On July 30, 2013, at 1628 hours, Jared Kupiec, age 30, of Hartford, was arrested by the Hartford Police Department. Following an investigation, an arrest warrant was obtained by the Hartford Police Department’s Internal Affairs Division relating to his use of a City of Hartford vehicle. Kupiec was charged with Using a Motor Vehicle without the Owner’s Permission 53a-119b (Class A misdemeanor) and Interfering with Police 53a-167a (Class A misdemeanor). Kupiec turned himself in to the Hartford Police Department at 235 High Street without incident. He was processed through standard booking procedures and released on a written promise to appear (PTA). Kupiec has a court date scheduled for August 8, 2013.

 

The matter has been turned over to the Connecticut States Attorney’s Office.

REJECTED...AGAIN

 
Sources are confirming that Hartford's Chief Operating Officer has once again been rejected for a management position she was seeking.
 
Sources have confirmed that although Kee-Borges applied for the Town Manager position in Bloomfield, she did not make the cut for the final interviews. My sources said she was one of 12 candidates and she didn't make the final cut, although the Courant says there were 15 applicants. FOI laws exempt the disclosure of candidates for an "Executive search" until a final decision is made, and even then the actual names of the "losers" can be withheld.
 
Kee Borges was also rejected by the Hartford City Council in her quest for the permanent Chief Operating Officer's position. Kee-Borges withdrew her nomination when it became evident that she had only one vote, Councilman Aponte, for her approval for the position.
 
Kee-Borges management has been called into question, especially after her New Year's Eve soiree with Mayor Pedro Segarra and his former Chief of Staff where they dined on Caviar, Rack of Lamb and Champagne, funded by the taxpayers on a City Credit Card.
 
Kee- Borges decision making and leadership has been in question for some time, beginning back in the  early 1990's when she was embroiled in another taxpayer funded controversy.  More on that here
 

CALLING HOURS TONIGHT FOR TRUDE MERO

Gertrude H. Johnson Mero, 85, of Hartford, was welcomed into the loving arms of her Lord and Savior on Tuesday (July 23, 2013) while surrounded by her loving family. She was born in Denmark, SC on Sept. 6, 1927, daughter of the late Martin William Hayes and Arie Mae (Anderson) Hayes, and spent her early years in Trenton, NJ. Gertrude came to Hartford in the 1940s and married Wilfred Xavier Johnson, Sr. in 1947. Along with her late husband, the Honorable Wilfred X. Johnson Sr., Gertrude was also active in city politics. She fervently believed in promoting equality and empowerment in the City of Hartford and worked diligently toward that end. A long time employee of the State of Connecticut Department of Human Resources, Gertrude served as an Executive Administrative Liaison to three Democrat administrations. Her memory is forever cherished and alive in her children, Dawn Hayes Oduor of East Haven, Winifred Jean Johnson of Tortola B.V.I., Wilfred Xavier Johnson, Jr. of Hartford, Jeffrey Paul Johnson of Hartford, and Sara Lynn Johnson-Davis and her husband Charles of West Hartford; four grandchildren, Reeve Johnson, Evan McDuffie, Amasai Oduor, and Trude Davis; one great-grandson, Reeve Carter Johnson; and three sisters-in-law, Willie Jane Furlow, Lottie Johnson, and Phyllis Johnson. She also leaves a host of nieces, nephews, cousins, church family, and dear friends. In addition to her late husband Wilfred, Gertrude was predeceased by her husband, Robert V. THE $24,000 LEGAL NOTICE

Several City Hall sources have confirmed  that actions by Hartford's Deputy Corporation Counsel L. John Van Norden caused the City and it taxpayers to be forced to spend over $24,000 for a Charter Revision legal notice.

Apparently there is a strict timeline that governs Charter Revision actions by municipalities. Hartford came upon one of those deadlines last week. A requirement for the publication of a legal notice advising voters of the change apparently had to be published last week. The requirement allows for a "plain English" synopsis of the proposed changes to be voted on to be published.

According to the sources, that synopsis was never completed by Van Norden or anyone in the Corporation Counsel's Office. That forced the City into publishing three full pages of the entire City Charter in the Hartford Courant last week. Total taxpayer cost....$24,000

How much gas would that buy for a Tahoe Councilman? Lets see what inquiries are made into this, I bet none.

WHERE'S THE WARRANT?

According to sources, the warrant application for the arrest of Mayor Segarra's former Chief of Staff Jared Kupiec was completed over a week and a half ago and submitted to the Hartford Court.
Sources stated that the application has been in the hands of Hartford County State's Attorney Gail Hardy since then.

There is no indication as to what the delay is at this point.

HOMICIDE #12

FROM THE HARTFORD POLICE DEPARTMENTLocation: 717 Albany Ave. Time: 7/27/13 @ 0155 Hrs. Victim: male, 30 years of age, resident of Hartford Patrol Officers responded to the area of Albany Ave. at Vine Street on the report of shots fired. Dispatch notified responding units that Shot Spotter had recorded multiple shots fired in the same general area. A 911 citizen caller reported a male party shot lying on the ground in the area of Albany Ave. at Vine Street. Upon arrival a male victim was located in the front of 717 Albany Ave. suffering from multiple gunshot wounds to the upper chest area. Officers initiated emergency medical treatment. Ambulance transported the victim to St Francis Hospital. The victim was initially listed as stabilized in critical condition, but ultimately did not survive the shooting. He was pronounced at 0545 hours. This is the 12th homicide of 2013. Major Crimes Division Homicide Detectives and Crimes Scene Detectives were immediately called to investigate. The victim’s ID is being withheld pending positive ID. HPD is looking for the community’s help. Anyone with information is asked to call LT. SHOOTING TASK FORCE ARREST

Yes they are still out there, Hartford's shooting task force, working with community members, developed information to make the following arrest.
(Hartford, CT) –Jonathan Percy, 26, of Berkeley Drive, Hartford, has been charged by the Hartford Shooting Task Force in connection with a shots fired incident that occurred on July 16, 2013.

The task force began investigating the incident following reports of shots fired received by the HPD on July 16, 2013, at approximately 9 p.m., at 18 Wadsworth Street, Hartford. Residents reported to police that an individual approached the location and fired multiple gun shots resulting in damage to the front screen door and a couch. The Major Crimes and Crime Scene Divisions and the Hartford Shooting Task Force began an immediate investigation.
Shooting Task Force Officers Flores and Corvino, with evidence collected at the scene by HPD Patrol Officer Chesworth and further investigation, were able to develop substantial information leading to the identification of the suspect. They sought and were granted an arrest warrant from Hartford Superior Court on July 24, 2013, charging Percy with criminal attempted first degree assault, first degree reckless endangerment, unlawful discharge of a firearm, criminal possession of a firearm, carrying a pistol without a permit, and risk of injury to a minor. Percy was taken into custody by members of the Shooting Task Force without incident on the same day. Percy remains in custody on a $500,000 pending arraignment in Hartford Superior Court.

THE "N" WORD, FULL DISPATCH RECORDING


Blow is the link to the recording of the "N" word being used by a City of Hartford Public Safety Dispatcher. Also below is the text of the response by Andrew Jaffee , the Public Safety Dispatch Center Director.

For some reason I just find the tone of his reply as not taking the issue seriously and intending to just brush it off as no big deal. Another aspect that is troubling  is that if you listen closely to the recording, after he clearly uses the "N" word, there is giggling in the background. Apparently it is funny, and according to Jaffee's explanation, somewhat acceptable, to use such words in the City of Hartford Dispatch Center.

PUBLIC SFETY DISPATCH CENTER: "N" WORD UPDATE

As hard as it is to believe in this day and age, it has been confirmed, the recording exist, and yes on Monday night a Dispatcher in the Public Safety Dispatch Center did use the "N' word over a police radio channel.

Mayor Segarra issued the following comment through his spokesperson this morning:

Mayor Segarra has a zero tolerance policy for usage of the "N" word or any other words that can be associated with hate speech for that matter. He has demanded a full investigation into the incident in order to determine an appropriate course of action.


Could his response be any more vanilla. Where is the outrage that a public servant can even have that word floating around in their mind and freely use it over the radio. I have said repeated ly that the dispatch Center under Mr. Jaffee is out of control. The main complaint at community meetings when the 911 Dispatch Center is mentioned is that Jaffe''s dispatchers are rude and seem not interested in resident's.

Now there are some good dispatchers that are great and committed to their jobs, but this incident can not be tolerated. At this point the Mayor's Office is not willing to share Mr.Jaffee's written response to the incident or the actual recording, even though they are technically public documents at this point.

I am told that Jaffee's response is lukewarm also. This can not be tolerated, the tone needs to be set right from the top, both from Segarra and Jaffe.

With Mayor Segarra, I am not sure zero tolerance means zero tolerance. Previously I had written about an employee who had made a sexual harassment complaint against a Department Head. The Department head came to work everyday for over a month, making the harassed employee have to deal with him everyday.

Only after the information and the complaint was posted here was the MHIS Director suspended. At the time Segarra said the department head was suspended due to the City's "Zero Tolerance" policy for sexual harassment. If zero tolerance means anything why wasn't he suspended the day the employee filed her complaint, not a month later?

Where is the dispatcher that used the "N"word. Still sitting behind a console in the dispatch Center ?

In a racially charged climate that recent court events have created, both the community as well as City employees need swift and decisive action from our "leaders" to send a strong message that racism or discrimination of any type will not and can not be tolerated

THE END OF AN ERA

An era in Hartford Democratic politics came to an end today with the passing of Trude Mero. I am not going to pretend to have ever been close to Trude or anything else, but it would be extremely hard to not know who Trude was. Anyone involved in Hartford politics has come across Trude, probably many more times than just once.
 
Sometimes you wonder how things work. I was out last night with a couple people and we started talking about Hartford politics and Trude came up. I had to tell my favorite Trude Mero story to them. Now Trude and myself didn't normally see eye to eye, and when two strong personalities collide, it makes for some interesting debates.
 
After mentioning her name to someone else this afternoon , I was told that Trude had been in poor health recently. About an hour later I was told she had passed away.
 
Although I had quite a few "debates" with Trude , the one I remember best was after the Halloween Snow storm a couple years ago.  I was running for City Council at the time and we were in the Parker Memorial Center on North Main Street, which was being used as an emergency center for people with out power
 
I had asked Trude for her support, almost expecting a "no" , but I had to ask anyway. Maybe just to see her reaction to me asking or maybe hoping she would say yes. Now anyone who has been at the receiving end of one of Trude's stares and the pause while she contemplated what she was going to say will understand the feeling, but it is hard to describe if you have never been there.
 
After she thought about what she was going to say, she continued the stare and said " Yes, I am going to support you, I really don't like you, but I like what you do"
 
That was classic Trude.
 
A mentor to many of Hartford's politico's will be missed

CHARTER REVISION: SHOULD THE MAYOR HAVE A VOTE ON THE BOARD OF EDUCATION?

 If you look at the report below, the first question would be why? Segarra, along with several others don't seem to be exercising their right to vote on the current Board.

According to the report, prepared by Achieve Hartford, Lori Hudson has missed at least 60 votes, Segarra appointee Cherita McIntyre has missed 34 votes while Segarra himself had the third worst record , missing 39 votes. Board member Luis Rodriguez-Davila is not only missing votes,43 to be exact, but he has been missing in action for several months.

Word is that Davila has moved to Puerto Rico, in which case he should be asked to do the right thing and resign if he is longer residing in Hartford.

Board President Matthew Poland appears to have the best voting record, missing only 4 votes, followed by Elizabeth Brad-Noel at 6 votes and Republican Richard Wareing with only 8 missed votes

CAN USING THE "N" WORD EVER BE EXPLAINED?

Paula Deane is finding out that the answer to that question is no. Now we may have a dispatcher in the Public Safety Dispatch Center learning the same lesson

Sources are telling me that a dispatcher used the "N" word over the Police South Dispatch channel last night, after immediately realizing what he said he turned to others near him and asked" did I just say that?"

What would someone have to be thinking to just let that word roll off your lips? Is there no filter between his brain and his mouth. Does the "F" word come as easily in conversation.

If there was ever a time to have a heightened awareness over words being used it is probably now, not that the word is ever acceptable.

Although I did not hear the conversation, several people that did hear it have contacted me and at least one Police Sergeant already has a copy of the recording.  I am being told  All City of Hartford radio conversations are recorded, and this should be an easy one to track down

A request for comment on the matter from Mayor Segarra's office has not been responded to as of this posting

WHERE ARE THE DOCUMENTS?

One of the most difficult portions of maintaining this blog is actually obtaining public documents from agencies that love to claim they are "transparent".

Whether the City of Hartford or the MDC, they are bound by Connecticut's Freedom of Information Act.

The reports for the property at 3311 Main Street are most likely readily available. I am pretty sure the mad rush has started to decide how to keep them private and exempt from disclosure. That most likely will not stand up to the legal challenge and eventually they will get out.

I am also pretty confident that the reports are maintained in a file that was pulled immediately after my FOI request was made. The statute speaks to unnecessary delays , and I am pretty sure, referring the request to an outside law firm for review of what are clearly public documents, might just constitute and unnecessary delay in the eyes of the FOI Commission.


The bottom line is that the documents, according to sources, clearly show the contamination exists on the property. They will also most likely prove that the MDC broke the law by not notifying the DEEP of the contamination. The question to be answered now is why the notification never took place. Was it a political favor? Was it just incompetence? We need to know what happened when the lives and health of Hartford residents are put in jeopardy .

Another question is where are Hartford's Commissioners appointed to the MDC? Are they there to protect the MDC in a potential cover up or are they there to protect the people of Hartford? I guess only time will tell as this continues to play out.


IS 3311 MAIN STREET HARTFORD'S "NEWHALLVILLE"

I have received quite a few calls and inquiries today asking what the soil contamination I posted about yesterday actually means for residents in the area.

The honest answer is "I don't know" . I am not sure anyone can answer that question and at this point, since neither the MDC or the City of Hartford  are sharing the information they have.

This is clearly an incident where Mayor Segarra and members of the City Council need to step up and demand answers , immediately. If mayor Segarra is serious about turning his administration around, is there any better way than taking potential environmental contamination seriously and addressing it head on, no matter where it leads.

One source compared the potential contamination scope to that of Newhallville in Hamden. That contamination covered a large area and required huge amounts of contaminated soil to be removed.
Again, since no one is talking or revealing the test boring reports, it is hard to tell what the potential is.

Any soil contamination is clearly a  potential hazard, even as far as people that may have vegetable gardens or fruit trees growing in the area.

IS IT TIME FOR ANOTHER GRAND JURY, MOST DEFINITELY



 
3311 Main Street, Hartford, Toxic Waste Dump?
 
 
A few weeks ago, I asked "is it time for another Grand Jury?" to look into Hartford City Hall. After information received and the ensuing investigation, I think I can say most definitely yes.

This is in regards to a property at 3311 Main Street in Hartford. The property is owned by a Limited Liability Corporation or LLC. LLC's are typically used by small businesses who don't want to incorporate as a full blown corporation. LLC"s are also used when someone doesn't necessarily want  a property or business showing up in their own name. Luckily, the Connecticut Secretary of the State has most records available on-line through "Concord", so ownership of LLC's are relatively easy to track.

The information regarding 3311 was that there were 3 10,000 gallon underground storage tanks still buried on the property. The tanks were allegedly leaking gasoline into the ground. Apparently as part of the MDC Clean Waters Project the contamination was found through test boring's and soil tests.

Sources familiar with the tests have confirmed that large quantities of "volatile organic compounds", in layman's terms, gasoline, had leeched into the soil and may possibly extend under the intersection of Main Street and Tower Avenue. The property owner was notified and no action was taken to remediate the chemicals or the environmental hazard.

The reason for a Grand Jury might be what happened next. Although both Federal and State law mandates the reporting of  toxic spills and hazardous environmental conditions, the Connecticut DEEP has no record of ever being notified of the contamination by MDC or the City of Hartford.
The City of Hartford Fire Department as well as the planning Department were apparently notified of the spills and may have actually received the MDC's documentation and reports.

Sources have also confirmed that the two MDC employees responsible for the test borings and the contamination reports have now "lawyered up". The MDC apparently stopped further excavation on or near 3311 Main when the contamination was found

Sources have confirmed the existence of the report in the Hartford Fire Marshall's Office as well as the Hartford Planning Department. Hartford's Department  License and Inspections has no records of any permits or any knowledge of the tanks or the leakage.

An FOI request to the City of Hartford for the documents is pending. A request to the MDC for their test borings and reports has apparently been farmed out to an outside law firm immediately after I made my request. That should raise some red flags that a routine request for documents had to go to an outside law firm, even though the MDC has its own internal legal department. May they be hiding something?

Another red flag that should go up when you ask why neither the MDC or the City of Hartford notified the DEEP as apparently required by law. As you can see from the CONCORD document below, 3311 Main LLC is no other than the fiancee' of Hartford's acting Chief Operating Officer Saundra Kee-Borges, Hartford Deputy Fire Chief Terry Waller. Waller, as a Deputy Chief knows that even at an accident scene any  spill, even a gallon of antifreeze is to be reported to the DEEP.

A spill from the contents of 3 10,000 gallon gas tanks is not something to be overlooked, the big question now is why and who ordered the cone of silence over Waller's Toxic Dump. A grand Jury could probably answer that better than I ever could, but I have some ideas. An investigation by the State of Connecticut DEEP Is apparently moving forward, can the State's Attorney be far behind?

We need to know why the rules weren't followed and who orchestrated what appears to be a cover up of a serious hazardous condition. Is this toxic condition in any way endangering the residents of North Main Street. The taxpayers should not be put on the hook for this cleanup. And why hasn't the MDC stepped forward on this? We expect them to be responsible stewards of our  environment by following the law, not being co-conspirators  allowing toxic chemicals to flow under our streets after they find them.

NOT A HOMICIDE

 
 
FROM THE HARTFORD POLICE:
 
Hartford Police Officers were dispatched to the Bushnell Park pond at approximately 1030pm on a report of an unresponsive person. Officers located the 63 year old male and initiated CPR and emergency medical treatment. He was transported to Hartford Hospital where he was pronounced dead a short time later. The two people who initially found the man reported he was discovered lying face down on the rock skirt wall of the Bushnell Park Pond. He was in contact with the water. Major Crimes Detectives conducted the investigation.

 

Deceased: Ben Melendez, 63,  Hartford, CT

 

An autopsy was performed on  7/19/13. The OCME has reported the death as:

Cause of Death:                Drowning

Manner of Death:            Accidental

WHAT DOES JARED KNOW?


That is the question everyone is asking me when they see the special treatment Jared Kupiec, former Chief of Staff to Mayor Segarra is receiving. The $36,000 severance deal  has already been paid to Kupiec .Kupiec was also paid for  the July 4th holiday as well as Labor Day even though he had left June 21, 2013, well before either holiday occurred.

Now, City Hall sources have confirmed that Kupiec's health insurance costs are still being paid by the  City, or should I say by the taxpayers , apparently through the end of September

In addition , an FOI request to Maribel Laluz , Segarra's spokesperson, for Kupiec's  City cell phone records has gone unanswered so far. Is that a surprise to anyone?

It appears that Kupiec's arrest on the charges for the car theft is expected any day now. Sources are telling me probably after 5PM tomorrow to avoid media scrutiny.

COLTS PARK POOL VANDALIZED

During some of the hottest weather we have seen in a long time, the Colts Park pool may need to be closed after being vandalized overnight.  Chain link fence was ripped down and the vandals gained access to the pool area. entry was then gained to the building, apparently by the use of a key.

According to police sources, the number of people with keys to the building can't be determined but it may number over 200 people. Apparently the same key is used for all City pool facilities and the locks aren't changed when keys or lost or stolen or even after employees quit and don't return their keys.

Sounds like the same thing with Kupiec and the car keys, No accountability.

Graffiti left at the scene showed the initials T.H.P. which are the initials for another one of Hartford's social groups for young men, some call them gangs. T.H.P. is the "the hut project" which I am told is the social group for the housing project at 60 Wadsworth street.
60 Wadsworth Street was also the scene for gunshots fired last night.

Maybe it is time for  a comp time detail to cool this area down, how about it Ken?

Also, apparently there are IP cameras  around the pool that are recorded somewhere off site. Probably at MHIS. IP camera are different than regular analog security cameras as they use internet protocol (IP) and can be viewed off site via the internet. Why aren't theses cameras being watched in the Dispatch Center where someone could notice activity after hours instead of watching Judge Judy or Jeopardy on the big screen televisions mounted in the 911 Center

Hopefully someone would notice the kids throwing garbage into the pool at 11:00PM or see motion detector lights coming on to draw their attention.

Again, it is called management which we know there is very little of happening right now.

SUSPICIOUS DEATH IN BUSHNELL PARK

The Hartford Police Department was dispatched to the Bushnell Park pond at approximately 1030pm Tuesday on a report of an unresponsive person. Officers located a 63 year old male and initiated CPR and emergency medical treatment. He was transported to Hartford Hospital where he was pronounced dead a short time later. The two people who initially found the man reported he was discovered lying face down on the rock skirt wall of the Bushnell Park Pond. He was in contact with the water.  

Major Crimes Division detectives are investigating the suspicious death cautiously, as cause of death could not be immediately determined. That determination will be based out of the OCME following an autopsy. Identification has been made, but release is pending next of kin notification. I will release any details or changes as they become available. THE RETURN OF "ONE HARTFORD"



Before there was "WE THE PEOPLE" there was "ONE HARTFORD". The show was a weekly program with myself, Hyacinth Yennie, Stan McCauley, Gerry Pleasant and Bishop John Selders.

KUPIEC PAID OVER $36,000 ON EXIT

Today I posted earlier that City records show Segarra's former Chief of Staff  Jared Kupiec will be on the City's payroll through  September 27, 2013.

Apparently the City provided additional documents to the Courant's Jenna Carlesso after she inquired further. Those documents apparently show that Kupiec received a lump sum payment upon leaving City Hall. The payment was signed off on by someone "unidentified " for Mayor Segarra on June 21, 2013 for $36,380.37.

It is also interesting that they prepaid Kupiec for the July 4th holiday and Labor Day, even though he was already gone by those dates. The $884.00 for holiday pay is relatively small considering the rest of the payout. I wonder if they deducted the furlough days he was supposed to give back as part of that "shared sacrifice" thing.

 I'm becoming more and more skeptical of this Segarra makeover by the minute. Can the announcement for the promotion of Assistant Chief Waller be far off?

THE RIGHT IDEA DURING THIS DANGEROUS HEAT

During this extended heat please be sure to pay close attention to your pets and make sure that they are getting plenty of water and not being left out in the heat . Also, be sure to check on your neighbors, especially the elderly, that may not have air conditioning . Just take a moment to check in and make sure they are drinking plenty of fluids.

It is only common sense, but I am sure we will read a story about someone leaving their pets in a vehicle while shopping or something crazy.


The City of Hartford has cooling centers available but the latest they are open is 4:30PM, I'm not sure why, that is still the heat of the day, but it is probably better than nothing.

UPDATE: A reader made a great comment, think about your pets paws as you walk them outside on hot asphalt or concrete and try to stick to the grass surfaces or mulched paths

On the morning of July 10, 2013 Hartford Police were dispatched to the parking lot of the Thirman L. Milner Elementary School on a report of a person shot. The victim, Chimar Gordon was found lying in the parking lot suffering from fatal gunshot wounds.

The homicide detectives in the Major Crimes Division were assigned the investigation. Following thorough investigative steps, detectives were able to identify 2 suspects. On July 16, 2013 MCD detectives obtained two arrest warrants- detailed below:

MORE BAD NEWS FOR APONTE

As an Ethics complaint referred to Hartford's Ethics Commission by the Internal Audit Commission is pending,it appears that there may be more ethical clouds on the horizon for Hartford Councilman Alexander Aponte.

On the agenda for tomorrow's Internal Audit Commission, Aponte takes front and center once again as agenda item number 1.

a.       Vote on performing a special review, in accordance with a referral, regarding Councilman Aponte’s association with the Spanish American Merchants Association (SAMA) as the Agent for Hispana Vision, LLC which is owned by a principal of SAMA.

IS ANYONE AT HARTFORD CITY HALL TELLING THE TRUTH?

I would imagine it is never a good thing for politicians to get caught up in a scandal, but does lying about it make it any easier to deal with.

After the Kupiec Joyride saga. the Mayor's Office was quick to respond that all of Kupiec's City property had been accounted for including his City Cellphone, I-pad and other equipment. I guess they had hoped that we would believe that the only thing they neglected to recover were the spare set of keys to the City vehicle he allegedly eventually stole back, or in the words of Mayor Segarra "took without permission".

Well it appears that  we were misled about the cellphone also because I know one individual that called Kupiec on his City cellphone the morning of the recovery of the stolen City vehicle, almost a week after we had been told he turned the phone in. The following day after a reporter attempted to reach Kupiec for comment, the reporter was met with a greeting that the number was not in service. If the phone was actually re-issued, why would the City then shut it off. Or might it have been that they were actually reacting to being caught in a lie?

We were also told by the Mayor's Office that Kupiec had no special severance package and had only received 1.5 weeks pay when he left. Now in documents I obtained through an FOI request, it appears that there also may be another lie being fed to us.

The document below shows that Kupiec will be paid through September 27, 2013, almost three months after he left his position June 21, 2013.

And don't forget the New's Years eve soiree. Even though Mayor Segarra had told Channel 3 on camera that he had paid back half the cost of the dinner, according to the documents , that was also a lie and the cost was actually paid back a week later when I insisted on seeing the documents.

The old saying that "the coverup is worse than the crime" seems to be very valid with this group.

UPDATE 3:34PM- this was just e-mailed to me regarding Kupiec's pay, I have a hard time believing he didn't take a sick day in 2 1/2 years, and who was responsible for tracking his time, probably something else worth FOI'ing and digging into."According to them, Jared didn't use any of his sick time during his 2 1/2 years with the city. Panagore had the same thing when he left city employ. Segarra recently introduced a proposal to city council to end the "runout" practice.

It might be bad news, but a little truth might be a good thing



HIS LUCKY DAY

A young man was shot in the area of 83 Bushnell Street early this afternoon. Shot spotter apparently worked and calls for multiple gunshots came in shortly after noon today. Police located the victim who had been shot in the chest. Normally that is not a good thing, but the bullet bounced off the victims sternum, and no serious injuries occurred.

The victim was not totally unscathed though as the Connecticut State Police had an outstanding warrant for his arrest and he was promptly taken into custody and turned over to CSP.

The victim had been shot previously in 2010 and survived that shooting also

(July 15, 2013) With temperatures expected to be in the mid to high 90's this week, City officials have ordered the opening of four cooling centers in the City of Hartford. Members of the Hartford Fire Department’s Special Services Unit will distribute water bottles on site. An air quality alert is also in effect for the Hartford area. Residents are encouraged to take proper precautions and stay out of the heat if possible.

LEARN CPR AT HARTFORD CITY HALL TOMORROW

Short notice on this, but I just got it tonight.


VERY FRUSTRATING

 
I was so upset this evening. We have some real beautiful parks in Hartford  and I'm not sure people appreciate them enough . I was driving near the arch in Bushnell Park tonight, and I saw a Ford explorer in the Park buried up to its axles in mud tearing up the lawn as it tried to get out pulled by a Friendly's wrecker . An HPD Officer , Car 65, sat in his car, also parked by the Arch, and to the best of my knowledge  doing nothing. Not even call it in for another car to come take care of it

Fortunately I had the cell number for Deputy Chief Rodriguez who  I contacted and he called it in and had an officer there within a couple minutes to document the damage and get the vehicle owners information and insurance information so we aren't on the hook for a large amount of damage to the park.

 Hopefully the vehicle owner had insurance to cover their ignorance driving into the water logged park.

Icing on the cake was the police officer who sat by and watched it all and did nothing, threatened to give me a ticket for parking on the sidewalk while I waited for a real cop to show up and do his job. Only in Hartford.  I was incredulous when I asked him if he was serious. He sat and watched a car tear up the park for probably close to a half hour and did nothing, but he was going to give me a ticket for pulling off onto the sidewalk,

A THOUGHT FOR THE DAY

Facebook sometimes serves a purpose,other than wasting time. Today I found a posting that intrigued me. It was called "thoughts of an old farmer"

One of the old farmers thoughts was this:

It immediately struck me as something that might benefit our Mayor and those at City Hall.

SOMETHING TO THINK ABOUT

Last night just about every network broke into programming to announce the verdict in the Zimmerman Trial. This morning you can't watch television or go on the Internet or social media without Zimmerman or Trayvan Martin being prominently mentioned. Comment after comment on Facebook , everyone has an opinion regarding the trial and most are more than willing to voice it, some making sense, others acting like fools.

No matter what your opinion or what you think of the verdict, bottom line is it was a tragedy, a young man is dead, and that is not going to change.

One commenter on a national news channel made the point  that the killing couldn't be a racist act because Zimmerman is technically Hispanic and it was shown that he had black friends. I am not going to that into that aspect, it is just crazy to think that anyone is immune to racist acts  because of their race.

But here is the reason for my posting. Everyone is familiar with the names Trayvan and Zimmerman, it is the national buzz words today. But who can name a recent homicide victim for me that has been gunned down on our streets. When was the last time you heard anyone speak the name Shane Oliver or Javar Preston.

 These are just two of Hartford's homicide, both young black men,just two of the hundreds killed in Hartford over the last ten years, victims whose lives were taken early by violence. They may have not been shot in a gated community by a white guy, but do their deaths deserve any less attention.  Do you think CNN will break in when Shane Oliver's killers verdict is announced?

The only person I have heard mention Shane is his  father , Pastor Sam Saylor at a vigil. I remember his passionate pleas  the days after the murder. "His name was Shane" Saylor preached as he implored the crowd to remember his murdered son.

Are Hartford's homicides and the hundreds of young black men gunned down every year across our country any less significant because of the race of the shooter? Or maybe we have become desensitized because the general consensus is usually that if they are out on the streets at night, they must be up to no good.

Both of Hartford's homicides this week occurred in broad daylight. Both young men, under 25 I am told, at least one had a young child. One fatally shot on the grounds of an elementary school, the other close to the campus of Trinity College.

I only wish that all of the people that take the time to post on Facebook realize the travesty that is going on in their own neighborhoods and take the same interest in making a difference here. Take the time and try to mentor a young person. Take the time to go to a Council meeting and demand safer streets. Take the time to make a difference  and use your voices where they are needed, right here at home.

A POSSIBLE EXPLANATION

Most people talking to me about what is going on at City Hall keep asking me "What are they thinking?" I am not sure they are thinking, but how do I know.

Maybe Jared Kupiec was trying to re-enact the Midnight Ride of Paul Revere for July 4th, except in a 2010 Ford Explorer. The trip up I-95 to the birthplace of America and then the back road ride through Lexington and Concord could explain some of the 1200 miles Kupiec put on his stolen car to a Jury.

It makes about as much sense as anything else happening at City hall.

Fortunately for Mayor Segarra, Connecticon is being held this weekend at the Connecticut Convention Center. This readily has given Segarra and his staff (at least what is left of his staff) access to hundreds of "Ghost busters". It is the only possible  explanation, City Hall is possessed.

The ghost of Hartford's founder Thomas Hooker has been reported to have taken up residence inside City Hall and according to some in the building, if you listen close late at night he is saying he is not happy with what the City he founded has become

According to historic information found in the archives of the City Clerk's Office, Hooker may have actually passed away after  a severe reaction to a rare caviar allergy.

Mayor Segarra is also reported to be making his rounds of City Hall tonight  burning sage to rid the halls of  550 Main Street of evil spirits. I guess it is an old Native American cleansing process. Segarra is proving to be somewhat of a prophet himself. At a recent Faith Based Community Initiative meeting held at Hartford's Public Safety Complex, Segarra stated to everyone present "there is evil in this very room".

The sage burning tonight might help, I might even text him a couple of other addresses to consider visiting.

MURDER AT MILNER

The vigil for what had been Hartford's latest homicide was taking place on the grounds of the Thurman Milner School on  Vine Street while what is actually Hartford's latest homicide was being committed on Flatbush  Avenue.

The family of the young man who was murdered in the yard at Milner School was joined in prayer with the Reverend Henry Brown and the members of Mother's United Against Violence, most of them mothers who have had their own children killed on the streets of Hartford.

As the group were joining their hands in solidarity and prayer, they were unaware that a bullet was  tearing into the chest of another 25 year old young man a few miles away on Flatbush Avenue possibly, according to witnesses, over a gold chain around his neck that he refused to give up.

When is enough enough? As a side note, no assault weapons or multi round clips were used  in either killing

I NEED SOLUTIONS

As the blog is quickly approaching its 1 millionth hit, and as I said yesterday it is an engine for change in Hartford, it can also serve as a valuable asset to serve as a spot for solutions. With over 5,000 page visits on some days, I know people are reading. Many of those readers are City employees and government professionals. Many are business people and educators. Many are Police Officers and firefighters and many politicians, even a few Judges have confided in me that hey are regular readers.

I know the media follows because many of them grab their stories from here, Some are good and acknowledge where they got it, others don't, but it is still flattering even if they don't.

With all those eyes on the blog, all of those eyes are also attached to functioning brains. Probably different degrees of functionality coming from those brains , but I'll stay away from that for now.

Bottom line is that there is a lot wrong with Hartford right now. But the fact that keeps me here , is that there is far more that is right with Hartford. The solution is here, if Mayor Segarra and others just take the time to listen.

It is easy to point out the wrong. Unfortunately it just seems to get easier and easier everyday with the poor judgment and crazy decision making by the Mayor and his people. At least a few times a day, callers to me start the conversation by saying "you can't make this stuff up". No you can't.

I am going to post a few of my thoughts and I guess pet peeves here, like I usually do. But I am asking my readers to put some thoughts into their comments and post ideas that will make Hartford a better place. Feel free to offer guidance to Mayor Segarra, whether he will admit it or not, him and his staff are faithful readers.

I am asking that you keep the comments civil and actually  provide ways and suggestions that you think might work.

1.) First on my list is to let the Hartford City Council know why they were actually elected. They are the policy body and the budgetary of Hartford City Government. The Mayor is the Chief Executive Officer, he runs the day to day operation. The Council is not supposed to micro manage any City Department. They are not advisers to the White House, they are not meant to try to set or influence immigration Policy in Arizona through their resolutions. Quite frankly they should be focusing on anything that involves the people who put them in Office. Taxes, spending, fiscal matters, that's why they are there.

They are not there to question whether a police car has a corvette engine or does it a PPV or a passenger car. (PPV is a Police Pursuit Vehicle package that police cars come with, usually beefed up suspension, brakes, engine, transmission, everything to make sure the vehicles stay safe as they are used 24/7  usually under harsh conditions).

They shouldn't be questioning compensatory time or overtime The Council approves budgets. how those budgets are used is the reason we hire department heads and hold them responsible for their budgets. Furthermore, it is the Mayor's responsibility through his COO to make sure that works. Now I will give the Council a little bit of a pass here. If the Mayor has abdicated his responsibility and the COO is asleep at the switch, then hearings need to be held and the failings brought out in the open. The Council can not just step in and assume the Mayor's role and take over.

It is called checks and balances not divide and conquer.

2.) An immediate review of all non-union salaries both at the Board of Education and City hall needs to take place. I say non-union because most other salaries are set by collective bargaining agreements and aren't touchable until the next round of contract negotiations. Any regular reader knows my feelings already about the $120,000 plus salary being paid to the spokesperson for the Board of Education. I feel the same way for the Mayor's spokesperson ( although I think right now and for the immediate future she will be earning every penny of it)

 It is just inconceivable to me that the Mayor's spokesperson makes almost double what many media professionals in this market, some with over 25 years experience. These salaries need to be brought in line with something close to those being paid in the private sector. It is called public service for a reason and was never meant as a way to get rich

3.) Analyze and make sure that every revenue stream available to the City is being pursued to the maximum. It boggles my mind that rent payments from the use of the Pond House Building in Elizabeth Park are being paid to the Friends of Elizabeth Park, rather than the City of Hartford. Numerous politicos and nonprofits such as the Spanish American Merchants Association, a condo building on Woodland Street, home to a few politicians and at least the address for one Department head ( notice I didn't say home, because it is just a sham address for him to say he has a Hartford address)

But anyways over 15 of these locations have been getting totally free trash pickup from the City of Hartford for years. While most others have to contract with a private hauler, these addresses have been living on easy street when it comes to trash. Not only do they get the service for free, the City also has paid hundreds of thousands of dollars in tipping fees for the weight of the trash picked up.
Between the Pond House rent and the trash fees, not to mention the $500,000 they gave away on the SAMA land deal, the Police Department would not be worrying about budget cuts, the money would be there to fund them fully.

4.) We have a suite full of lawyers in the Office of the Corporation Counsel yet we still contract out a major portion of the legal work to outside lawyers. Why? Some of the work contracted out is for work that a lawyer fresh out of law school should be able to do blindfolded. Real estate closings and FOI hearings just being a few examples

Reports are that several hundred thousand dollars of hardwood trees, large red oak and others were cut down and sold by the vendor entrusted with managing Hartford's two golf courses, At the same time the vendor, MDM Golf, is in default of their lease agreement, not paying their rent, not carrying the required insurance, but yet being allowed to still collect the green's fees every days as most golfers are telling me the courses are in deplorable condition.

I am unable to find any lawsuits that have been filed against MDM by the City to protect from or collect these losses. Isn't that what lawyers should be doing to protect the City's interests?

5.) City cars. No ,I do not support vehicles for ERT. City cars have been abused for years.  I have seen the trunks of City vehicles used for hauling mulch from Home Depot like a delivery truck and City cars used to haul the family around for dinner out in replacement of the family having a car. It is time to change and revamp the policy.

 One of the most egregious examples was a former Assistant Police Chief who commuted to Stamford everyday in a City car, fueled by the taxpayers gas pumps. And not to mention his occasional romps into Manhattan on weekends  for dinner when he would run the tolls on the way back and the toll booth cameras would click his license plate and send the tickets to City Hall to be paid by the taxpayers of Hartford.

The occasional accidents and towing fees back to Hartford for repairs were just an added benefit of his car use.

The first step will be the creation of an inventory system for the vehicles and accurate tracking, because as we saw with the Kupiec joy ride, no one even knows who has the cars.

6.) The internal Audit department's recent reports regarding the poor cash handling procedures and the use of City credit cards is just clearly mismanagement and screams out for a change in leadership in the Finance Department
.
Receipts stored in a shoebox on a shelf and almost a half a million dollars in bounced checks sitting around without any collection efforts. Give those checks to HPD and tell them whatever they collect will be put back in their budget. That number will be cleaned up real quick.

7.) And finally for tonight, Councilman Kennedy's Special Events ordinance needs to be rescinded. A few years ago, the Council capped all of the fees for special events at a maximum of $10,000. This means that any group who has a parade or an event will only be billed up to a maximum of $10,000, no matter what the cost to the City/ Some Hartford parades run up a tab of $70,000 to $80,000 per event and they are billed $10.000. The taxpayers, or more specifically the HPD Special Events Budget eats the rest of those costs. And in many cases the initial $10,000 is never paid either.

This was done not out of any fiscal responsibility for the City, but purely to keep groups with political clout happy and not making them raise the funds to conduct their events. It needs to end.

I am sure there are many readers that have their own special insight or ideas to help Pedro and the City Council out and maybe help him see something they aren't t seeing. Only time will tell if they are listening, but then again, that is what elections are for.

WE AREN'T THIS BAD ....YET

This graphic apparently appeared today on television station KTVU in Oakland ,California regarding the Asiana Airlines crash in San Francisco.

I can only think it was some producer trying to play a poorly thought out prank on their last day of work at KTVU, if not I am pretty sure today will be their last day.

This is the statement from the station:

EARLIER IN THE NEWSCAST WE GAVE SOME NAMES OF PILOTS INVOLVED IN THE ASIANA AIRLINES CRASH. THESE NAMES WERE NOT ACCURATE DESPITE AN N-T-S-B OFFICIAL IN WASHINGTON CONFIRMING THEM LATE THIS MORNING. WE APOLOGIZE FOR THIS ERROR.

The National Transportation Safety Board apologizes for inaccurate and offensive names that were mistakenly confirmed as those of the pilots of Asiana flight 214, which crashed at San Francisco International Airport on July 6.

Earlier today, in response to an inquiry from a media outlet, a summer intern acted outside the scope of his authority when he erroneously confirmed the names of the flight crew on the aircraft.

The NTSB does not release or confirm the names of crewmembers or people involved in transportation accidents to the media. We work hard to ensure that only appropriate factual information regarding an investigation is released and deeply regret today's incident.

Appropriate actions will be taken to ensure that such a serious error is not repeated.
