rooms or luxury suites

At the very least, the entire Stadium Authority needs to step aside and new members that know something about construction and  why they are there need to be found. If the Authority members won't step aside. they need to be replaced by the Mayor and the Hartford City Council.

Enough is enough or do we enjoy being the laughing stock of the region and the State because of a Stadium project being run by fools. In my  June 3rd posting, I raised a couple of points that were critical to a construction project. I wrote "Typically on a construction project someone is monitoring, and enforcing all relevant requirements. Is your licensing up to date and current? Do they have copies of you current license? Is your liability insurance up to date and current? Do they have copies of your current insurance certificates? Is any required letter of credit or bond up to date? Do they have current copies?" I guess the crystal ball was working that day, but this a basic concept and someone on the Stadium Authority or at City Hall should have known better. At the risk of saying "I told you so", shouldn't the City's COO have been ahead of the curve on this and have followed up as to what relevant steps needed to be taken before the drastic step of throwing the developer off the project?

This is just lunacy considering once again the huge amount of salaries we expend on incompetence at Hartford City Hall, and get very little in return. If I Charles Matthews and the rest of the Hartford Stadium Authority had one shred of decency, they would be tendering their resignations immediately.

IT IS TIME TO GET SERIOUS ABOUT HPD BODYCAMS

There is an ominous thundercloud on the horizon forming over HPD. I am not going to get into a lot of the details as the investigation is ongoing, but suffice it to say it is probably going to be bad.

The incident involves allegations being made of a handcuffed prisoner allegedly being assaulted while in HPD custody. Some of the actions can be explained , others caught on dashcam video have no possibility of being explained.

The incident is currently in the hands apparently of the Litchfield County States Attorney and may eventually be investigated by the Connecticut State Police to get to the truth. Our trust in our Police Department demands that and I expect nothing less from Chief Rovella and the West Hartford Police Department. The incident actually happened after a chase of a stolen car that had reportedly struck a Police officer on Park Street. The stolen car was eventually stopped by the use of stop sticks when the car was involved in a crash near Flatbush Avenue in West Hartford.

Although there are numerous different angles of dash cam video available, it still shows the need for body cameras, and if there was the inclination for "bad " behavior, maybe officers wearing body cameras would think twice about any improper behavior, no matter how much adrenaline was flowing after a long chase.

This is going to be a bumpy road for HPD to navigate, but the public trust demands transparency. Not everything is at it seems or is rumored, but the video and a professional investigation will expose the truth, both good and bad. With that being said, it is fortunate that a Police Chief that has a good relationship with the residents is in a position to explain the actions of his officers .

More on this as details develop, but please keep an open mind  and wait for the facts, not the gossip

UPDATE FROM HPD AT 6:06pm

On Saturday, June 4, 2016 Officers of the Hartford and West Hartford Police Departments and Connecticut State Troopers engaged in a motor vehicle pursuit that began in Hartford and ended with the arrest of the driver and his passenger in West Hartford. The pursuit began when a Hartford Police Officer determined that the car in question was stolen. When officers attempted to stop the car the driver sped away and led police on a chase through several residential streets in Hartford. When the pursuit reached West Hartford, police deployed “stop sticks,” which brought the car to a halt.

In the course of arresting both occupants of the stolen vehicle, officers used force-including the use to TASER-to affect the arrests. Both arrestees appear to have suffered apparent facial injuries at some point. The exact circumstances of each arrest are as yet unknown, but a West Hartford Police cruiser camera appears to show a police officer kicking or stomping one of the arrestees after that person was handcuffed.

Upon preliminary review of the incident and available evidence, it appears there is a question of excessive force used by the officers. As a result, the Hartford Police Department launched and immediate internal investigation on Sunday June 5, 2016. Contact has been made between HPD, West Hartford Police, Connecticut State Police and the Connecticut State’s Attorney’s office. This incident will be reviewed and investigated by the Connecticut State’s Attorney’s office to determine if criminal charges are warranted.

"The Hartford Fire Department is pleased to announce the appointment of LT Raul Ortiz to the position of Executive Officer/Public Information Officer. LT Ortiz comes to Headquarters from Engine 8 located at 721 Park St. in the Frog Hollow neighborhood. "

Lt Ortiz was previously the Executive Officer for former Chief Huertas and was abruptly removed from that position last year, partially, according to sources familiar with the removal because he was communicating with me.You can rerad more on that saga here.

 Lt Ortiz was also responsible for organizing a friendly competition among Hartford's Fire Companies this past Christmas season. You can read more about that here.

COULD THIS EXPLAIN HPD'S MISSING AMMUNITION?

 For over a year now I have been trying to get the answers to a couple hundred thousand dollars worth of missing ammunition from HPD. I have been told that it was under IAD investigation, but I would think that a resolution would have come to the investigation by now. Murder investigations are usually done muck quicker. It is also interesting the officer suspected in the thefts has retired and moved out of state, abandoning his Connecticut home.

The link below was sent to me as a possible explanation as to how guns and ammunitions are getting onto our streets. Could it apply to Hartford? And the link may not be the most credible source, but it is a theory worth looking at

MORE SEGARRA DEFICIT'S

 
 
I think we all know by now that former Mayor Pedro Segarra was a financial disaster, both personally and for the City of Hartford. Between his personal bankruptcies and the "dire" financial situation he left our City in, nothing should surprise us.

But there is a strange surprise to another Segarra deficit. This deficit was for his recent Mayoral campaign that he left behind after the November election. What is really surprising is a donation from one person to offset that deficit. A $1500.00 "contribution toward deficit" was recorded on 11-16-15 from Mayor Luke  Bronin's Capital City PAC to "Segarra 2015", Pedro Segarra's re-election committee..

Although the initial disclosure filings showed almost $100,000 sitting in the PAC ( at least almost four years away from any upcoming election) Segarra's  $1500.00 "deficit contribution" was only one of the expenses Another large expense of $5,000.00 was made to a  Diana Tomeszko, of West Hartford. Tomeszko is now listed on Hartford.gov's website as the "Director of Strategic Partnerships". The expense was only listed as "consulting" and it is unclear of her relationship between Bronin or the actual detail of the expense.

Several donors for the Bronin campaign that I contacted were somewhat surprised that their donations were eventually funneled through Bronin's PAC to support Segarra's campaign efforts.  Those I spoke with were extrememly opposed to Segarra's re-election and were somewhat upset that in the end, their donations were used to support Segarra's campaign efforts

This PAC and other campaign filings can be found on the State of Connecticut's website for the State Elections Enforcement Commission's (SEEC) "e-cris" filing section.

This is one to keep an eye on to see how Hartford's politics really operate behind the scenes.

GAMES ARE ALREADY BEING PLAYED AT THE STADIUM

And no, not baseball games, we probably won't see those baseball games for a year or longer with the mess at the Dunkin Donuts Park project.

The games being played are those by the City of Hartford and the Hartford Stadium Authority.

 On May31, 2016 I made a formal Freedom of Information request to the City of Hartford, specifically to Sean Fitzpatrick of Development Services. In that request I asked for "any and all change orders submitted to Centerplan or DONO, LLC for the Stadium Construction during May 2016"

In numerous media reports and TV interviews I had heard the "change orders " referred to by both City Officials and representatives  for the developers.

Fitzpatrick apparently referred my FOI request to Cynthia Lauture in the Corporation Counsel's Office. A week later I had heard nothing nor did I receive any documents ,and I emailed Lauture for an update.

 The following day I received an e-mail from Attorney Lauture claiming that "there are no responsive records to the request below". I replied back that I wasn't interested in playing her games. Within an hour I received the appropriate documents through an alternative source. The City did eventually provide the requested documents when they realized I already had them.

WHAT? I knew there were documents because I had heard numerous references to them by many individuals. I spoke to a City Hall source and was told that  what are normally known as "change orders" in the Construction industry had been renamed something else by the Stadium Authority and Development Services, possibly to avoid anyone being to ask for them. Try asking for the "CCD's" I was advised, in the City's terms the "Construction Change Directives"

Ok, I guess that is that "transparency" we keep hearing so much about. Maybe the City could have been a little more creative and called them  "Stadium Heirarchy  Intermediate Transmittals" or more appropriately "S.H.I.T." orders. I think that would be more appropriate  to the transparency they are trying to feed us.

BREAKING THROUGH THE CODE OF SILENCE AT THE HARTFORD SCHOOLS

In the short time that  I have begun looking at , and getting calls and e-mails about the Hartford Schools, I have to say I am troubled. If even one-tenth of the allegations are true, we have a real problem.

It all started with Eduardo Genao and his subsequent arrest on child endangerment charges, but I think that incident is potentially the tip of the iceberg. I have received numerous information about other individuals and incidents , many of them naming names and very specific details. Unfortunately many of my sources refer to the mindset at the Superintendents Office , and I don't use or repeat  the term lightly, as "Gestapo tactics".

People are in fear of reporting such incidents because they fear the reprisals and potential loss of their own jobs if they do report bad behavior.

Many times out of a terrible situation , like the Genao arrest, good things can potentially flourish. To all those that have contacted me in confidence and trusting me to protect your identities, I offer my heartfelt thanks and my promise that I will do everything to protect your identities But the next step in your protection is about to take place.

A Federal Class Action lawsuit is being filed to address the issues and the cover ups that potentially harm our students. A Class action suit, as it has been explained to me,  allows people to come forward and make their claims identified as Jane or John Doe and not have to risk revealing their identities to do the right thing..

Whether it is information about a "behavior coach" and inappropriate behavior involving young girls in his care or the Principal that has covered for the inappropriate behavior or Special Education funds being diverted for use other than special needs students, that and any other improper behavior can be reported to the attorney handling the case.

The number one point of the Class action suit is the protection of the "whistle blowers" who want to do the right thing without fear and intimidation. Free of the tactics of Jill Cutler-Hodgman or Paula Altieri or even Attorney Melinda Kauffman . Apparently Kauffman has been shown the exit door from the Board Offices but is still hired on a as "consultant" (what budget crisis?)

For the time being, anyone who is interested in being part of the Class Action suit, I can put you in touch with the attorney, once the suit is actually filed, most likely sometime this week, I will post all of the contact information.

In the meantime, keep doing what you have been doing. The only way to expose the truth is by having good people who care coming forward to expose this filth, and again my heartfelt thanks to those of you who have come forward and also to those who will see fit to come forward under the protection of the Class Action lawsuit

THE HONEYMOON IS OVER

 
 
The last few days I have fielded several phone calls from Hartford residents claiming that our City's change several years ago to "strong mayor" government has been a mistake and should end.

I disagree.

We always enter the first few months after an election with high hopes that the "new mayor" will succeed. We did it with Eddie Perez, he was going to be the savior for Hartford after years of City Managers and "weak", ceremonial Mayor's We all know how that ended up. His arrest after a Grand Jury investigation brought us to our next, unelected "Strong Mayor", Pedro Segarra. And we all also know how that ended up. A near Bankrupt City with a $63 million dollar plus unfinished baseball stadium sitting empty.

The next strong Mayor, Luke Bronin was also welcomed as the successor that was going to turn things around. It will be at least three and a half years before we really will know how this political saga ends, but so far it has been a very short honeymoon period with many already talking about a divorce.

Let me say right up front, the deck has been stacked against Bronin. But let me also say Bronin knew that when he ran for the office. Bronin's management style has been a disappointment up to this point. In a crisis situation, consensus and partnerships will do more to solve the problem than Bronin's "scorched earth" type style. Unfortunately we are seeing the scorched earth decision making repeatedly. Once or twice could indicate a bad day, but this looks more like a pattern of behavior.

 Bronin's first major test was a bill be tried to move through the legislature to address Hartford's "dire" financial crisis. Senate Bill 464 was a major blunder for Bronin and whoever was (or is) advising him. It was almost like the newly appointed King had spoken and his loyal subordinates were going to accept the bill....or else.

We were told that talks had taken place between the Kingdom's stakeholders ( The Unions). Apparently those talks were more of a short conversation where the unwilling stakeholders were told what they were going to get rather than discussing a solution. That didn't work out well and Luke Bronin's first major task was a huge public failure

Next up, or somewhere in the mix with the Senate Bill mess, were talks for finishing a Stadium mess that Bronin inherited from an outgoing Segarra There may have been hope for the light at the end of the tunnel. All of the parties came together and a deal was hammered out to cover over ten million dollars in cost overruns. It wasn't the optimum deal for a project that many thought should have never begun in the first place. But, we had it, so we had to make the best of it.

Just as a side note, in order to have the Stadium shoved down our throats, the previous Mayor concocted a plan, or used a legal loophole, to take away the resident's right to a referendum to possibly vote the Stadium down.. Segarra created the "Hartford Stadium Authority" which could issue bonds to circumvent the financing and bonding requirement outlined by Hartford's Charter.

Mayor Bronin could have changed the make-up of the Stadium Authority, if for no other reason than I.Charles Matthews and the other members of the Authority were asleep at the switch and had been extremely poor stewards of the public trust and funds. Did $10 million dollars of cost overruns just happen to creep up and no one noticed? Did several critical deadlines for completion just jump out and no one realized the dates were unrealistic and unobtainable?

I have said it before, and I will say it again , the entire Stadium Authority should have been replaced by a competent group of people that have even a slightest idea of why they are there.

But again, the King has spoken. The stadium project has been shut down and most likely will tie the project up for some tie in court battles and extended litigation. Could no one have seen that baseball in Hartford was not going to happen this year, for whatever reason. (and I am sure there are many reasons which will eventually come out before a Judge)

Was throwing Centerplan off the result we wanted. Why not just swallow our pride and admit Hartford wouldn't be seeing a first pitch at Dunkin Donuts Stadium this year. If Centerplan or DoNO or whatever the name is sent an e-mail saying it was going to be another 60 days to complete, then deal with it.

And if there is more that we are not aware of, then tell us. We are not required to obey the King because he tells us to. Transparency in a democracy  demands that we make our decisions based upon facts and circumstances laid out before us

Is throwing the developer off the project going to shorten that time period and get baseball being played quicker .An ultimatum to Centerplan to get it done in 60 days, no more nonsense, no more money, no more extensions might have been a better step. It is called making the best of a bad situation. But I think in the long run, the King has made a bad situation much, much worse

The King also has to think more about his Kingdom.

What about the 400 people that were planning on jobs at the Stadium this year. No one was going to get rich, but I just wonder how many of those 400 people may have turned down other jobs for summer employment based upon assurances that they would be employed at Yardgoats games

I don't think there are many Hartford small business people working on the Stadium, but even the handful that may have been, are we now forcing them out of business because their payments will be tied up  in complex litigation for months or years now?

Maybe it is time for a reminder that a small percentage of people in Hartford ( a VERY small percentage) voted for a Mayor, we did not coronate a King  or royal family.

DUNKIN DONUTS LOCKDOWN



Here is some more raw video of Dunkin Donuta Park after the City of Hartford terminated the developer , DONO LLC and Centerplan and attempted to secure the facility .Once again the video shows why the City of Hartford had no business being in the construction business.

At 1:40 is the Dunkin Donuts coffee cup that is supposed to spout steam after a Yardgoats homerun, I don't think we will be seeing steam anytime soon,

At 1:30, the policies are posted but no one will be allowed in anytime soon to obey the policies

At 2;10, these two doors are on the south side of the Stadium. who measured for these openings and where did they learn how to use a tape measure.  I guess maybe cardboard and some duct tape can fill the openings

At 2;10, someone's bright idea to secure door openings. These brand new doors couldn't cost much more than a thousand dollars or so each, so why bother getting the lock cores to properly lock the door with a key. It is much easier to drill holes through the brand new doors, shove a wire through and wrap it around a 2x 4 on the other side. Never mind that it doesn't meet life safety  codes for emergency exit. And forget that anyone with wire cutters can snip the wire and walk in.

It just seems insane that the door lock hardware was already installed, but someone made the decision to drill through the doors in a half assed attempt to secure a 63million dollar building. Did no one in the City Hall brain trust contemplate Monday's inevitable actions? Maybe a call to a locksmith on Thursday or Friday last week to plan on putting in the lock cores Monday to secure the building? I think DPW might actually have a locksmith on staff. But a hacker with a drill and some wire and a 2 x 4 was easier I guess

I am getting dizzy from shaking my head over the way this project has been handled ( or mishandled)


A BUSY NIGHT FOR HFD

Due to great efforts by the Hartford Fire Department no serious injuries were sustained in this two alarm aggressive fire on Laurel Street in Hartford tonight.

An extraordinary effort by HFD. Numerous disabled residents and wheel chair bound residents were safely evacuated from the fire building.

This e-mail below will make for some intersting reading for many. Hartfortd City Councilman apparently first sent the e-mail below to voice his displeasure with several issues before the Hartford Board of Education.

OPEN LETTER to   MEMBERS OF HARTFORD BOARD OF EDUCATION


With all the controversy these days about budgets for the City of Hartford, and the Hartford Public Schools in particular, it may be helpful to convey, again, some views of many citizens from a City Council standpoint. 

1.      Many are outraged about recent expenditures of over $61,000 for out-of-state travel while paraprofessionals, teachers, guidance counselors, social workers, and other front-line school staff suffer layoffs.

Agreed, which is why the budget for professional development and travel has been slashed by approximately an additional $450,000 and all travel will have to be centrally approved.  This money will help preserve jobs in schools, particularly in neighborhood schools.

2.      Even more, many reject proposed spending for over 100 employees within the Public School system for salaries in the $120,000 to $150,000 range for directors, deans, associates, and deputies, with the Superintendent and several others still higher, for a total well over $12 Million – while these paraprofessionals, teachers, guidance counselors, social workers, and other front-line school staff suffer layoffs.

To the extent we are talking about administrators, most of them are unionized and their salaries are fixed by their respective CBA’s, just as the salaries of most city workers are so fixed.  The administrators we are referring to all typically have advanced degrees and many have doctorates and their salaries are not out of line with what their colleagues in surrounding systems are making and are usually less than what their colleagues at CREC make.  

Moreover, the fringe benefits these employees receive are about 65%of  what their colleagues at city hall receive, with the City’s fringe rate being at about 55 cents for every dollar of salary and the Board’s being about 36.  Thus, a Board administrator who makes $100,000 in salary costs the Board about $135,000 while a city administrator who makes $85,000 costs the City about $131,750.  Moreover, unlike many city departments, well-compensated employees at the Board are salaried, rather than hourly, meaning we don’t have the overtime issues that are crippling the HPD’s budget (to name just one), nor do we have issues with employees using overtime to bump their base pay for pension purposes.

Frankly, it is disingenuous for you, or anyone else at City Hall to criticize the compensation structure of the Board when the City’s is and has been for a decade totally out of control and virtually nothing has been done to correct it.


3.      It should be clear that the City Council appropriation for the Board of Education was kept to the minimum legally required.  Council and public members rejected such wasteful spending. There was awareness that the Board had taken the unusual step of failing to adopt its budget until AFTER City Council made that allocation. Despite an attempt to increase Council appropriation IF it were guaranteed to benefit directly the children and neighborhood schools and staff members, it was said that the Board and Superintendent “could not be trusted” to adhere to its stated budget in the future.

This is perhaps the second most disingenuous thing any elected official has said in the last 5 years, an accolade for which there is considerable competition.  The Council had no intention of appropriating more than the legal minimum.  The truth is this.  In FY 17 the City will appropriate approximately $93m to the Board of the City’s own money.  In FY 12 the City appropriated $93.7m of the city’s own money to the Board.  In FY 17 the City will spend $553m,  In FY 12 it spent $545m.  The City has, as is its right, engaged in long-term strategy of funding education at the minimum even as its own spending increased.  It has nothing to do with “trusting” the Board.  It has everything to do with maximizing the revenue the City has available for what it believes are its priorities, which includes only the minimum investment in education. 

4.      There is community outrage about Board and Superintendent failures to follow policies for school closures and student transfers related to Dr. Martin Luther King, Jr. Elementary School – with neither a plan for its restoration NOR for relocation of students into a temporary and satisfactory building.

This is the most disingenuous.  City government – which includes you – has made clear there is now no money for an MLK reconstruction, despite a decade of promises that a rebuild was “just around the corner.”  When I became BOE Chair in 2014 I told Council during the budget hearing that MLK would either have to be rebuilt or closed.  You  were at that meeting, but apparently weren’t listening.

Nothing that is happening should come as a surprise.  The City’s funding priorities, including the baseball stadium, are what is driving the decisions vis-a-vis MLK.  Please take ownership of the government of which you have been a part for the better part of a decade and stop blaming the Board for the City’s lack of financial discipline and its poor priorities, especially vis-à-vis the CIP. 

5.      There are questions about whether this “public” meeting on morning of June 6, 2016 is legal, allowing for attendance with fair and adequate notice to public and City Council.

The only “question” is the one you raise rhetorically.  Our meeting was noticed in conformity with the law.  It is a public and lawful meeting.  Even you – with your total ignorance of and disregard for procedure -  must see that.  As for the Council not receiving notice, I will note that notice of meetings is given to the City Clerk, who reports to Council. 

6.      There is outrage about failure to rectify a pattern of “poor judgment” with risk to school children from an employed staff member, AND failure by supervisors, including a chief attorney, to respond as legally required reporters of suspected abuse, with suspicion of cover-up.

I agree there is outrage, and I agree that it is warranted.  I will say nothing more on this subject, particularly with respect to the law and/or who may or may not have broken it,  until #1 HPD makes clear its own investigation is done and #2 the Child Advocate has issued her report on our policies and procedures. This is a serious issue and it will be treated seriously, and not as a debating point, especially in the context of budget discussions, with which it has no connection.

Is it too late to correct these problems?

If this hasty meeting today (June 6) proceeds now to final budget adaptation, will there be a chance first for additional public comments?

There is nothing hasty about this meeting.  As you note, it is 3 weeks later than normal.  As we always do, we held a public hearing to solicit input and we received plenty of it.  As we always do, we will enact the budget at a special meeting called for that purpose.  Nothing unfair nor procedurally irregular is occurring. 

Are Board members aware that justifying the current salary structure as ‘market rate’ – with some administrators receiving excessively high salaries while paraprofessionals, teachers, guidance counselors, social workers, and others receive layoffs – is unacceptable?

If you would take the time to actually examine our budget you will see that central office exclusive of transportation took a much greater share of the cuts as a % of spending than did the schools.  Indeed, the most senior staff was cut by 1/3 and the rest have foregone their raises this year.  Teachers, social workers, etc. will receive their contractually-agreed upon raises in conformity with their CBA’s.   Moreover, as noted above, central office administration bore a far larger share of the cuts than did any school as a % of spending.    

For violations of Board policy on school closings and suspected abuse reporting, are members calling for full disclosure, or face investigation by outside State legal authorities?

The Board, not the State,  is arbiter of the interpretation, applicability, and enforcement of the Board’s own policies.  As for the alleged abuse issue, see my response above.

As they make budget and policy decisions, do all Board members seeking re-appointment or re-election realize that these positions themselves are at risk?

I won’t dignify this with a response, especially in so far as it is a threat toward the appointed members that, if they pass this budget, you will not support their reappointment, should that occur.  The reality – which you have, for the better part of a decade, stubbornly refused to recognize – is that the Council does not determine how the Board spends money. Under the law, Council’s only role is to determine the amount of money the City will provide, which it has done. It is now for the Board to determine how the money will be spent.

This is by specific design of the General Statutes, precisely so that grandstanding municipal politicians like you cannot manipulate school finances and expenditures to serve their own political agendas while not having accountability for the results. Indeed, I acknowledge that, if it was up to you, poor children (which is to say, other peoples’ children),  would have no school choice in Hartford and that they would be forced to attend the school closest to them, regardless of its quality or suitability; all because of your ideological inflexibility.  Fortunately for those poor children, it is not up to you.

Finally, I am still waiting for the answer to the question I posed to you during the budget hearing; i.e. will you forgo your annual salary in this time of financial crisis?  The members of the Board serve without compensation because they believe that public service is exactly that.  Will you join us in making a statement to our City that its leaders should serve, rather than be served?
