TRINITY COLLEGE STEPS UP BIG

When you look at Hartford's crime statistics and the decrease over the last two years, you have to realize that it isn't happening by luck.

Much of the decrease can be gauged by the calendar and the arrival of James Rovella in Hartford and his support and leadership of the Shooting Task Force. His eventual appointment as Hartford's Police Chief also has brought about much change.

Rovella is becoming extremely well respected by both Hartford's residents and the Corporate Community of Hartford. I know the Chief understands that the success or failure of HPD does not lie entirely in his hands. It is all about partnerships and relationships to continue his successes.

Whether it is Insurance Companies providing meals for PAL participants, the Faith based community being asked to step up and do their part to control violence or just asking for everyone to help make Hartford safer. Rovella isn't afraid to knock on doors or pick up the phone and ask for help.

One of the most visible partners will soon be Trinity College. Trinity has committed to the renovation of a building on the outskirts of the Trinity Campus at 130 New Britain Avenue. The building , which is slated for opening April 1, 2013 will be known as the Hartford Police Substation at Trinity College.

The location is a strategic one for several reasons. it sits right in a neighborhood that drives much of the Part 1 (most serious crime) in the area. The building sits at an intersection that has had more than its fair share of carjacking, shootings and other serious crime. Similar to the drastic reduction in crime on Edwards Street when the Shooting Task Force set up  shop in that neighborhood, it is expected the new sub-station will offer the same degree or greater level of stability to the  Trinity neighborhood.

The renovations, being orchestrated by Lieutenant Robert Allan, commander of the southeast zone, has been a great partnership between HPD and Trinity. In a cash strapped City with limited funding, according to LT Allan, the effort would have never happened without Trinity stepping up.

The efforts will also provide Trinity with a much more visible police presence around the Campus.

The substation will have a large Community Room for the use of the public and neighborhood groups. It will feature much needed office space for burglary and auto theft detectives who have recently been moved out into the "field" rather than centralized at the Police Department. Robbery detectives may also eventually be moved out into the field as well.

A large area with 3 workstations will be available for police officers assigned to the area around Trinity to do their paperwork and reports, which will keep the officers in their respective areas , rather than going to headquarters to do their reports, which is not only time consuming but reduces police presence in the neighborhoods where they are needed.

Administrative offices will also be available for police supervisors  to maintain a presence and be available in the community for the public to meet with them.


In an effort of full disclosure, I have had a business relationship with Trinity College for over 20 years and I will be donating a video surveillance to HPD for the building also.

I have tried to convince Chief Rovella to conduct a fund raising drive to have a bronze statue of him made so that we could place at the intersection waving to everyone as they go by, he hasn't committed to the idea yet.

Thank you to Trinity and all of the other partners, corporate, religious and neighborhood groups working hard  everyday to make Chief Rovella's vision a reality.

Your post makes it seem like ther is no substation in the South District. There is one now, even though it is too small, at Affleck St. and Ward St.
And who will have access to this new sub-station? Will it be like the one Allan controls on Maple Ave. where only a select few are allowed in? Not every thing is as it seems on the surface. I hope all officers have access, else it will go nill for the Patrol officers.

lord farquai is ok< if you dont regulate who gets access its turns into a dump like the old headquarters it also makes the campus appear safe to parents and students visiting so build lord farquai his new kingdom and let teddy conduct some intense investigations at his new large desk and self adjusting chair>

its amazing how much technology has come these new cell phones can zoom in and pick up every detail especially ofcs drinking downtown on shift even though several excuses will be formulated it will be funny when its live at five

lots of true new dirt coming in the near future about new sgt,being promoted. its better to put out the dirt after they are promoted. the problem is they already no the problems but have to make the promotions.
whats going on with the kessler investigation of belittling police recruits. complainant file by an officer.

Hey Kevin

Why is it that a ppo named Rodriguez- Figueroa went ot EAP and cried so now he can only work for certain supervisors. The honest truth is that he is completely not cut out for this job and has failed every level of the FTO process. Now its becoming a serious officer safety issue. Why does the dept cater to this nonsense?
Every supervisor that this officer has worked for has written him up for work related issues.

Now all you have to do is go to EAP and they will select who you work for. Its amazes me that this is tolerated, but when the shit hits the fan and lives are at risk, we will just monday morning quarterback it.

Im a c squader, and most of the supervisors spend more time babysitting this Rodriguez-Figueroa kid then actually assisting the other ofs. Why is this tolerated? Why is it that EAP will cater to any excuse, like car 8 days who is in hibernation. Then the group of ofcs upstairs who have some of the most outragious bullshit excuses like cant fire a weapon due to shoulder injury(Lawlor)

This is the only dept in the state that tolerates this nonsense. Milt Savadra got hit by a car in simsbury on DUTY and was let go. But here, you can sit in teleserve and claim that drving a cruiser gives you a mental illness...Maybe I will claim that the gravel lot is effecting my morale and take some time.........

Kessler"s Ia file cabinet is ready to explode. He has an issue dealing with people. Put him in a room counting time cards or something. He has no poeple skils, nor does he have the right to yell and scream at others. What is it going to take to correct this? this guy has another 10 years here, so what next? He needs serious help, at least Dennis has been taking his meds lately......

Why is Kessler allowed to scream and yell at younger ofcs? Why? Something needs to be done? I hope Phan takes this to the Supreme Court so maybe Something will get done. Maybe EAp can giv Kessler a little vac in new jersey at the tank with the 46s.....

This is the only dept that allows employees to convert from patrol Ofc to injured secretary. It is embarassing.
Excuses are geting more and more lame, like falling in lots, cant drive a cruiser because of dizziness, fear of firearms? really , I am completely embarassed when i walk the halls and see all these half assed academy award winners.....

Iss Luv thats south end community officer bumgardener. Hes is swell. he really trys hard and deserves a nice office for me to visit him in. Teddy bear is ok too, lazy at times, but means well......

The fto was fighting a guy with a knife, while the ppo stood there in utter shock. This is dangerous, Why is it that scared people are being given a job with a job like this that requires possibly fighting for lives? Its round 12 for some of these new guys. How much more training and babysitting does it take to determine if its just not workin out? I had two weeks of FTO, and then I was tossed a set of keys and told to go to work. Some of these new ofcs can still barely complete reports, or even talk with people...When my LIFE is on the Line, its go time. My family and well being is most impotant.

Anonymous 9:28PM. please don't believe everything you hear, unless of course you are hearing it or reading it here. It wasn't an assault. The person you refer to as "a citizen" had actually pulled a box cutter on the officer and the Officer took appropriate action to preotect himself, The officer also apparently pulled a UF number and properly documented the incident from what I have been told.

Don't be upset that he may be getting promoted to Sergeant, study a little harder next time and you may eventually pass the test also.

To be hired as a cop two of the requirements are holding a valid CT drivers license and being physically (and emotionally) healthy enough to use a firearm. If a cop can no longer do those two basic job functions required for employment why should they stay employed?

Sgt Holton, can we add in the next union contract that if for some reason you can no longer preform the basic functions of police work the city can terminate your service? Not sure if that's legal but something needs to be done about the dead weight at HPD.

Greed. Your hollow attacks on Klin, Mefferd, and Long are solely based on greed. Just say the names and quit being a puxxy. You are not about being a good cop or doing what is right for the PD, you are about boosting your pension working road jobs, and being jealous of anyone who is better off then you. Greed. Here are a few lessons for you. Yes, Mefferd used to have a problem. –no shock there. Everybody knew it and everybody tolerated it, yourself included. So that kinda makes the PD an enabler, so he is definitely never going to get in any type of trouble for it, nor should he. Either way, he has addressed it and is successfully fighting the problem. Wow, stop the press; you say you know Mefferd was drinking on duty 3 years ago…. Wow. Good luck with that. If you had the balls to step up and say something, nothing would happen, too much time has lapsed, you have little proof and its called alcoholism. If you knew about it like everybody else, and did nothing, you are also responsible. More importantly, if you had the balls to say something today (which you don’t), the matter would not be settled for at least two or three years. By that time, the good lieutenant will be long gone, laughing at you, so good luck with that.

So, go ahead file a law suit based on greed. Grieve whatever you like. I bet your monies and efforts will go towards proving “Accepted practice” Have fun. Again, by the time it makes its way through all the labor and civil processes, everyone involved will be 4 years removed from HPD. Stop your whining. Do you really think you will win anything? Do you understand labor law? No and No.

Will this new relationship with Trinity mean that students who break the law will be held accountable? Still waiting to learn about the event that took place a year ago - March 4, 2012.
